What the role is

Operations Management and Engagement Department (OMED) oversees the day-to-day operations of NEA-managed hawker centres and works with stakeholders such as Town Councils and Hawkers Associations to ensure that the centres are clean and well-maintained.

What you will be working on

The job responsibilities include the following:

1.Tenancy Management

• End-to-end management of stall tenancies, from ensuring stalls are in tenantable condition, onboarding of new stallholders to processing applications of transfers, assignments, joint operators and termination etc.
• Conducting tenancy inspections and enforcements to ensure compliance to relevant statutory and tenancy requirements.
• Managing arrears such as stall visits, serving of NTQs, executing WSS/WOP etc.

• Managing the facilities in MSE-owned Hawker Centres through centre level checks, covering facilities maintenance (preventive and routine maintenance), cyclical repairs and redecorations, ad-hoc improvement works to enhance patrons’ experience, incident management, general and toilet cleaning, table-cleaning management, and pest control.
• Conducting centre surveillance in HDB-owned Hawker Centres to flesh out areas of concerns to stakeholders such as Regional Offices, Town Councils and Hawkers Associations.
• Appointed by Designated Person (DP) as the Environmental Control Coordinator (ECC) for each hawker centre / wet market, to develop the ES programme in accordance with the ES standards and monitor its implementation on-site.

3.Feedback/Appeals Management & Stakeholders’ Engagement

• Managing feedback providers professionally to ensure that their feedbacks are being addressed or resolved promptly in accordance to NEA’s service standard.
• Regular engagement with stakeholders including stallholders, Merchants/Hawkers Association (MA/HA), Town Councils, other Agencies etc to implement initiatives and resolve operational issues related to Hawker Centres.
• Planning and implementing activities and programmes in Hawker Centres, such as fire drills & safety training and spring cleaning, and liaise closely with relevant authorities and stakeholders.

What the role is

The Pollution Control 1 Division (PCD1) is responsible for the control of air and water pollution, hazardous substances and toxic industrial waste. The Chemical Control and Management Department (CCMD) of PCD1 oversees the management of hazardous substances and toxic industrial wastes to safeguard Singapore’s environment and public health. We are looking for a dynamic and creative individual to join our HR Business Partner team. As a HR Business Partner, you will work closely with the line departments in their transformation journey to achieve their objectives. You will also be part of the team to strategise and execute the tactical plans of NEA’s Strategic Workforce Plan, which include organisation design to build a competent and resilient workforce that is aligned to the organisational directions and the external reality. You will be responsible for the following:

• Plan, manage and co-ordinate all the HR functions so as to ensure that they are carried out effectively and efficiently

• Deliver HR solutions and strategies, such as organisation design, that are aligned to achieve the strategic objectives of the line departments

• Partner the HR policy teams to develop, implement and evaluate HR policies

• Recruit talents via engagement, attraction and outreach, including the coordination/support of interviews and postings

• Compile and analyse manpower statistics for reporting and surveys

• Attend to HR related requests or queries from external and internal stakeholders

• Handle procurement paperwork for HR services and projects

• Review and streamline work processes

• Drive employer branding initiatives and any other ad-hoc projects

Job Requirements:

• Degree in Human Resources or Business Partnering function

• Strong interpersonal and communication skills with the ability to interact well with all levels of staff

• Able to work independently and is a good team player with strong drive and dedication

• Meticulous, resourceful and highly self-motivated

• Proficient in Microsoft office applications and has a flair for numbers and statistics

[What the role is]

As the Executive Manager/ Assistant Director for the Workplace Safety and Health (WSH) Division, you will be part of the team to galvanise NEA in building a strong WSH culture, and to achieve and sustain an effective WSH management system. As a WSH champion, you will play a crucial role in developing and maintaining corporate-wide WSH policies, manuals and frameworks in compliance to the WSH Act and its subsidiary regulations. You will also work in partnership with the line departments, WSH committees and WSH offices to identify, evaluate and mitigate WSH risks effectively.

[What you will be working on]

Key responsibilities:

• Develop, implement, maintain and review the corporate-level WSH policy, management system and governance for NEA.
• Review and translate Workplace Safety and Health, Fire Safety, Environment Protection and other statutory requirements into corporate policies, procedures and management system manuals; while ensuring it is current, maintained and communicated.
• Establish and manage WSH as a key strategic risk, which includes developing and maintaining mitigation plans and risk outlook for WSH, for the purpose of reporting to Board, Risk Committees and WSH management meetings.
• Representative and advisor for internal WSH taskforce and workgroups
• Representative and liaison for external WSH committees (e.g. MSE Family WSH committee, MOM’s multi-agency safety taskforce)
• Support and facilitate WSH audits with external auditors and prepare for ISO certifications.
• Support and facilitate the validation of ground compliance to established authorised documents and WSH management system. This includes driving WSH inspections with the line departments, WSH committees and WSH offices.
• Provide advice and WSH expertise to line departments, WSH committees and WSH offices on adherence to WSH regulations.

[What we are looking for]

The job might be for you if you possess the following qualities:

• Good knowledge of the Singapore WSH Act, Environmental Protection and Fire Safety legislations, Codes of Practice and Singapore Standards.
• Has at least 5 years of work experience, preferably in the areas of WSH functions.
• Excellent writing, communications and presentation skills.
• Mature, independent and resourceful.
• Enjoys learning, problem solving and collaborating with others.
• Able to work in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.
• Registered WSH Officer or Specialist Diploma in WSH (or equivalent) will have an added advantage.
• Experience as an Occupational Hygiene Officer will have an added advantage.
• Trained practitioner of ISO9001/45001 will also have added advantage.
