Incumbent is responsible for the supervision and operation of all Camp Pendleton and Barstow Fitness, Human Performance and Resiliency programs, services, events and facilities.  Ensures operating standards of Fitness Facilities, outdoor training centers, Human Performance Centers and the Human Performance Program, strength and conditioning programs, and fitness programs are compliant with Marine Corps orders, safety regulations, Semper Fit and Marine Corps initiatives, unit needs, leadership and command deck direction. This area of responsibility spans 120 miles.  Incumbent is responsible for the oversight of Marines and civilian staff members and directly supervises NF-4 supervisors and GS-11 supervisors.  Responsible for hiring, disciplinary action and performance of employees within the above listed program areas. Responsible for all staff training, development and mentoring.  Plans and schedules work assignments for the managers and oversees scheduling of all the staff. Establishes policies and procedures that shape the Human Performance & Resiliency Department programs, facilities and services to meet the command and patron needs for more than 2 million annual patrons. Serves as the command expert on all WARR programs issues, requirements, priorities, methodologies, program coordination, quality and effectiveness. Responsible for the oversight of a seven million dollar inventory of fitness equipment across thirteen fitness and outdoor training facilities.  Tracks and analyzes equipment data for use, popularity, shelf life and repair costs.   Analysis of inventory trends to determine efficiencies, prudent equipment purchases and timely replacements.

Advocates for renovation and construction projects at facilities to include funding for more than one million dollars annually.  Submits plans and coordinates execution of all new construction and renovation projects within the department.  Responsible for design and selection of all components of the construction projects, coordination with construction crews, patrons and commands for execution.

Ensures that all staff complies with all relevant Department of Defense (DoD), Department of Navy (DoN), Marine Corps, MCCS and Semper Fit Division instructions, policies, orders and regulations. Works to resolve conflicts with patrons, staff, facilities and supporting entities as they arise. 

Acts as liaison with other Semper Fit departments in the creation, implementation and staffing of Semper Fit Division special events.  Helps coordinate services and events with other MCCS divisions to maximize impact of programs.  Provides input and direction to Semper Fit Tactical Strategic Plan to help shape the direction and relevancy of Semper Fit programs.  Promotes Semper Fit programs to commands, units and leadership.

Applies specialized knowledge and experience to meet goals and requirements in order to establish effective programs and facilities.  Collects data and research from staff members, outside organizations and Marine Corps entities to determine industry best practices and shape the departments¿ facilities and programing. Utilizes data collected to develop department strategic plan and directs staff to execute. Ensures programs compliance with appropriate governing bodies and Marine Corps policies and regulations, serves as an expert to headquarters Marine Corps in the development of programing and facilities.  Works with TECOM Human Performance Division to provide services and programs to support the fitness needs of the Marines.
