• Incumbent keeps abreast of current IT technology in order to provide technically accurate recommendations for solving complex problems expediently.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. • Evaluates/examines daily the accuracy and validity of the documentation gathered.

• Contacts insurance companies and other third-party payers to expedite collections and inquire on denial of payments.
• Helps establish payment plans, reviews payment plans and accepts or rejects proposed payment plans in accordance with policy.

• Ensures the accuracy and timeliness of accounting documents submitted by assigned activities.
• Maintains assigned subsidiary ledgers for Accounts Receivable, Accounts Payable, customer deposits, unearned income, annual leave payable, equipment, prepaid items and central storeroom accounts.

• Serves as the Supervisory Auditor in a branch or resident office responsible for the supervision, conduct, and accomplishment of a segment of the audit program. Leads a major segment of the total audit program plan.
• Serves as a team leader and member of a participative work team (PWT) consisting of professional auditors. Establishes annual goals complementary to region/agency goals and objectives.
• Reviews audit programs, working papers, progress on the audit assignment, and draft audit reports. Ensures that quantitative methods and computerized auditing techniques are being utilized as appropriate in the audit process.
• Communicates DCAA audit services and maintains audit liaison with acquisition officials.
• Counsels and advises employees. Evaluates performance, recommends and approves training and development, recommends recognition and promotion, and initiates appropriate remedial action for performance or conduct deficiencies.

1. Provides financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures. Responsible for the planning, execution, and installation of all new and/or improved accounting systems within the division. Designs, develops, adapts, revises, evaluates, and implements systems including those utilizing automatic data processing equipment. Studies accounts, reports, and procedural instructions within the broad area of assignment and, as necessary, any legislative and program background pertaining to this program; holds discussions with program officials, employees, supervisors, etc., to learn the details of work processes and procedures; drafts instructions, procedures, manuals, etc., to implement the proposed system or to correct deficiencies in the accounting system uncovered during the study. Renders advice to management on the effects of accounting changes approved and performs related duties necessary to the development of balanced recommendations. Monitors work operations to assure full compliance with procedures and published directives. Makes formal presentations of completed systems packages including the acceptability of the data processing system applied to higher management levels for final approval. Acts as catalyst between various office segments and assures smooth continuity of operations. Provides financial advice and expertise to other organizational elements of the state ARNG during the development of integrated accounting systems.
2. Provides both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager. Provides all resource management functional areas with technical assistance during all phases of the development, establishment, and maintenance of integrated accounting systems.
3. Serves as a professional accountant administering accounting systems. Performs duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on these matters. Applies professional accounting principles, analysis, theories, concepts, and practices to unique situations; employs accounting policies/standards in the resolution of unprecedented problems/situations; and utilizes non-conventional methodologies as required. Implements policies and procedures encompassing different facets of accounting, i.e., general fund accounting, cost accounting, and reimbursement accounting and working capital funds. Studies interrelationships of systems encompassing the entire spectrum of the Army financial arena (e.g., Standard Army Financial System (STANFINS), Integrated Army Travel System (IATS), The Commercial Accounts Processing System (CAPS), Standard Procurement System (SPS), Defense Joint Military Pay System - Reserve Component (DJMS-RC), Standard Army Intermediate Logistics Systems (SAILS), Joint Services Software (JSS), Standard Army Civilian Payroll System (STARCIPS), and Command Unique Systems. Assignments also require an understanding of the characteristics and capabilities of the accounting software architecture and Enterprise Data System (EDS) for Financial Management.
4. As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division. Provides technical supervision of the work of numerous accounting technicians. Plans subordinates' assignments and distributes workload according to priorities and work complexity. Provides counsel and instruction on work problems and administrative matters. As the Senior Accountant in the division, assists, guides, directs and oversees all professional accounting work of the division.
5. Performs other duties as assigned.

• Serves as the office manager of the Office of the Director, Defense Contract Audit Agency (DCAA) providing high-level administrative support and coordination for senior executives (federal GOFO/SES level).
• Independently establishes and monitors suspense on all incoming actions. Accepts, records, and monitors DoD and external tasking sent to the Agency via the DoD tasking system.
• Receives visitors and telephone calls from high-ranking officials of the Federal government, non-DoD agencies, members of Congress, the Executive Branch, foreign governments, representatives of industry, and staff and regional directors.
• Oversee Agency-wide correspondence management, including processing, distribution, and archiving in line with DoD policies. Develop guidance, review correspondence for regulation adherence, and educate staff on formats.
• Serve as records management officer, analyzing official correspondence to ensure compliance with directives and manuals. Ensure front office correspondence is properly processed and archived.
• Provide agency staff accurate, timely advice on procedures, reports, and other matters necessary to implement the Director's policies, directives and instructions.
• Operate and maintain a Government Vehicle, ensuring vehicle upkeep and safe transportation of Senior Executives in the National Capital Region.
• Knowledgeable of structure and operations of the Office of the Secretary of Defense or similar federal headquarters staff organization. This position interacts daily with senior officials and headquarters staff elements in the Pentagon.

Responsible for assisting the Business Administrator with oversight of budget and accounting support for the financial management program.

Responsible for the accuracy of all financial obligations to ensure compliance with established regulations.

Monitors various financial reports generated by the system and serves as the institution Certifying Officer for all disbursements.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.
