• Serves as a Financial Analyst within Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).
• Manages all aspects of acquisition, accounting, auditing, budgeting, and financial management for OUSD(R&E)
• Reports findings of elements that conduct studies of specials interest to OUSD(R&E) in the analysis and assessment of plans and programs.
• Assists with planning, budgeting, managing functions, identifying, and maintaining infrastructures; coordinates the efforts of all individuals involved with financial projects preparing required documentation; develops and executes in a timely manner and identify accurate resolution to inquiries and emergent issues.

• Manage the preliminary and final reporting process for security incidents within the Department of Army Inspector General (DAIG).
• Manage the completion of corrective physical security actions and analyze trends in security incidents.
• Conduct annual refresher training of briefed personnel on Special Access Program (SAP) security requirements, proper document classification and markings, and security clearance waivers.

Selected applicant(s) will advise clients at the Department and program level, both in writing and orally, on a wide variety of legal matters, including:

• Real property transactions, including acquisition, management, use and disposal of real property and related matters;
• Energy conservation, including energy savings performance contracts and other
  conservation measures;
• Environmental management and compliance, including advice and counsel regarding the National Environmental Policy Act, the National Historic Preservation Act, and guidance regarding permitting actions and other regulatory requirements.

Major duties include but are not limited to the following:

• Serve as the Security Chief, SAPCO, reporting directly to the Director, SAPCO.
• Provide SAP related technical expertise on personnel, physical, information, and industrial security.

As a Mangement and Program Analyst, GS-0343-14, you will be responsible for:

• Serving as the technical expert on performance management, this role is pivotal in translating data and findings into actionable information. You will be the key communicator of independent and evidence-based conclusions and recommendations to leadership, shaping policy, strategies, and new initiatives. Understanding of core principles and capacity development related to OMB Circular A-11, Part 6; The Foundations for Evidence-based Policymaking Act of 2018 (Evidence Act); Government Performance Results Act Modernization Act of 2010 (GPRAMA); and the Program Management Improvement Accountability Act (PMIAA) Interfacing with the top Principal Operating Component (POC) program and staff officials to ensure that assigned projects receive the necessary review and coordination to meet Departmental objectives and are ready for action and endorsement.

• Directly supports the Director, Functional Intelligence and Defense Analysis and serves as a Defense Analysis subject matter expert responsible to facilitate the integration and oversight of Defense Analysis and the Defense Intelligence Enterprise Manager (DIEM) for Analysis.
