Performs work in at least two of the following trades in the maintenance and repair of grounds, exterior structures, buildings and related fixtures and utilities from initial layout completion:

Plumbing: Installs, modifies and repairs new and existing utility, supply and disposal system and equipment such as sewage, water, oil and gas distribution system, water closets, tubs, fire, sprinkler systems and showers. Works from building plans, blueprints and sketches.

Painting: Performs special coating methods such as marbling and graining using coating materials prepared in special as well as common ways and by applying coating techniques that ensure surfaces have a smooth-textured and decorative appearance and meet thickness and level requirements.

Electrical: Installs, modifies, repairs, maintains, and troubleshoots, tests and loads new and existing electrical lines, circuits, system, associated fixtures, controls and equipment at a skilled journeyman level. Works from building plans, blueprints, wiring diagrams, engineering drawing, and electrical maintenance and repair manuals to plan and lay out the routing, replacement, type, size, gauge, balance, load continuity and safe operation of electrical lines and lighting, circuits, systems, equipment and controls. Determines and places distribution panels, junction boxes, fittings and connections and installs wiring, couplings, conduits, relays, fixtures, transformers and other electrical devices. Plans and lays out work, tracing hard-to-locate defects or problems and completing repairs and installations with little or no technical advice using a wide variety of test equipment such as voltmeter, ammeter, wattmeter, and ohmmeter.

Masonry: Plans and lays out work to be done for repair, alteration or construction of exterior and interior surfaces and structures built of brick, block, glass block, terra cotta, stone and various artificial and natural stone. Cuts and shapes materials used for constructing and repairing window and door openings and corners. Ensures courses are laid evenly and that completed work blends with existing brickwork. Observes required safety, sanitation and hazardous waste disposal rules and regulations. Operates vehicle to transport tools and material to work site.

Plans, in conjunction with Supervisory Librarian, the library monthly programming schedules for groups of all ages. Plans, prepares, administers & hosts library programs. Processes after-action reports and evaluations for administered programs to include monthly programming participation numbers. Represents the library at public relations meetings. Assists Supervisory Librarian in developing the library marketing plan & assists in carrying out marketing activities in person or through online social media. Develops publicity and marketing materials for review, approval and publication. Uses varied and advanced functions of computer processing to prepare, format, modify, edit, email and print a variety of letters, memos and other documents. Conducts library tours and orientations. The complexity of duties includes serving as the site imager for Telehealth Store and Forward (S&F) applications, facilitator for real time Clinical Video Telehealth (CVT) encounters, including patient education activities, Primary Care as well as Specialty Care remote visits, providing marketing for the Home Telehealth (HT} program and providing education and support to Veterans regarding VA Apps and the My HealtheVet (MHV) program. The TCT LPN also assumes the following responsibilities: orients patient and significant others to the Telehealth services to include Home Telehealth (HT), VA Video Connect (VVC), CVT, Store & Forward Telehealth (SFT) and other care modalities that can benefit the patient; coordinates information between providers, facilities, and networks as appropriate; performs tele-dermatology, tele retinal and other images (as they become approved and available), with accuracy and dexterity; demonstrates accurate use of the Veterans Health Information Systems & Technology Architecture (VISTA) imaging package and reports errors to the Facility Telehealth Coordinator (FTC) and supervisor or designee; ensures patient has verbally consented to taking images for store and forward and documents in the electronic medical record (EMR). The responsibilities of the position include but are not limited to:

• Obtain spectacle data by manual and automated lensometry: sphere, cylinder, axis, single vision, bifocal, trifocal and progressive lenses.
• Determine lens material, amount and direction of prism. Frame information including eye sizes, frame sizes, lens sizes, bridge sizes, and temple length.
• Obtain total and split interpupillary distance with a PD ruler or a pupillometer, Extraocular muscle testing in order to determine needed prism for spectacle prescription.
• Pupillary testing including identification of afferent pupillary defects. Visual field testing including Automated Humphrey Visual field, Automated Octopus Visual field, Automated kinetic Goldmann Visual field, to screen and monitor for glaucoma, ptosis, neurological disorders, retinal disorders, hysteria and malingering.
• Pachymetry; amsler grid testing; corneal curvature measurements using manual keratometer; color Vision testing and recording using ishahara and D-15; exophthalmometry using a Hertel exophthalmeter; autorefraction; retinoscopy.
• Manifest refraction including add determination using a phoropter (plus or minus cylinder) or trail frame; use of a Retinal Acuity Meter; dilated and undilated retinal imaging.
• External photographs using a digital slit lamp camera; Optical coherence tomography, fundus photography and imaging, and keratometry.
• Blood pressure and pulse readings; glucometry, frame selection measurements including segment height; removal, polish and reinsert prosthetic eyes.
• Provides instruction to patients in the proper method of contact lens insertion, removal and care when applicable and assisting the optometrist in contact lens fitting.

Informs management and healthcare staff when cleaning and processing standard operating procedures (SOPs) or instruction for use have been changed or updated to assure the changes have been validated to meet all guidelines. • Removes soil, blood, tissue fragments, body fluids and other contaminants by wiping, soaking, rinsing and scrubbing using the proper Personal Protective Equipment (PPE) to avoid any cross contamination.
• Inspects packages for indications of proper sterilization.
