Major duties include but are not limited to the following:

• Serve as a senior program analyst leading government, military, and contractor personnel responsible for providing advocacy, guidance, and oversight to the Defense Intelligence and Security Enterprise on airborne and space ISR plans, programs, required capabilities, and resources within the MIP and the National Intelligence Program (NIP).

• Serve as the Security Chief, SAPCO, reporting directly to the Director, SAPCO.
• Provide SAP related technical expertise on personnel, physical, information, and industrial security.

As a Mangement and Program Analyst, GS-0343-14, you will be responsible for:

• Serving as the technical expert on performance management, this role is pivotal in translating data and findings into actionable information. You will be the key communicator of independent and evidence-based conclusions and recommendations to leadership, shaping policy, strategies, and new initiatives. Incumbents typical work assignments may include the following:

• Directly supports the Director, Functional Intelligence and Defense Analysis and serves as a Defense Analysis subject matter expert responsible to facilitate the integration and oversight of Defense Analysis and the Defense Intelligence Enterprise Manager (DIEM) for Analysis.
• Responsible for the policy development and strategic oversight of DoD defense analysis and the DIEM for Analysis.
• Facilitate the integration of defense analysis to support DoD activities based on new or proposed legislation regulations and policy to identify national security implications, program impacts, impacts to management and operations, budgets and future direction of DoD defense analysis and recommends courses of action to senior management.

Incumbent actively engages in assisting IPRO management with administrative and technical support for the annual Office of Inspector General audit of VA's compliance with the Payment Integrity Information Act of 2019, VA's annual reporting to paymentaccuracy.gov of its payment integrity activities, and any required annual reporting to VA's Congressional committees for noncompliance with legislation. The Management Analyst performs as a Contracting Officer's Representative for VA's Payment Oversight Program (POP) services contract. Incumbent also assists with administrative functions within OBO, IPRO, and FSICO. Incumbent works closely with management analysts and OBO Managers on the Director's staff and other administrative personnel to ensure efficiency in operations and maintain a consistent approach to the overall management of the Office of Business Oversight.
