We are seeking an experienced Commercial Programme Director to lead infrastructure commercial solutions. The ideal candidate for this role is an experienced commercial leader with a minimum of 15 years in the commercial sector and at least five years managing sizable teams (50-60 people) and handling complex transactions. You should have a proven track record of leading high-performing teams, coaching, and developing talent, and should bring the gravitas to effectively present to C-suite executives and advise the board. The role requires a background in infrastructure, preferably with familiarity with NEC contracts (though deep expertise is not mandatory if they have strong infrastructure and commercial experience).

You will lead a team of commercial professionals to deliver:

Business Partnering – Embedded with programme managers to understand business needs and translate into effective procurement strategies.
Commercial Governance – managing commercial risk register, reporting rhythm and chairing Infrastructure Commercial Boards to ensure senior stakeholders are aware of key commercial risks and progress.
Supplier Relationship Management – managing strategic supplier relationships and ensuring supplier deliver performance outcomes and quality framework.
Contract Operations - ensuring monthly payment application, Fee review and that all contractual terms related to NEC3 and NEC4 contract are applied.
Contract Change – working with project managers and suppliers to address contract change events and risk mitigation.
Contract Disputes – address strategic disputes to protect the organisation’s commercial interests.

Key Requirements:

At least 15 years in the commercial sector, with 5 years managing large teams and delivering complex transactions.
Proven ability to lead and manage teams, including coaching, development, and creating high-performing teams.
Experience working in complex settings and handling major transformations or significant transactions.
A leadership role rooted in commercial experience, such as transitioning from Quantity Surveyor (QS) to Commercial Manager (CM) and then to Commercial Director.
Experience working on programmes valued at around £400 million.
Background in infrastructure projects is essential; NEC knowledge is preferred but not mandatory if you have strong infrastructure and commercial experience.
Capable of delivering complex commercial solutions, such as major transformations or outsourcing.

To access and interrogate existing information systems in order to understand, analyse and report activity and/or changes in services covered to supplement existing standard information provided. To prepare reports on the relevant services within the portfolio for the Board of Directors/Executive Management Committee (EMC) as and when required. To use research and experience elsewhere in the NHS to inform service development and support the implementation of all relevant NICE Guidance. To produce business cases for service development ensuring that implication of service changes or development have been accurately assessed for submission to the appropriate corporate body. The principal duties of the Associate Director of Nursing are: To drive the care group programme for patient flow across the inpatient wards. Work with the Care Group Directors of Nursing to ensure the implementation of patient experience initiatives across the Trust; coordinate local patient satisfaction surveys and lead the development of action plans to address any shortfalls. Candidates will be in a similar Associate Director or an experienced Associate/Principal role looking to advance their career. Ideal candidates will have 10 plus years' experience in parking and kerbside management with a proven track record of developing profitable work streams with local authority clients.

What you will be doing:

• Establishing and maintaining relationships with key clients, adopting a collaborative partnership approach and negotiate with internal and external business partners, clients, and customers.
• Developing a solid understanding of changes and innovation within industry and kerbside management
• Ensuring projects are secured in line with business commercial guidelines and meet quality, financial and client satisfaction objectives
• Delivering and contributing to the success of business plans and strategies, developing, tracking, and securing new opportunities in the public and private sectors
• Leading and mentoring direct reports and teams of consultants to support project delivery.

• Proactively recruiting and developing quality resources and assist in the management of resources and service delivery cross-regionally, working closely with other service leads.
• Supporting regional financial performance through management of key accounts, debt management, project oversight, staff resourcing, resource scheduling and pipeline analysis.

• Chartered status eg. ICE, CIHT
• Demonstrable knowledge and expertise in kerbside management design and implementation
• Seasoned professional with substantial experience in professional discipline and recognised in the industry

• Experienced in writing and reviewing technical reports and adept in conveying key messages in a simple and clear manner from complex technical documentation.

Our client is an SME with their head office based in the Centre of Reading and multiple sites across the South East of England. This well established business is now looking to undertake a period of automation and transformation.


Your new role is a newly created position which will initially be focussed on the reorganisation of the finance and back office function. Managing a small team you will be responsible for the delivery of all financials with an opportunity to transform and innovate the processes and procedures to deliver efficiencies and improvements both internally and to external customers.
