The major duties of the Contracting Specialist position include, but are not limited to, the following:

• Provides procurement direction, guidance and requirement/policy interpretation on Federal, Department and Bureau regulations. Serves as lead contracting member on project teams; analyzes difficult issues and identifies alternative or new courses of action.
• Oversees acquisition planning and pre-award activities and requirements; serves as source selection authority. Awards and obligates contracts.
• Prepares government decisions in response to contractor requests for equitable adjustments and claims.

Major Duties Include:

• Operate trucks and various types of heavy equipment including but not limited to; loaders and skid steers, dump trucks, garbage and sewer pumper trucks. Perform preventative maintenance and minor repairs on trucks and equipment.
• Perform variety of physical work like; flagging, digging, painting, sweeping, sign repair, road stripping, use of oil and water based emulsions and clearing vegetation, related to road maintenance.

The purpose of this position is to effectively manage the continuous operation, maintenance, and repair/rehabilitation of water and wastewater utility systems within Shenandoah National Park (SNP). Systems include potable water pumping, storage, transmission, treatment and distribution systems; wastewater collection, storage and treatment systems; chlorination systems; and state certified potable water and wastewater quality testing laboratories. Duties include:

• Effectively manage and supervise the operation and maintenance of water and wastewater utility systems.
• Develop bi-weekly operational planning through multi-year repair/rehab, cyclic and preventative maintenance planning.

Elevation at headquarters is 5,400 feet with temperatures ranging from zero to 40 degrees (F) in the winter to 60 to 100 degrees (F) in the summer. Coronado National Memorial is located approximately 20 miles south of Sierra Vista, an Arizona city of 40,000 with many options for shopping, entertainment, religious, and medical services. K-12 schools, a junior college and a University of Arizona branch campus are all located in Sierra Vista. Fort Bowie National Historic Site is located 14 miles south of the town of Bowie in southeastern Arizona. Fort Bowie is a very remote site; the closest medical facilities, churches, and limited shopping can be found in Willcox which is 38 miles away. • Incumbent assists in the maintenance, repair, and stabilization of sites built of stone and mortar.
