RESPONSIBILITES:
1. Plans, organizes, and oversees the activities of the squadron. Manages assigned maintenance resources and ensures production meets operational requirements and technical standards. Recommends procedural and technical improvements and modifications.
2. Exercises supervisory personnel management responsibilities to include personnel and position management, equal opportunity, security, and safety. Advises employees regarding policies, procedures and directives of management. Maintains sound positions management practice when determining types and numbers of positions to support the organizational mission.
3. Represents organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with internal and external customers. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

The primary purpose of this position is: as an Air Reserve Technician (ART), to develop and implement aircraft maintenance work plans and schedules to ensure the effective and efficient accomplishment of required maintenance and coordination in support of unit operational flight scheduling. Additionally, provides training to reservist in the accomplishment of the tasks set forth herein.

Duties:
1. Develops maintenance plans for assigned aircraft and associated equipment. Develops preliminary operational schedules (utilization plans) and provides the Operations Group with an estimate of maintenance support capability to meet operational requirements
2. Implements maintenance plans through the development and publication of maintenance schedules to include scheduled and unscheduled repair actions, time-sensitive inspections or modifications, component time change replacement and aircraft or system inspections
3. Responsible for maintaining Data Documentation to include Aircraft Maintenance Historical Documentation, Aircraft Jacket Files, Aircraft Document Reviews. Coordinates the implementation of the Time Compliance Technical Order (TCTO) Program, to include the application of individual TCTOs
4. Serves as Aerospace Vehicle Distribution Officer (AVDO) to include the overall responsibilities for the maintenance and reporting of aircraft inventory and status/utilization for all assigned aircraft.
5. Monitors configuration management of the unit aircraft. Provides unit managers the capability to determine the actual versus approved configuration of an aircraft or equipment. Conducts training and skill level progression of assigned Air Force Reserve production schedulers

• Inspects and tests fuel receiving, storage, and distribution facilities and performs preventive maintenance on fuel systems and components.
• Performs all phases of liquid fuel system and component maintenance including preventive maintenance, troubleshooting, repair, and modification.
• Troubleshoots and repairs problems in the electrical components of liquid fuel distribution systems.
• Participates in cleaning the interior surface of bulk storage tanks, above and below ground, by entering tanks.
• Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

The Aviation Safety Inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Some FG-14 assignments involve service wide responsibility for application of expert knowledge of flight operations for advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees develop and evaluate flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. Because of organizational complexity or technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation. Because of the precedent-setting nature or substantial effect on the aviation industry or public safety, their decisions may be reviewed and approved at a higher policy- setting level.

The ASI resolves all but unique problems, with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI is expected to follow established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. The ASI uses resourcefulness, initiative, and judgement based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable. Methods, practices, or decisions may be used as guidance in similar problem areas.

The ASI keeps management informed of the status of all programs and projects and is held accountable for the technical accuracy, proper coordination, and timeliness of completed staff work. Provides staff assistance and serves as advisor to the manager on all matters pertaining to assigned tasking. Assists Safety Assurance ASI’s, aviation safety technicians, and others on queries that are technical or guidance related.

Assists in the preparation of a variety of technical and high priority correspondence to the other functional offices, aviation industry, other governmental agencies, members of Congress, and the general public. Assures that correspondence is properly coordinated, technically and grammatically accurate, clear and concise, and that it reflects the philosophy, policies, and objectives of the Division, Service, and the FAA.

Participates in the FAA flight program to maintain qualification and currency requirements applicable to operations inspectors, for the purpose of supporting the FAA in a variety of flight-related functions to include training and evaluation of designated pilot examiners. Evaluates tasks contained in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crewmember. The inspector is required to maintain an FAA second class medical.

As an AIRCRAFT MECHANIC, WG-8852-10, you will perform the following duties:

1. Performs inspections, functional checks, and preventive maintenance on aircraft to include periodic, phase, hourly, preflight, postflight, calendar, thru-flight, and special inspections such as fuel contamination, emergency equipment, and oil sampling. Inspects and performs functional checks such as landing gear retraction and operation checks on hydraulic, electrical, pressurization, lubrication, de-icing, vacuum, induction, and exhaust systems. Installs equipment such as external tanks, tow reels, hoists, and pylons.

2. Troubleshoots and performs unscheduled maintenance on assigned and transient aircraft, utilizing various gauges, meters, measuring devices and other related test equipment. Performs major adjustments and alignments of aircraft systems or components and assists specialists as required. Removes and replaces aircraft components such as control surfaces, engines, constant speed drive, engine mounted gear boxes, wing fuel tanks or cells, landing gear mechanisms, wheels, brakes and tires. Services oil, fluid, fuel, hydraulic, and oxygen systems. Adjusts and maintains installed equipment such as tow targets, hydraulic reels, and drive assemblies. Removes and replaces working or inoperative parts and elements. Performs operator maintenance on aircraft installed auxiliary power units. Tows, taxies, parks, and moors assigned and transient aircraft. Meets and debriefs the aircrew on the status of the aircraft. Launches and recovers assigned and transient aircraft to include those on alert status. Performs end-of-runway inspections prior to take-off. Inspects for conditions such as oil, fuel and hydraulic leaks; damaged tires; and loose panels which would make the aircraft unsafe for flight.

3. May be required to perform user and organizational level maintenance on assigned support equipment, including inspection, repair, modification, and corrosion prevention. Inventories, controls, stores and repairs 780 equipment. Accomplishes and reviews nonpowered AGE and 780equipment records relating to assigned equipment.

4. Provides data for aircraft maintenance historical records, complete maintenance data collection, man-hour accounting, and other forms as required. Assists the aircraft maintenance supply function in identifying parts and stock numbers and obtaining necessary parts and tools to perform assigned duties.

5. Instructs, directs, and assigns maintenance repair tasks to drill status guard members. Observes work and ensures compliance with standard procedures and applicable technical publications.

6. Complies with safety, fire, security, and housekeeping regulations. Ensures that material and equipment are properly stored, protected, maintained and secured.

7. Prepares for and participates in various types of readiness evaluations such as MEI, ORI, IG and UE inspections, mobility and command support exercises. This Master Transportation Security Officer - Security Training Instructor position is located at Fresno Yosemite International Airport (FAT), Transportation Security Administration, Department of Homeland Security (DHS). As a Master Transportation Security Officer (MTSO), you will support the airport training program through performance of a variety of training-related functions. In addition to training program responsibilities, you will also perform pre-board security screening of persons, cargo, carry-on, and checked baggage as directed by the Federal Security Director (FSD), or his/her designee, a minimum of 20% of the time. Duties include but are not limited to:

• Performing training instruction within established guidelines and standards in support of nationally developed training programs (e.g., new hire training, On-Screen Alarm Resolution Protocol, Crossover); supporting recurrent training needs, and conducting return to duty and remediation training.

As an AIRCRAFT MECHANIC LEADER, WL-8852-10, you will perform the following duties:

1. On a regular and recurring basis, leads three or more aircraft mechanics, crew chiefs, and specialist personnel performing work in the inspection docks.

2. Monitors the work of assigned personnel, sets the pace, passes along assignments, and assures that materials, tools, equipment, and stock are available. Works along with aircraft mechanics and specialist personnel performing journeyman work as required.

3. Insures that assigned personnel are fully utilized and work is accomplished in accordance with established time frames and priorities.
