The Service

Based at Spithead Resource Centre, Montgomerie Road, Room One is Portsmouth's autism hub, supporting autistic and neurodivergent adults 18+, in the PO1 - PO6 area. It works primarily on a peer led model, offering peer mentoring, peer support, signposting and providing advice and guidance. Room One does not require a diagnosis to access the service. As it is a peer led service, lived experience of neurodivergence is required, but a formal diagnosis is not required.

Your New Role

Working as part of a small team supporting autistic and neurodivergent adults, you will have a good knowledge of the issues impacting autistic and neurodivergent adults. You will lead peer mentoring session on a 1:1 basis and facilitate groups either on focused topics or ad-hoc discussions as well as provide support in the community in a variety of settings. You will liaise with other services to ensure adequate knowledge of what is available in the local community as well as representing Room One at public events, forums and meetings.

You will be enthusiastic and have a positive, can do attitude as well as being passionate about supporting autistic people. With good verbal and written communication skills you will be able to converse with a wide range of people, using a non- judgement, inclusive approach to the support you provide. With experience of providing support on a group or 1:1 basis you will think creatively when planning the support needed. You will be prepared to work flexibly to meet the needs of people you are supporting and confident to travel around Portsmouth as required in the role. Are you enthusiastic and a good communicator with experience of electrical design, managing contracts, and leading technical teams? Then this could be the role for you.

We are seeking a Principal Design Engineer (Electrical) with extensive knowledge of building services in the construction industry, good people skills and relevant experience.

You need to have extensive electrical building services industry experience, working on major projects in the construction sector, with an understanding of mechanical engineering where services interlink. You must have an appropriate qualification/degree and preferably be a member of a professional institution such as CIBSE or be willing to work towards membership.

You will mainly be based at the Civic Offices in Portsmouth, managing a team of Electrical Design Engineers, supporting Building Services professionals generally. You will have responsibility for developing electrical engineers in the Capital Projects Team - including senior engineers, engineers, graduates, apprentices and trainees.

What is the role?

You will be based mainly at the Portsmouth Civic Offices and on site leading a team of Building Services Engineers. You will support the Head of Capital Projects, Head of Compliance and team managers with delegated responsibilities - leading a team responsible for undertaking various capital projects. You will also support in setting design standards, overseeing contractor proposals and providing professional electrical engineering advice for a range of clients.

Leading and developing a team of Design/Project Electrical Engineers to ensure the Housing, Neighbourhoods and Building Services meets the demands of Portsmouth City Council's building assets, external clients and efficiently using the resources within the team. Designing, procuring, and managing external contractors or consultants using a variety of contracts, to ensure that the service is delivered to meet the demands received in accordance with the scope of the service.

You will manage the team allocating workloads, set design standards, facilitating learning and development of your team to ensure a consistent approach to Electrical Engineering and managing the capital projects to the current policies or legislation as appropriate. Assist in identifying opportunities for further service developments and seeking potential income streams, both corporately with other PCC directorates and with external agencies or organisations.

You will support and deputise as appropriate for the Head of Capital Projects and the Head of Compliance with management of resources and professional fee income, to ensure that the whole team can meet the demands it receives and assist in the development of those teams. Candidates will also have a good knowledge of the CIBSE process and function as Supervisor/Mentor to Apprentice, Trainee or Graduate Building Services Electrical Engineers

Collaborating with corporate colleagues supporting the delivery of the Mechanical and Electrical Projects including HR, IT, Procurement, Legal Services, Finance and Accountancy, Education, and leisure along with other Local Authorities and outside agencies. You will need to have a full driving licence, as you will be visiting sites across Portsmouth and will need to travel effectively between them.

Who is the person?

The ideal candidate is someone who will:

1. Have extensive Electrical Design and construction industry experience and have the appropriate technical qualifications/degree and preferably be a member of a professional institution.

2. Preferably have experience of managing and leading a team.

3. Have a good knowledge of, and be able to provide, advice and lead others regarding Electrical Design, electrical related legislation, contract law and guidance. Specifically building regulations, planning law, fire safety, procurement legislation, JCT and NEC contracts.

4. Have a good knowledge and experience of preparing design concepts, feasibility studies and option appraisals for a varied range of corporate clients, departments, and external organisations.

5. Have a good knowledge, be able to apply, advise and lead others regarding construction related health & safety legislation including the CDM regulations and the asbestos at work regulations.

6. Have experience of leading, recruiting and mentoring, developing teams to conduct all aspects of their roles and meet the demands for the Capital Projects service provision.

7. Have good knowledge and experience to apply cost control, resource planning, professional fee management and financial management techniques for project budgets up to £3 million, and applying PCC financial rules, standing orders, exercising financial control, and ensuring value for money.

8. Have relevant experience of using Microsoft packages, be able to demonstrate practical IT skills using associated Electrical design software, Excel spreadsheets to analyse data and MS word in developing reports.

9. Have knowledge and experience of public procurement rules and procedures and leading the procurement and management of external consultants or contractors for capital projects

10. Have experience of managing external consultants and contractors delivering a design on substantial capital projects, individual contract values can be up to £3 million.

11. Be organised and methodical when managing own priorities and workload.

12. Experience of communicating with senior staff, other departments, external organisations, contractor organisations, and Councillors.

13. Have a general awareness of all aspects of building engineering services including mechanical aspects.

14. Have a full driving licence, as you will be visiting sites across Portsmouth and surrounding areas and will need to travel effectively between them.

We are operational 24/6 and you’ll cover various early and late shifts, 35hrs pw. Flexibility is key as due to the nature of role there are a range of different working arrangements & additional hours. About the Role:
As a PCO at our court, you’ll work as part of a team to provide safe and secure escorting and custody services to detainees, focusing on maintaining their physical and mental wellbeing. During court proceedings, you’ll be responsible for every aspect of detainee management until it’s time for them to return to custody or be released. Key duties include:

- Escorting defendants to and from courtrooms, cells, and other areas within the court, including accompanying them to the toilet to ensure security and safety. This may involve being handcuffed to the detainee.
- Monitoring and supervising detainees while they are in the docks during court sessions, ensuring they remain secure and do not pose a risk to themselves or others.
- Being privy to sensitive and confidential information discussed during court proceedings, including testimonies, legal arguments etc. Maintaining discretion and confidentiality is paramount. Being prepared to listen to harrowing and distressing testimonies and evidence. It is crucial to maintain professionalism and provide support to detainees while managing your own emotional wellbeing.
- Ensuring that detainees have access to food and drink throughout the day, catering to any dietary requirements or restrictions.
- Monitoring the mental and physical health of detainees, providing support and reporting any concerns to the appropriate authorities.
- Ensuring the safety and security of the court environment, including responding to any incidents or emergencies that may arise. Conducting thorough searches of property and individuals to prevent contraband from entering secure areas.
- Completing necessary paperwork and data entry accurately, including logging detainee movements, incidents, and any other relevant information.
- Working closely with other court staff, law enforcement, and legal professionals to ensure smooth and secure court operations

Ideally, you’ll have a current valid driver's license, be reasonably fit and have good written and verbal communications skills, using those skills to manage and control all situations. This role requires a high level of responsibility, vigilance, and the ability to handle challenging situations with professionalism and care. You will be an integral part of the judicial process, ensuring that justice is administered safely and securely.
