This position is located within the Safety Office at an Air National Guard unit. The primary purpose of this position is to manage the ground safety program for the installation involving diverse group industrial safety and occupational activities and provide advisory safety services to tenant organizations. The incumbent advises command staff and operating officials on safety requirements, standards and procedures. The organizational goals or objectives of this position are to ensure the safety program is upheld by providing advisory safety service, guidance and direction to base personnel. 1. • A. Supervisory Activities:
• i. Develop the work schedule, plan and grant leave and rotate duties of the pharmacy technician staff. Ensures that personnel are scheduled in such a way as to provide consistency of coverage and to accommodate planned leave and promote employee morale.
• ii. Effectively manages technical staff to ensure workflow is optimized within assigned service area. Continuously analyzes and reassesses priorities, redirecting staff to ensure that workload demands are accomplished in the most effective, efficient, and economic manner possible.
• iii. Coordinate day-to-day maintenance and operation of pharmacy area equipment and automation.
• iv. Oversee the narcotic vault(s) and other specialty areas as required and assigned.
• v. Support with infusion services staffing, ancillary needs, as required and assigned.
• vi. Assist with the development of performance standards that are realistic, challenging, and supporting the organizational mission, vision, and goals. Responsible for ensuring all employees meet performance standards and competencies. Identify areas for improvement as needed.
• vii. Assists the Chief of Pharmacy in interviewing and selecting new employees and candidates for promotion and/or reassignment. Make recommendations of employees for performance awards and other forms of recognition.
• viii. Review on annual basis each subordinate's competencies and complete performance evaluations for subordinates. Ensure any deficiencies are properly noted and training/re-training is scheduled in a timely manner.
• ix. Recommend counseling and disciplinary action based upon conduct under the supervision of the Chief of Pharmacy Supervisor with guidance from Employee Labor Relations.
• x. Conduct technician meetings to ensure proper updates of departmental and hospital communications.
• xi. Assist in the development of policies and procedures and participate in departmental goal planning and quality improvement activities.
• xii. Will perform any duties of a lower grade pharmacy technician when the needs of the service require.

• i. Prepare various management reports as delegated to include, but not limited to: High-cost drug inventory, ward stock, automation, competency, and controlled substance reports.
• ii. Assists pharmacy supervisors and staff to identify areas of duplication of efforts and develops solutions to streamline processes, reduce waste, save costs, and improve patient care.
• iii. Develop and implement necessary administrative audits such as wait time audits and workflow analysis.
• iv. Effectively evaluates pharmacy activities to assist management to obtain short- and long-range objectives and goals.

• i. Assists in preparation of national, local, and special accreditations of pharmacy service (Joint Commission, Inspector General, Controlled Substance Inspections, Drug Enforcement Agency). This includes documenting record updates, development of specific training and preparation for staff and compliance of policy and procedures.
• ii. Proactively evaluates and analyzes data for self-driven (independent) performance improvement projects, workload analysis and statistical reports.
• iii. Encourages Pharmacy Technicians to report actual and/or potential medication errors or adverse events and participates in quality improvement initiatives to promote patient safety.

• i. Requires technical knowledge of drug and medication brand names, generic names/chemical names, general and special storage requirements, expiration date requirements, manufacturer/distributor sources, dosage forms, applicable systems of weights and measures, and medical terminology. Working knowledge of drug use and availability of dosage forms, to assist the pharmacist in solving potential problems.
• ii. Knowledge of laws, regulations, and official policy concerning drug procurement and security to conform to legal and professional requirements of pharmacy practice.

Duties:
This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities. Major duties and responsibilities include:

• Purchasing Support - Conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases; tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends; and,
• Procurement Support - Procures supplies and services to meet the purchase, rental, or lease needs of the organization; develops unique selection criteria for each purchase; Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments.; conducting open market research and sole source small purchases for highly specialized medical items with critical product requirements; and,
• Administrative Support - Serves as the first line of contact for medical staff and customers in regard to procured items; develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes; performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility; and,
• Performs other related duties as assigned.
