Serves as a Statistician (Data Scientist) in the Data Management & Analytics Section, Program Assessment Branch, Marine and Family Programs Division, Headquarters Marine Corps (HQMC). Performs evaluation of the functional effectiveness of Marine Corps Community Services programs, practices, operations, productivity and efficiency (on a qualitative or quantitative basis). Collects, verifies, and adjusts data from diverse sources and performs statistical analysis, manually as well as through automated systems. Conducts quality assurance (reviews data and data collection methods to ensure valid information is used in decision making processes). Plans and conducts various and extensive methods of data collection.
Explores novel methods of retrieving data and develops innovative recommendations to management and senior leadership to make data driven decisions such as modification of processes and policies. Reviews, evaluates, validates, and documents the results of the findings. Assists the supervisor in determining the scope, goals, and methodologies for statistical analyses.
Evaluates results and consults with subject matter experts to identify significant factors, relationships, and trends to produce accurate and meaningful data. Applies standard and customized computer techniques to data collection methods.
Reviews, researches, and benchmarks emerging trends within a variety of Quality of Life programs. Conducts performance management analysis utilizing various methodologies. Assists staff in collecting data to support strategic initiatives. Reports on performance of programs to higher authority.
Incumbent writes, modifies, edits, and/or presents statistical reports prepared based on the data collected and provides professional advice and consultation. Uses a variety of presentation techniques, graphic presentations, and models to explain results and assist program personnel and weigh various alternatives. Develops and presents briefings to leadership to include General Officers on findings. Exercises analytical ability, judgment, and discretion.
As an Action Officer, attends conferences and meetings, prepares reports, initiates follow-up of required actions, and prepares relevant background material for use by management. Prepares correspondence, briefs, action documents, routing sheets, point papers, and other documents for use by the management group and HQMC Flag Officers.
Represents Marine and Family Programs Division on various initiatives. Conducts appropriate coordination on taskers, both internally to the Division and externally (within the Marine Corps, Secretariat, and OSD).
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
