Broad Functions

ESSENTIAL DUTIES AND RESPONSIBILITIES: job is responsible for delivering the organization outcome as stated:

• Quality Data Analytics & Related Machine Learning Projects
  • Improve overall Quality tasks/monitoring by apply Data Analytics & ML skill.
• Visualization automation development and maintenance for OCCQ
  • Consolidate requirements
  • Develop, automate, deploy, provide training, maintain and support visualization systems for OCCQ department
• Data ingestion onto Database, AMAZON REDSHIFT/ TERADATA etc.
• Customer Data Package (Factory Product Performance – FPP)
  • Work within department and with respective functional departments to compile factory product performance data packages for customers
  • To ensure the deadline is met
  • Making sure data packages are compiled with necessary information (data and charts) for functional team data input.
• Support CFEs and Factory team on data analysis request on OCCQ Data
  • Provide support to CFEs and factory quality data query and data analysis requests
  • Support in the areas of running query, analyze data and provide recommendation base on the data analysis objective
• System support and maintenance
  • Identify data integrity issues
  • Work with owners of source systems to fix root cause of data integrity issues
• Maintaining OCCQ Data and System Team shared folder and website
  • Maintain OCCQ server and shared folders
• Supplier Quality Reporting
  • Generate regular and adhoc reports

• Instruct BASIC and advanced immigration courses.
• Design, develop, and revise course content.
• Maintain and assure specific course content is current, technically accurate, sound and consistent with established agency goals and operational policies.
• Conduct independent research on immigration policy or procedural changes mandated by recent legislation and/or precedent decisions in order to update assigned course modules and maintain subject matter expertise.
• Modify and prepare lectures, exercises, and job aids using adult learning methodologies that correspond with the abilities and demonstrated progression of the student to ensure instruction is adequately understood.
• Manage or coordinate classroom activities by providing technical and program guidance to students and instructors in such areas as attendance, academic issues, scheduling, special accommodations and ceremonies.

As a Senior Advisor for Business Operations, your typical work assignments may include:

• Providing expert advice, consultation, and assistance to the Administrator on high priority agency-wide policy matters relating to business operations in the areas of budget, contracts, facilities, resource management/appropriations, human resources, congress, public affairs, and information technology.
• Assessing the effectiveness of program and policy oversight, taking corrective action ensuring consistency with the DEA's goals, objectives and policies.
• Evaluating current policies and programs, recommending appropriate actions, and providing continuous review, updates, and analysis of policies, and standard operating procedures related to the business operations of DEA.
• Synthesize a large amount of data and information to effectively present this information to the Administrator for review.
• Representing the DEA and the Administrator in internal and interagency meetings related to business operations.

Major Duties:

Program Oversight 40%

• Assists with special complex assignments often of a highly sensitive and confidential nature and interacts with Medical Center management, VA Central Office officials, senior leaders, government agency officials, and others
• Works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems
• Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives
• Evaluates facility and VISN programs against short- and long-range objectives
• Spearheads administrative work in one or more of the following areas: personnel management/administration Clinical operations, budgeting and financial management, Quality, Safety and Value (QSV), procurement and contracting, property management, security, emergency management, safety, industrial hygiene, health technology management, strategic planning, privacy, compliance and business integrity and supply chain management
• Implements management and/or program support work such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee related work
• Analyzes and/or research problems, issues, or program requirements
• Employs a fully developed, comprehensive patient administrative management program that provides services and technical counsel to VISN 10 staff

• Provides input to and makes decisions that have major impacts on Medical Center, Network and/or National matters.
• Evaluates, processes, or makes recommendations for effective organizational changes
• Serves as team leader for VISN studies or projects with significant organizational changes
• Plans and/or accomplishes special projects. Acts as an expert on special projects, advising top management on major office issues
• Reviews and analyzes the data gathered and maintained in the VISN Data Warehouse
• Prepares necessary management data reports used to track VISN/VAMC performance and goal attainment
• Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees, and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations; presents results in written and/or oral form, which are well-organized, supportable, and clearly expressed
• Analyzes the necessary human resources, equipment, and space to effectively support the mission of individual organizations
• Plans and/or accomplishes special projects
• Prepares necessary management data reports used to track VISN?VAMC performance and goal attainment
• Integrates activities of service lines into the overall programs and takes actions as necessary to make the office a positive contributor to accomplishment of the mission

• The incumbent has full supervisory authority and responsibility for planning, directing, administering, coordinating, and implementing a comprehensive program
• Plans, organizes, directs, coordinates, reviews, and evaluates the work of subordinates
• Plans work to be accomplished and establishes priorities and schedules; assigns work to the staff

• Initiates personnel actions to fill vacancies, and to promote, reassign, or recognize outstanding performance of the team

Your new role
The Senior Buyer will have accountability for managing key contracts with suppliers, sending invitations to tender (ITT), collating responses and working closely with the commercial team to establish water-tight terms and conditions with suppliers. As Senior Buyer, you will have line management responsibility for more junior members within the team, so you will act as a point of escalation for any potential issues that may arise. You will take a strategic view to procurement and supply chain activity and will report to more senior members of the procurement team. The Senior Buyer will liaise with multiple stakeholders, including internal teams and external suppliers to ensure a seamless procurement process within the direct procurement function.

• A proven background in direct procurement from within a manufacturing, engineering or highly regulated and fast-paced procurement environment
