• Reporting and Data Management: Collects and analyzes a myriad of data and information and consolidates into a format that will be included in and become part of a larger study. Statistical data and analyses are generated on a daily, weekly, monthly, or annual basis, depending on the organization's needs.
• Administrative Management: Perform analyses of quality control processes involving controversial or complex administrative or programmatic issues or problems. Provide recommendations on difficult issues or problems impacting major programs, its organizational structure, or the use of new technology in operational processes. Monitor organization's strategy for changes in regulatory developments, workforce conditions, emerging priorities and directives from higher authorities and evaluates their impact on the program and its resources and provides interpretative guidance to subordinate activities.
• Special Projects: Manage special assignments at the direction of the supervisor to support goals and objectives. This includes working through pre-established plans and ensuring completion of work through efficient management of resources and tactful problem-solving skills.

• Provide expert advice and counsel to Food and Drug Administration (FDA) senior officials on a broad range of administrative program management initiatives related to addressing Presidential, Department, or Agency priorities.
• Exercise supervisory and managerial authorities over the Office of Commissioner (OC) Information Technology liaisons (i.e.,CITL) which is responsible for all OO and OC Help Desk ticketing and answering IT questions and matters.
• Direct special studies and workgroups to evaluate operational and budgetary effectiveness for IT through strategic thinking, critical analysis, resources performance management, policy development, and customer-relations management.
• Using knowledge of the FDA budget process, specifically IT cost allocation model, and applying federal Capital Planning and Investment Control practices, work across OC to compile and maintain annual and strategic budgets for the OC.
• Use an orderly, logical, and efficient approach to diagnosing issues/problems to assess impact on organizational initiatives: identify and gather relevant information; assess short- and long- term impact of decisions.
• Provide authoritative guidance to Agency of Office review boards in connection to the efficiency of businesses processes as related to the Information Technology (IT) systems used for regulatory operations.

The following are the major duties of the GS-15 Supervisory Contract Specialist.

• Serves as a departmental technical expert and authority on all aspects of procurement and contract actions.
• Manages major and often complex programs such as nationwide Information Technology services which require long-range planning, scheduling, and problem-solving abilities based upon a solid foundation of contracting methods and contract types.
• Interprets policies, defines objectives and makes authoritative decisions which establish precedents or resolve technical and procedural problems.
• Develop and establish positions on key issues of importance when negotiating regulatory and statutory authorities or justifying division strategies and operations to achieve compliance with established policies, regulations and requirements.
• Lead an organization and/or program by managing change, solving problems and making decisions, managing politics and influencing others, taking risk and being innovative.
• Applies precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or board.
• Advises customers on acquisition-related roles and in the development and implementation of strategies needed to assure supplies and services are available when needed to meet mission requirements, and advises senior leadership on problems involving the relationship of the work of the Divisions to broader programs.
• Represents the organization in contractual matters with other Department and Federal agencies and in negotiations with private industry.
• Shares information from meetings with DOL Leadership in writing or in presentations with DOL Leadership, senior managers and OSPE staff.
