Great American Outdoors Act Strike Force

The Great American Outdoors Act is a program formed in 2020 to reduce the maintenance backlog across the US Fish and Wildlife Service. Hired as part of a Strike Force, these positions will work alongside current Service staff to complete infrastructure projects such as levee reconstruction, facility repairs, and building demolition.

These projects are in many locations, thus a significant amount of the incumbent's time will be spent traveling for multiday to projects across the contiguous U.S., Alaska, and Hawaii. Additionally, these positions may require a mobility agreement, with the intention of potentially moving these positions to other vacancies in the Service once the project work is complete.

As a Maintenance Worker your duties will include but are not limited to the following:

• Operate heavy equipment within accepted parameters (e.g., narrow quarters, such as close to buildings, drop-offs or other obstructions and challenging field conditions such as marshy, unsteady or steep surfaces).
• Clean, replace, or make minor adjustment to such parts as fuel, electrical, brakes, steering, regulators, water/fuel pumps, carburetors, cooling systems or attachments to vehicles or heavy equipment.
• Use electrical, mechanical, carpentry, plumbing, welding, painting, or other trades skills to maintain, repair or construct a variety of buildings or structures.
• Operate and maintain heavy motorized equipment (e.g. front-end loader, forklift, dump truck, farm agricultural tractor and implements, rubber tired backhoe/ loader, skid steer, excavator, bulldozer, road grader) and other pieces of equipment as needed for project activities.
• Apply shop mathematics, use measuring tools or instruments, follow oral and written instructions, use drawings, sketches, schematics, blueprints, etc. to determine work procedures and details of work layout.

As a Engineering Equipment Operator your duties will include but are not limited to the following:

• Operate a variety of gasoline or diesel powered engineering and construction equipment with wheeled or crawler-type traction and attachments on all types of terrain such as flat, hills, steep slopes, grades, rolling surfaces, rocky or soft grounds, and forests.
• Conduct disking, chopping, mowing, rototilling, digging, loading and leveling to rough grade for the purpose of ditch cleaning, culvert installation, creating and maintaining trails and fire breaks, and various other purposes.
• Adjust attachments for proper positioning and working order without stopping the equipment.
• Perform daily maintenance and makes repairs to equipment and attachments.
• Use electrical, mechanical, carpentry, plumbing, welding, painting, or other trades skills to maintain, repair or construct a variety of buildings or structures.

The following are the duties of this position at the full working level.

• Develops leveraged partnerships with state and local/community organizations, as well as state and local government entities that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships. Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards.
• Develops, recommends and implements marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. Develops and recommends effective, research driven marketing strategies for agency programs, products and messages.
• Working with leveraged partners, reviews and analyzes taxpayers' financial information to recommend alternatives for filing and payment of federal taxes. Independently reviews tax liability issues, reviews data, identifies and addresses potential tax issues; explores issues to determine nature, scope and direction of inquiries; evaluates alternative courses of action to resolve issues/problems; develops marketing plans and products.
• With some guidance, plans, prepares and conducts, or arranges for leveraged partners to conduct, a variety of innovative and customized seminars, speeches, workshops and feedback sessions that highlight IRS benefits emerging issues and new legislation to targeted audiences. Delivers objectives through a portfolio of partners, requiring customized marketing strategies to promote voluntary compliance.
• Conducts studies and surveys to evaluate marketing efforts for demographic or customer segment assigned in order to measure and maintain quality of tax products and information disseminated. Adjusts marketing practices or techniques according to data collected and/or customer feedback related to agency compliance activities.
• Collaborates with partners and others to assess the effectiveness of local marketing efforts. Provides feedback and recommendations to management and partners regarding marketing events, marketing program effectiveness and additional needs for marketing products and/or communication vehicles. Independently inspects aircraft and determines the nature and extent of repairs to be made, using applicable technical orders as guidelines. Works directly on the aircraft and its components, fulfilling such tasks as removal, repair, modification and installation of parts and assemblies, such as frames, stringers, longerons, bulkheads, beams, ribs, spars, skin, cowling, brackets, faring, access doors, panels and other related items. May be required to clear red"X" conditions. Fits and trims components to aircraft such as landing gear doors, control surfaces, flaps access doors and other assemblies. Manufactures and ensures that metal tubing, conduits and cables are fabricated and tested in accordance with drawings and specifications. Fabricates and repairs flexible control cables. Performs fabrication of local manufactured items requited for aircraft and equipment. Work includes layout, bending, cutting, forming and assembling. Devise and calculates patterns employing the principles of triangulation, radial and parallel line development. Sets up and operates power shears, brakes, rolls, dimpling machines, drill presses, saws, portable powered tools, specific detection and measuring equipment, and other metal working equipment, including use of other tools of the trade. Requisitions necessary supplies and equipment for the activity. Prepares and designs layout, dies, jigs, and templates necessary to carry out fabrication repair or modification of aircraft, engine, AGE, and other equipment. Treats metal with chemical procedures, such as acids and caustics for passivation and etching, to protect metal from oxidation. Performs such functions as pickling of metals to prepare for good bonding with primer coat of protective materials. Applies protective coatings, markings, and decals after proper removal of corrosion and treatment of metals. Uses conventional paint spray equipment, electrostatic spray equipment, brushes and special applicators when applying primers and surface coatings.
