Duties will be developmental in nature when filled below the full performance level. As the Safety and Occupational Health Specialist in this position, you will:

• Serve as the administrative and technical lead for all aspects of the district safety program.
• Coordinate with State and Agency Safety Managers, supervisors and employees to ensure all safety protocol and procedures are followed. This includes advising and support to district leadership.
• Plan and implement annual safety and health action plans and coordinates required cashed audits of district work areas, buildings and equipment.
• Be responsible for education and training, accident investigation, and risk management for employees, public, resource management, heavy equipment, road maintenance, wildland and prescribed fire, industrial hygiene and laboratory activities.

• Serve as an Administrative Support Assistant in any Field, District, or State/Center organization within the Bureau of Land Management (BLM).
• Perform a wide variety of administrative support functions and specialized duties each requiring a comprehensive working knowledge of special and/or complex subject matter, procedures, or practices.
• Serve as a principle point of contact on specific technical aspects or programs related to office administration, resolving non-recurring problems and issues.
• Provide advice and recommendations to management on improving administrative operations.

• Performing dispatch and call taking services for public safety related incidents and operations; receiving and evaluating calls for service; obtaining information through questioning and determining the priority of the call.
• Performing general Communications Center clerical duties such as data entry, quality, records management, inventories, and verification and maintenance of contact listings.
• Operating a multi-frequency radio console; coordinating use of radio frequencies, directing radio traffic to appropriate channels, and restricting channels to emergency use as necessary.
• Serving as primary point of contact for law enforcement and other public safety responders monitoring traffic and assisting operations.
• Serving as a certified operator of National Criminal Information Network (NCIC), National Law Enforcement Communication System (NLETS), and State criminal information networks (i.e., ACCESS, TLETS, VCIN, etc.).

• Serve as the State Office public relations contact concerning major boundary surveys, land ownership issues, and other legal and technical matters related to Federal interest lands.
• Use professional knowledge of the concepts, principles, and techniques to surveying including underlying mathematics and physical science, in combination with knowledge of land ownership laws.
• Perform work that involves establishing, investigating, and reestablishing land and property boundaries for descriptions of tracts of land.

• Develops policy, guidelines, technical standards and procedures for fluid minerals industry use of public lands. Includes new concepts, methods, and techniques for program guidance, program evaluation and oversight, and training and resource needs.
• Provides policy recommendations on issues specific to the compliance and operations program, i.e., technical discussions for oil and gas measurement, well control, production record reviews, drilling and production, and protection of the environment.
• Provides technical support for critical review and oversight of reports generated by the states, ensure compliance with the BLM manuals, procedures and practices.
• Translates these findings into recommendations, identify trends, and potential risks. Guide recommendations for presentations by senior leaders to the Hill, the DOI and other offices.
• Represents the BLM in meetings and conferences with other agencies, governments, special interest groups, private industry and the public to obtain viewpoints and offer information and advice regard national level compliance program initiatives.
• Assesses the performance, achievements and effectiveness of the compliance program to ensure program objectives are being met and whether major changes are needed in the program to meet future demands.
• Developments and maintains of performance measures through the use of workload assignments and priority issues
• Develops and prepares regulations to implement requirements of statutes that affect the fluid minerals program. Reviews and recommends revisions to existing regulations to ensure conformance with new or existing statutes.

As the Contact Representative in this position, you will:

• Act as the face of the district, interacting with the public face-to-face and over the phone.
• Provide information regarding the BLM's mission, map purchases, area archeology and area history.
• Provide information to members of the public on types of recreational opportunities available in the area.
• Explain rules related to the use of recreational areas and facilities
• Inform and persuade contacts to obtain greater public cooperation in protecting resources from fire, vandalism, pollution and litter, as well as other improper or prohibited activities.

• Review preparedness actions and operating plans used in the management of wildland fires.
• Coordinate operations with cooperating agencies on multi-jurisdictional wildland fires addressing risk to human safety and potential for damage to resources and improvements.
• Assist with all phases of the fire management program and may be responsible for its planning, program direction, coordination and evaluation.
• Provides advice and guidance to the unit agency administrator.
• Facilitates collaboration for the development of local/annual operating plans and provides staff technical direction in the execution of master plans throughout the organization.
• Ensure that the fuels management program is consistent with ecosystem management principles and land use plans and is applied on a landscape basis.
• Analyze fire management plans and initiate changes or make recommendations.
• Provide advice and guidance in the implementation of policies and standards.
• Assign and review work on a regular basis, assuring that production and accuracy requirements are met.
• Plan work to be accomplished by subordinates, sets and adjusts priorities.
• Evaluate work performance of subordinates.
