Functions or Scope of Assigned Duties:

The Deputy Chief of Quality Management (QM) is a member of the executive administrative team and reports to the Director. The incumbent will work closely with the Chief of QM for ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk, and guides the organization through frequent interactions with other service chiefs.

The Nurse IV Deputy Chief of Quality Management (QM) functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability. Demonstrates performance that is broad enough to improve the care for a group of patients. The Deputy Chief of Quality Management (QM) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission.

The Deputy Chief of QM is a self-directed nursing professional who supervises QM staff, assesses plans, implements, coordinates, monitors and evaluates the quality and safety of the delivery of care for the organization. The Deputy Chief of QM oversees monitoring of corrective actions from survey findings and assists services who are performance outliers. Responsible for completing clinical quality reviews, clinical data analysis, and identifying opportunities for improvement. This includes providing clinical and administrative recommendations relative to all Strategic Analytic Improvement Learning (SAIL) outcomes, External Peer Review Program (EPRP) metrics, and driving improvement initiatives within the medical center.

The Deputy Chief of QM collaborates with the Survey Coordinator for the coordination of accreditation readiness activities focused on standards compliance, education of staff on standards, VHA requirements, and customer satisfaction for internal and external stakeholders. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in unit/program level quality improvement processes and initiatives as well as customer service programs. Leads QM staff through performance evaluations, provide guidance and support on culture changes, and change management projects.

The purpose of the Child and Youth Programs (CYP) Child Development Center (CDC) Assistant Director position is to assist the CDC Director in overseeing a developmentally appropriate CDC program.  A CDC Assistant Director is assigned to a CDC and the incumbent is expected to work with the CDC Director with minimum supervision toward the overall objectives of administering the program.  Work is subject to review for adequacy of program accomplishments, effectiveness, and compatibility with other work, and compliance with requirements.

Major Duties and Responsibilities Major duties and responsibilities of the CDC Assistant Director include program management, budgeting and financial management, personnel management, program operations, interactions and relationships, and compliance.  These tasks are summarized below.

Program Management Directs, administers, and supervises overall operation of the designated CDC.  Applies professional knowledge of child development principles to supervise facility based programming of quality, affordable, safe, healthy and developmentally appropriate childcare and preschool services for children of active duty Marines and DoD civilian personnel.  Assists with the development and supervision of a developmentally appropriate CDC program that promotes the social, emotional, physical and cognitive growth of children 6 weeks to 6 years old. Assists in providing program oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), United States Marine Corps (USMC), and local policies and standards. Assists with development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation.  Assists with collection and maintenance of statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel.  This may include hours of operation, transportation to schools attended by eligible patrons, and programming needs of the military community.  Provides oversight for services that may include: part day preschool programming for selected days of the week, evening child care for selected days, and occasional hourly and supplemental child care. Participates in the CYP Inclusion Action Team meetings as required. Helps to coordinate staff training that includes reference to food and environmental allergies or physical disabilities, and policies and procedures on special needs accommodations.  Maintains supporting documentation on special needs and ensures proper attention is provided for each child.  Ensures maintenance of appropriate standards for facility condition, safety and sanitation.  Submits work requests to maintenance as required. Recommends purchase of equipment and supplies to adequately maintain the facility and associated childcare programming. Monitors cleanliness, sanitation, health, fire and safety standards in the designated facilities, play areas, playgrounds and surrounding areas of responsibility. Ensures completion of a daily inspection checklist.  Follows up on corrective action for identified deficiencies and prepares and forwards applicable responses and reports.

Budgeting and Financial Management Assists in overseeing the collection, accurate accounting and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. Adheres to authorized methods of acquisition.

Duties of the Supervisory Psychologist serving as the Richmond Vet Center Director and licensed professional with knowledge of and ability to apply advanced professional psychological treatments to the full range of patient populations include but are not limited to:

• Supervising a multidisciplinary staff composed of clinical and administrative team members, whose primary mission is to provide direct readjustment counseling to eligible individuals in the areas of suicide prevention, crisis intervention, short- and long-term treatment for symptoms associated with Post-Traumatic Stress Disorder, and readjustment issues;
• Planning, developing, implementing, coordinating, monitoring, and evaluating professional services rendered by subordinates;
• Setting guidelines and establishing intervention strategies/treatment priorities for individual, group, conjoint and families employing varying clinical and therapeutic modalities;

Serves as a Supervisory Social Worker RCS Vet Center Director (VCD) and is responsible for the professional and administrative supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordination services provided to eligible individuals within the designated Vet Center Service Area (VSA).

• The VCD supervises both professional and nonprofessional staff including a multi-disciplinary team of social work and other mental health professionals of various performance levels who work in multiple locations (Vet Centers, Vet Center Outstations and Community Access Points) and in communities distance from the Vet Center through planned outreach, often in conjunction with a Mobile Vet Center
• VCD is responsible for Administrative & outreach staff service functions, ensuring that the needs of individuals in their VSA are met
• The Supervisory Social Worker oversees the fiscal, contractual and operational obligations of the community-based Vet Center
