The Centre for Climate Research Singapore (CCRS) is the research division of the Meteorological Service Singapore (MSS), with a vision is to be a world leading centre in tropical climate and weather research focussing on the Southeast Asia region. With approximately fifty staff, CCRS’ mission is to advance scientific understanding of tropical climate variability and change and its associated weather systems affecting Singapore and the wider Southeast Asia region, so that the knowledge and expertise can benefit decision makers and the community.

Within CCRS, the Department of Weather Research (DWR) is responsible for research and development supporting CCRS’ core ‘seamless’ ‘SINGV’ modelling system, used in both Numerical Weather Prediction (NWP) and regional climate projection applications e.g. Singapore’s ‘V3’ 3rd National Climate Study launched in January 2024. DWR also oversees research in AI-based rainfall nowcasting, forecast verification, the transition to operations of NWP science upgrades, and the development of customised products to support MSS weather services and other stakeholders. DWR works closely with CCRS’ High Performance Computing Branch, local universities and has bilateral research partnerships with several major international weather/climate organisations including the UK Met Office, Australian Bureau of Meteorology, and US National Center for Atmospheric Research (NCAR). What the role is

The Infrastructure Planning & Design Department1(IPDD1) under the Waste Infrastructure & Engineering Division (WIED) plans and carries out the engineering design and development of infrastructures for collection of general waste and disposal of waste treatment residues, and redevelopment of closed landfills. You will be part of the landfill development branch (LDB) in charge of implementing infrastructural development for landfill related facilities. You will be required to work closely with various stakeholders in the government & private sectors.

What you will be working on

The Engineer/ Executive Engineer/ Senior Engineer will be part of the project team to lead a team of engineering executives and specialists to ensure safe and optimal development of development projects. The key responsibilities in this post include conducting engineering feasibility studies, environmental impact assessments, planning, design/financial review and formulate programme/action plans. He/she will be responsible to call tenders and administer contracts that are undertaken by the team. For projects with construction phases, he/she will have to supervise and lead a team of engineers to ensure a timely implementation of the development. The scope of work shall include, but not limited to:

• Oversee the management of the various development projects, obtain planning approval and funding support.
• Plan and implement project schedules in accordance to contract and requirements.
• Oversee, manage and administer the procurement process to select and appoint project consultants and contractors.
• Manage consultants in carrying out feasibility/prelim design/detailed design studies.
• Supervise and manage consultants/contractors to ensure that the infrastructures are developed in a timely and cost-effective manner, in compliance with the tender requirements.
• Plan and manage funding and budget planning cycles for projects.
• Work and liaise with various internal and external stakeholders of projects.
• Develop, coordinate, and maintain plans and exercises to ensure operational readiness of infrastructure.

What we are looking for

• Degree in Civil, Electrical, Mechanical or Environmental Engineering with 3-5 years of experience in construction project management would be advantageous
• Knowledge in project management, environmental impact assessment, environmental baseline study, building plans and engineering drawings would be advantageous

[What the role is]

You will be part of a team that is responsible for upholding proper procurement governance in NEA. You will facilitate procurement activities by departments while ensuring that government/NEA procurement policies/guidelines are applied accordingly and standards of integrity and transparency are upheld throughout the procurement value-chain.

[What you will be working on]

You will support the procurement functions in NEA by carrying out the following activities:

• Lead a team of procurement officers.
• Pro-actively engage users to identify aggregations or other procurement levers
• Develop category strategies through spend analysis and drive strategic sourcing with users to address their procurement needs
• Provide procurement advices to users on all stages of procurement cycle
• Review tender/quotation documents to ensure that they are drafted in compliance to Instruction Manual (IM) (Procurement), NEA’s procurement policy and guidelines and optimise the spending for NEA
• Review tender/quotation evaluations to ensure value for money, fairness and transparency and compliance with IM (Procurement) and NEA procurement policy and guidelines
• Review post-award contract documents to ensure proper contract management and governance
• Improve outreach and facilitate dialogue among procurement community and users in NEA
• Improve the procurement processes, systems and governance framework in NEA to optimise the procurement expenditure and operational efficiency

[What we are looking for]

Job Requirements:

• At least 10 years of experience in government procurement. Experience in construction procurement and revenue contracting will be an added advantage.
• Good applied knowledge of IM (Procurement), IM (Revenue), Gebiz and Gebiz Management Console (GMC)
• Possess an inquisitive mind on how to derive more value from each purchase
• Good analytical, interpersonal, writing and presentation skills
• Performance driven, result oriented with an attention to details and accuracy
• Have a passion for procurement work and able to adapt to changes and work well under tight deadlines
• Able to work well as team player and as an individual
• Proficiency in IT skills (eg. MS Word, Excel, PowerPoint, etc)
