The SES Candidate Development Program (CDP) offers a comprehensive series of developmental experiences aimed at preparing high-potential individuals for roles within the Senior Executive Service (SES). This demanding program requires participants to complete the curriculum while managing their regular job responsibilities. Developmental experiences include formal classroom training, seminars, and a 120-day executive-level assignment outside of the participant's current Directorate/Office or chain of command, designed to build the competencies necessary for successful SES performance. Throughout the program, participants will collaborate with an Executive Mentor to create a personalized Executive Development Plan, which will guide their development throughout the program. In addition, tuition costs are the responsibility of the candidate's organization.

SES CDP PROGRAM CURRICULUM:

• Program Duration: The program is an intensive leadership development program which lasts 18 months. Applicants selected to the program from within DOC will remain in their full-time position of record while completing program requirements.
• Orientation Session: The SES CDP begins with a mandatory one-day virtual orientation. The required orientation will occur in Spring/Summer 2025.
• Executive Mentor: Candidates must identify an Executive mentor who will assist in clarifying their developmental objectives and identifying developmental assignments and activities.
• Executive Development Plan (EDP): The EDP is used to identify, track, and document completion of competency-based needs of the participants.
• Interagency Learning: 80 hours of formal interagency development over the course of the program, focusing on the Executive Core Qualifications and their relevance to SES positions across the federal government.
• Developmental Assignments (DA): Candidates will complete a minimum 120-day executive-level DA outside the candidate's current Directorate and or chain of command.
• Supplemental Activity: Candidates will be required to complete a minimum of two supplemental activities.
• 360 Assessment and Coaching: Each candidate will be required to complete a 360-degree assessment, which is designed to determine the competencies which will be developed during the program and also required to complete all coaching hours.
• Qualifications Review Board (QRB) Certification: Candidates who successfully complete the program and receive certification of their executive core qualifications by an Office of Personnel Management (OPM) Qualifications Review Board (QRB) under the criterion of 5 U.S.C. 3393(c)(2)(B), will be eligible for initial noncompetitive appointment to the SES.

At the full performance level, major duties include:

• Performs and coordinates the daily operations of the human resource management and administrative issues for the COO Organization.
• Provides advice, guidance and oversight to all levels of management and staff on matters involving the full range of personnel management and administrative management policies and procedures, to include the on boarding and exiting of employees.
• Serves as liaison between management and staff on issues regarding personnel management and position management policy, procedures and other matters affecting division administrative programs.
• Coordinates and/or personally responds to inquiries on all administrative matters. Interacts with other divisions and offices to conduct research, answer inquiries, and resolve problems.
• Conducts and leads studies and analysis of administrative programs, processes, and operations, reviewing processes, procedures and operations, gathering and analyzing data, and making recommendations for increasing effectiveness of the Organization's administrative programs, implementing improvements in internal policies and procedures, operations and administrative programs, and to resolve complex and sensitive problems and issues.
• Manages staffing related data by initiating, reviewing, and correcting personnel actions on employees and generating reports and other information from various database systems (e.g., NFC, CHRIS).

As a Senior Program Analyst, you will:

• Conduct analyses of high profile or controversial regulatory and statutory proposals, initiatives, and Multifamily Housing Program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes.
• Serve as a Government Technical Monitor on contracts involving multifamily housing activities, including reviewing contractor's work products, adherence to contractual requirements, initiating/recommending corrective actions, and consulting with the GTR (Government Technical Representative) associated with the contract.
• Prepare and present written reports or oral narratives to the Office Director, DAS for Multifamily Housing Programs, or other officials regarding proposed legislation, regulations, or procedures that have impact on Multifamily Housing programs.
• Analyze high level or controversial program and policy options in the field of Multifamily in coordination with MF program offices; develops option papers for use in making policy decisions.
• Develop, in coordination with the Office Director and the Multifamily DAS, initial program designs to implement new programs and policies authorized by Congress for which immediate organizational responsibility has not been assigned elsewhere.

• Serves as an expert to the Agency in matters relating to the comprehensive and continual coordination of legislative proposals for ASTP/ONC
• Provides leadership on complex, sensitive, diverse and unique legislative and political matters on pending health care and Health Information Technology (HIT) reform issues.
• Performs in-depth analyses of problems and issues of interest to Congress.
• Interprets congressional intent on proposed legislative actions and proposes a policy position based on said legislation for the Agency.

• Perform specialized duties with continuing responsibility for processes, projects, questions and problems within the Office of the Assistant Secretary for Community Planning and Development.
• Develop, analyze, and make recommendations to improve the effectiveness of administrative work methods and procedures, including distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management within the Office of the Assistant Secretary for CPD.
• Gather data, identify discrepancies or omissions, prepares reports, and takes actions or make recommendations to resolve discrepancies consistent with normal practice, based on interpretation and adaptation of application guidelines, or selection and or development of alternative approaches to satisfy desired outcomes.
