Are you a ready now Clinical Pharmacy Leader looking for the next challenge in your career? An exciting opportunity has arisen for a dynamic and dedicated pharmacist to lead the trust medicines assurance and pharmacy governance at University Hospitals Coventry and Warwickshire NHS Trust.

The opportunity has arisen as the current post holder will be on maternity leave, therefore a fixed term contract (secondment considered) is being advertised.

The primary role of this post is the professional strategic leadership of the Trust Medicines Assurance Framework and Pharmacy Governance. Also act as the professional secretary for the Trust Medicines Optimisation Committee (MOC) and Chair of the Medicines Policy and Practice Committee (MPPC).

The post holder will play a key strategic role in supporting the Director/Deputy Director of Pharmacy and Trust Quality team to ensure all our medication related committees and groups focus their outputs towards statutory Trust assurance needs, internal continual improvement and aligning towards a progressive Trust Medicines Optimisation Strategy.

As the secretary of the centralised Trust MOC, support Chairs of the committees and groups which are closet to clinical practice and the enablement of innovative practice. All committees output and reporting being accountable to MOC.

At an ICS level the post holder will also support the medicines governance group via the delegated authority of the Pharmacy Governance Team which includes the Medication Safety Officer (MSO).

The post holder is supported by an experienced Pharmacy Governance Team, Trust Medicines Safety Officer (MSO) and Lead Pharmacist - Clinical Guidelines and PGD’s (see attached structure charts). The post holder will also provide direct line management of the supportive structure. Medication Assurance has also been transformed by the introduction of our Electronic Patient Record (EPR) system (Cerner), the team and post holder will support the EPR Pharmacy team closely.

Job Summary

The Medical Director is responsible to provide clinical and technical oversight for the safe and ethical provision of clinical laboratory services. The individual will play a key role in ensuring clinical tests are performed and reported promptly. The individual will also play a role in the development and execution of clinical development strategy. The individual is expected to bring a strong medical and scientific foundation and will work closely with laboratory developed test (LDT) and in vitro diagnostic (IVD) test development teams to define the most effective approach in LDT, IVD and companion diagnostic (CDx).

Essential Services and Responsibilities

• Be the license holder for M Diagnostics in accordance with the PHMC regulations.
• Delegate the responsibilities of the general supervisor, clinical consultant, quality systems manager and testing personnel to employees who are qualified to perform such tasks.
• Responsible for providing pathology expertise for on-site or remote histological review. Examine clinical formalin-fixed, paraffin-embedded tissue sections, provide histological inputs and identify the region of interest (where the tumor sits) from haematoxylin and eosin (H&E) staining.
• Responsible for ensuring the technical accuracy and medical reliability of the laboratory tests.
• Participation in the quality management system, management of adverse outcome and non-conformities.
• Participation in the onsite survey, appropriate management of the results of the on-site survey and performance in proficiency testing.

Requirements

• Resides in Singapore during the appointment as Medical Director.
• Fully registered medical practitioner with Singapore Medical Council (SMC) and hold a valid practising certificate
• Registered as a specialist in Pathology with the following qualifications:
• A pass in the Fellowship of the Royal College of Pathology Part 1 and Part 2 examinations or other equivalent exit examinations from a professional board approved by the Director-General; and
• At least 5 years of work experience in a clinical laboratory licensed under the Private Hospitals and Medical Clinics Act 1980 or in the provision of a clinical laboratory service licensed under this Act, or another equivalent clinical laboratory outside of Singapore approved by the Director-General.
• Shall spend a minimum of 8 hours per week on site to direct and supervise the technical performance of the staff and be readily available for in-person or electronic consultation to the laboratory’s staffs. At all other times, the CGO is required to be accessible, which means always being contactable while the service is being provided, to oversee the service and provide directions/advice as appropriate.

RESPONSIBILITY FOR FINANCIAL AND PHYSICAL RESOURCES To ensure accurate stock control is maintained in the Pharmacy Manufacturing Unit and for those items used in both Sterile and Non-sterile Production and that appropriate entries are made on the electronic dispensing system. To run daily stock take activities and rectify and discrepancies in a timely manner. To lead the annual stock-take for relevant area. To obtain quotes and service contracts for outside contractors services repair visits. Raise orders for payments of these services. To ensure timely booking out of materials and products on the electronic pharmacy system ensuring prompt release and inventory management. To ensure all written and computerised records are kept and maintained. Take active role in cost efficiency and waste reduction projects. 5. RESPONSIBILITY FOR LEADING AND MANAGING Complete all general management duties in line with trust policy. To liaise with the senior technicians in all areas of Pharmacy Production, together with the other Operations Chief Technician, to provide appropriate management cover, in their absence, to ensure the efficient and safe production of quality products. To oversee the running of the teams and assist/support in the absence of the senior technician. To ensure that communication channels exist within all areas of Pharmacy Production so that staff, at all levels, are kept up to date with information that is appropriate to their role. To ensure that regular staff meetings take place to ensure two way communications between junior staff and management. Ensure section KPIs are monitored and fulfilled on a monthly basis and provide data and support end of month reporting. Responsible for facilities and equipment management in those areas and co-ordinate maintenance and repairs with the trust estates department and external contractors including software systems in the areas. Organise and co-ordinate Planned Preventative Maintenance (PPM) programs and repair activities to limit downtime in the units. JOB SUMMARY The post holder will be working closely with the Associate Director of Nursing, Associate Director of Operations, the General Managers and the Associate Director for AHPs. The post holder will be expected to demonstrate strong AHP leadership and provide highly specialist AHP advice. The post holder will be expected to provide clinical and professional leadership including support, guidance and representing the broad views of the AHPs within childrens services and will need to achieve a level of visibility that enables these views to be represented equally from all professions and to inform a clear AHP/ Nursing strategy for the organisation and wider system. The post holder will be expected to interpret national guidance in relation to children and young people and advise on the implementation within the modernising and changing environment of all AHP professions provided by the Directorate.
