Perth & Kinross Council Property Services provide professional services for the development and maintenance of a significant portfolio of public buildings including secondary, primary and nursery schools, residential care homes, offices, day care facilities, civic buildings and other facilities. The Division draws together all of the key elements of building operational management and construction, design and procurement.

The Compliance Team deal with a complex array of servicing and maintenance contracts to ensure legal health & safety compliance and assist in informing the Planned Maintenance programmes. We have an immediate need for a Compliance Officer to oversee our planned preventative maintenance contracts and to ensure compliance with applicable regulations and standards, including the Health & Safety Executives Approved Codes of Practice and Guidance, across the non-domestic property estate portfolio.

This will be a challenging role within a dynamic multi disciplinary office. Duties will include arranging and managing periodic inspections, reviewing risk assessments and reports from the appointed contractor(s), interpreting results and facilitating and managing any remedial works. Check and validate contractor applications for payment. Ensuring the maintenance of accurate records for all property compliance works providing data, performance indicators and reports as required including maintaining a Property asset register.

Main accountabilities for the role are to:
• Oversee our Planned Preventative and Reactive Maintenance Contracts for water management, swimming pools, water fountains, boiling taps and closomat WCs.
• Responsible for reviewing any monitoring or servicing reports and instructing any remedial action required. This includes the Risk assessments and method statements. Practical experience of working on hot & cold water systems would be advantageous.
• Ensuring all documentation is submitted on time and is acceptable.
• Auditing contractors to ensure they are carrying out their statutory duties and highlighting any non-conformities to the Responsible Person/Duty Holders.
• Ensuring all monitoring, maintenance and remedial works are completed promptly and efficiently.
• Develop and maintain an asset register of all water systems and associated devices including provision of schematic diagrams used within the property estate.
• Assist the Responsible Person(s) in the management of the control of legionella.
• To conduct root analysis investigations into accidents & incidents and to highlight any short comings in Perth and Kinross Council's processes or procedures and to continually improve and implement any training or changes to the Water Management Plan in order to bring about positive change and education in the area of compliance.
• Assist in the procurement of competent contractors and risk assessors.
• To produce a written scheme of control for each site within the property estate and to keep this current in conjunction with the appropriate site manager.
• To support with the management of other planned preventative disciplines as required.

Requirements

We are looking for candidates with track record of managing the risks from water within our property estate, to reduce the risks associated with Legionnaires and other water contaminants, and to manage in accordance with all relevant legislation and HSE Codes of Practice.

We would welcome applicants who have a experience working for a duty holder who can demonstrate that they are dedicated to working to a high standard and provide excellent customer service. Attention to detail is critical in this role.

The following qualifications/ training requirements are mandatory for the post:
• P900 Control of Legionella in Domestic Hot and Cold Water Systems
• P901 Management and Control of Building Hot & Cold Water Services
• The Water Supply (Water Fittings) (Scotland) Byelaws 2014
• Legionella Awareness Training

We are looking for an individual who has relevant industry experience specifically relating to the water management systems in non-domestic buildings, however you must also have knowledge of the various mechanical systems within a Building Services Environment. To undertake the role we require excellent planning and organisational skills along with the ability to ensure target deadlines are achieved. Supervisory skills are required as the post holder will be responsible for the management of contractors and staff.

You must hold a current driving licence.

A good working knowledge in the use of computer packages including Microsoft applications and asset management systems (CAFM software).

You will be responsible for monitoring rent arrears within set targets, providing advice and assistance to maximise tenants’ incomes, arrange and monitor repayment plans. An opportunity for the post of Senior Practitioner has arisen for the SCOPE team which is a specialist team working with individuals aged 14+ going through school transitions; whilst also supporting individuals across their whole life span. The individuals we support have a diagnosed learning disability and/or autism and are identified as having complex care needs.

The SCOPE Team is a Health and Social Care multi-disciplinary team. SCOPE stands for:

S – Supporting young people and adults with complex needs
C – Community based approach/assessment
O – Offering young people and adults’ choice in their care packages
P – Person-centred planning
E – Enriching people’s lives

The principal role of the SCOPE team is to provide life-long support for complex cases of individuals who reside across Perth and Kinross. The team is made up from disciplines from both Health and Social Care, such as social workers, Outreach Workers, Psychology and aligned to NHS services that include Speech and Language Therapist, Physiotherapy, Dietetics, Psychiatry and Community Learning Disability Nurses. The team will link with local partners such as Education and Children’s services, Housing, other Health Services and third sector partners.

SCOPE will be leading in developing locally based provision, which will improve the lives of those with complex care requirements as well as their families and carers. The team will have a whole person approach and will embed the principles of positive behavioural support into the delivery of provision.

As a senior practitioner, you will carry a small caseload of complex cases where you will undertake the social work role.

You will support the Team Leader in the discharge of their duties through supervision of staff, screening and allocation of referrals and representation on inter-agency forums.

As a qualified Social Worker with at least two years post qualifying experience, you will work at an advanced level, carrying additional duties associated within identified roles or undertake specified tasks to support the Team Leaders and deputise as required. This role will manage and develop specific areas within the Adult team, and the delivery of best and improving practice, including statutory duties under the Adult Support and Protection Act and Adults with Incapacity Act.

You will provide, manage and/or co-ordinate and contribute to the development of best practice and service development. This will include delivering person centred inclusive services in line with the Health and Social Care Standards and SSSC Codes of Practice, with a focus on Empowerment and Wellbeing, working in partnership with individuals, families, carers, and communities to deliver outcomes and maximise independence.

You must be able to demonstrate initiative and independence, work within defined policy guidelines and be able to deal personally with predictable, and unforeseen, problems. Extensive practical experience with knowledge across a number of areas is required.

You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.

This is a service for young people aged 16-26 who attend Right Track as part of a structured Deferred Sentence from Court.

The Outreach Worker will actively assist and support actioning these plans, and help the young people attend a variety of key appointments, such as medical, employment, substance misuse, and housing.

Based at 2 High Street, Perth

As Outreach Teacher you will provide support within primary schools on a peripatetic basis, to enhance learning for children in mainstream class settings, who have a range of complex needs that impact on their ability to access the curriculum. These may include: Communication, Social, Emotional or Behavioural needs, Autism or who have experienced trauma.

The role covers the five areas of identification and assessment, planning and support, consultation, training and building capacity and partnership working.

The successful post holders will work alongside school staff and other partner agencies to provide a specialist teaching input to children who require a differentiated curriculum.

The children supported may, for a variety of reasons have missed out on learning experiences which promote development of skills and readiness to learn. The range of needs will include the requirement for specific evidence-based approaches that support teaching and learning.

The planned interventions will be agreed at the start of the piece of work and can be adjusted in response to review of needs. They will involve at least one of the following:

• Advice and consultation around the meeting of needs.
• Contribution to identification, assessment and planning, in partnership with families and partners.
• Small group and one to one teaching, in collaboration with class teachers and other support staff.
• Use of intervention materials to meet agreed targets.
• Support colleagues to build capacity to support children with additional support needs in the classroom through modelling and training opportunities.

Requirements

You must:

• Have a diploma / degree in Primary Education/ Secondary Education with experience in the Primary sector.
• Have or be eligible for, full GTC Scotland registration.
• Have experience of planning and using active learning, differentiated and child-centred approaches.
• Have had experience of working with children and young people with a range of additional support needs.
• Be able to demonstrate knowledge and experience of relevant current curriculum and assessment issues and developments.
• Be able to use ICT in relation to learning and teaching.
• Be able to apply/develop a variety of teaching strategies, adapted to the needs and interests of pupils with additional support needs.
• Have knowledge and experience of the application of relational approaches.
• Be able to provide feedback to pupils and their parents on issues related to making progress and realising potential.
• Have a full Driving Licence and access to own transport to meet the peripatetic nature of the post.

Ideally you will:

• Have experience in writing Individualised Educational Programmes.
• Have undertaken CPD opportunities relevant to the post.
• Be CALM Theory trained (de-escalation) or willing to undertake CALM (de-escalation) training.

You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.

We are recruiting for an IT Engineer - Senior Power BI Developer to join Perth and Kinross Council's Data Services team, to work on our Data and Analytics programme, a key part of the Council’s Digital Strategy.

This role is responsible for supporting the development of Business Intelligence & Analytics solutions using Microsoft Power BI.

Perth and Kinross Council has a continuously expanding demand for reporting solutions/ data products and is recruiting to support this endeavour.

The Data Services team provides a wide range of data and analytics services to the Council:

• Platform management and support services for our Microsoft Power BI platform.
• Data analytics services, building and managing Power BI Apps, Reports, Dashboards, and other apps based on the needs of the Council and our partners.
• Training, support and advisory services for users.
• Data engineering\modelling services, building data pipelines using SQL, Power Query, DAX and using other Microsoft technologies to produce trusted data products for services.
• Data custodianship services including data quality management, improvement and distribution of datasets to both internal and external users.
• Awareness raising, producing high-quality publications illustrating the value of data and analytics to the organisation.

Reporting to the Business Intelligence & Analytics co-ordinator, you will undertake the role of IT Engineer - Senior Power BI Developer with responsibility for managing the Council’s Power BI platform, gathering customer requirements, producing high-quality reports, providing training\support to users and coordinating the development of intelligence products and workflows.

You will also participate in data management and custodianship services, advising on data quality and standards matters, and ensuring corporate data is managed as planned.

You will work closely with staff responsible for the ESRI ArcGIS Enterprise platform, providing an end-to-end professional analytics service.
