We are currently looking for a Budget Support Manager in our Office of Financial Management to provide leadership and serve as the subject matter expert for projects involving financial management and related analysis. Manage all functions related to the development and implementation of a countywide budget
- Supervise and perform complex technical data analysis and related reporting.
- Ensure compliance with GAAP and GAAFR standards.
- Analyze and evaluate departmental and division budgets, work methods and financial procedures.
- Oversee daily responsibilities of assigned budget staff.
Oversight of the reprioritization/reallocation of the Infrastructure Surtax Program
Administer budgeting and planning policies and procedures
- Includes periodic updates and appropriate staff training.
- Oversee year end close-out process.
Prepare and present financial analytical reports including recommendations for improvements
- Includes preparation and presentation of special budget management analysis and studies.
- Prepare budget status reports during budget process.
- Reviews monthly expenditure and encumbrance reports.
Acts as the county-wide GovMax Administrator
- Serves as the subject matter expert “SME”.
- Leads annual training prior to budget implementation.
- Oversees access and security within system.
- Manages support of the application, identifying and reporting issues to ensure swift resolution.
- Prepares, plans, and manages upgrades, installations, and upload of financial related data.
Provides information to county employees otherwise not available
- Methods of gathering information include Excel, ONESolution downloads, Crystal Reports, PowerBi, and Smartsheet.
- Researches, develops, and designs documents and/or processes for internal customers.
- Utilizes technology that often replaces tedious manual report production.
- Organizes information in a logical, easily readable manner.
Conducts performance appraisal process for assigned budget staff
- Partner with HR on employee relations.
- Develop and train staff.
- Mentor and lead staff.
Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.
About You
Minimum Qualifications
- Bachelor's degree from an accredited college or university in Public Administration, Business, Finance, Economics, Statistics, or other related field and minimum of four (4) years of progressively responsible professional experience.
- Two years of supervisory experience.
- Associate degree from an accredited college or university and six (6) years of job-related experience.
- Year-for-year experience may substitute for the college degree.
- Related professional experience or certifications may substitute for the required education.
Preferred Qualifications
- A Master’s degree in Public Administration, Business Administration, Economics, or related field.
- Three years’ experience in government financial reporting structures and governmental auditing procedures highly desirable.
Specific Knowledge, Skills, and Abilities
- Advanced Excel skills, including modeling and data analytics
- Experienced with business intelligence report writing such as PowerBi and Crystal Reports
- Advanced knowledge of Smartsheet, including add-on functions
- Knowledge of principles, practices and techniques of local government funding accounting concepts including methodology and implementation requirements
- Knowledge of Florida local government budget development requirements and principles
- Ability to collect, compile, analyze and interpret data including strong quantitative analysis capability
- Ability to communicate effectively both orally and in writing with a variety of groups and at all levels of the organization
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.

Pay: $77,000.00 - $92,000.00 based on your experience
