In this Grants Management Specialist (Mitigation) position, you will support the Hazard Mitigation Grants Program (HMGP) and the HMGP Post Fire with grant life cycle management. This position will provide Technical Assistance to State and local governments on planning and project development

Typical assignments include:

• Overseeing the full life cycle of FEMA Federal grants and cooperative agreements, from award to closeout, evaluating grant applications for eligibility, negotiating terms and conditions of awards, and preparing and processing award packages.
• Performing on-site and desk reviews to ensure compliance with grant terms and federal regulations.
• Providing training and technical assistance to a variety of stakeholders, including participating in the development of webinar material.
• Serving as a regional liaison, offering expertise and resolving complex issues related to grants management.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 2-year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

At the full performance level GS-14the major duties of this position include, but are not limited to the following:

1. Serves as team lead for change and release management. Monitors and distributes workload in a variable workload environment to ensure proper utilization of resources.
