The SES Candidate Development Program (CDP) offers a comprehensive series of developmental experiences aimed at preparing high-potential individuals for roles within the Senior Executive Service (SES). This demanding program requires participants to complete the curriculum while managing their regular job responsibilities. Developmental experiences include formal classroom training, seminars, and a 120-day executive-level assignment outside of the participant's current Directorate/Office or chain of command, designed to build the competencies necessary for successful SES performance. Throughout the program, participants will collaborate with an Executive Mentor to create a personalized Executive Development Plan, which will guide their development throughout the program. In addition, tuition costs are the responsibility of the candidate's organization.
SES CDP PROGRAM CURRICULUM:
- Program Duration: The program is an intensive leadership development program which lasts 18 months. Applicants selected to the program from within DOC will remain in their full-time position of record while completing program requirements.
- Orientation Session: The SES CDP begins with a mandatory one-day virtual orientation. The required orientation will occur in Spring/Summer 2025.
- Executive Mentor: Candidates must identify an Executive mentor who will assist in clarifying their developmental objectives and identifying developmental assignments and activities.
- Executive Development Plan (EDP): The EDP is used to identify, track, and document completion of competency-based needs of the participants.
- Interagency Learning: 80 hours of formal interagency development over the course of the program, focusing on the Executive Core Qualifications and their relevance to SES positions across the federal government.
- Developmental Assignments (DA): Candidates will complete a minimum 120-day executive-level DA outside the candidate's current Directorate and or chain of command.
- Supplemental Activity: Candidates will be required to complete a minimum of two supplemental activities.
- 360 Assessment and Coaching: Each candidate will be required to complete a 360-degree assessment, which is designed to determine the competencies which will be developed during the program and also required to complete all coaching hours.
- Qualifications Review Board (QRB) Certification: Candidates who successfully complete the program and receive certification of their executive core qualifications by an Office of Personnel Management (OPM) Qualifications Review Board (QRB) under the criterion of 5 U.S.C. 3393(c)(2)(B), will be eligible for initial noncompetitive appointment to the SES.
Participation in the program does not guarantee placement in an SES position.
CANDIDATE STATUS WHILE IN THE PROGRAM: Candidates selected from outside DOC will also remain in their full-time position of record while completing program requirements, upon negotiation of a Memorandum of Agreement with the candidate's home agency and DOC.
All candidates selected for the DOC SESCDP are required to be in a paid duty status at the time of selection and remain in a paid duty status for the duration of their time in the program. If a finalist enters an unpaid status (LWOP) for any duration during any portion of the program, the pause or removal procedures may apply.
