Responsible for interpreting new legislation or regulations for determining the effect on delaying/implementing changes and oversees day to day project activities needed to streamline and improve financial system processes and/or functionality for multiple programs for all ESC's customers. Serves as control point for analyzing requirements to ensure standardization of system functionality, business processes, and compliance with federal financial system standards.
Applies senior experience and expert knowledge applicable to a variety of disciplines including principles of financial system processes and functionality accounting and/or financial management, financial planning and control, and various business and management concepts. Assesses potential impacts on short/long range goals/mission requirements/accomplishments. Responsible for analyzing impact on current procedures and operations for business process changes; analyzing, researching, and developing both business process solutions and system development solutions for financial system processes and financial system functionality, leads and coordinates teams with customers and stakeholders on various projects; works on several projects simultaneously, meets deadlines and demonstrates flexibility to changing situations, analyzes and reviews reports and processes to assure conformance with standardized system functionality, operating procedures and regulations; and participates in work groups and department-wide financial improvement projects and initiatives for all of ESC's customers.
Leads small to large project teams, overseeing project activities and preparing and reviewing management reports. Provides expert guidance and instruction both internally and externally to address complex issues which often cross multiple programs across the ESC and the ESC customer base. Performs various complex analytical assignments in large, substantive functions and in the development of new and innovative approaches to challenging problems and issues for the multiple agencies and programs the ESC services. Serves as a requirement manager for the System Change Request (SCR) Board; this function consists of gathering complex requirements needed to enhance or improve system functionality, presentation to the DELPHI Change Control Board (DCCB), and the Department Management Committee (DMC) and other governing bodies as appropriate. Serves as the technical authority and resident expert regarding financial operations and financial system functionality for all agency appropriations and cash management activities according to Federal financial standards, laws, regulations, and guidelines for all agencies serviced. Serves as a voting participant on the ESC Requirements Review Board.
Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
