The Primary Purpose of this position is: This an Air Reserve Technician (ART) Officer position located at an Air Force Reserve Flying Squadron. The purpose of this position is to manage the total operations function of the squadron on a daily basis.

Duties

1. Employees assigned to these positions supervise, direct and monitor operations programs for the training of a Reserve flying unit, including flight operations, unit training, intelligence, communications and tactical planning. Responsible to the Aircraft Operations Officer/Air Commander for all matters pertaining to operational readiness and effectiveness of the unit. Directs all operations and maintenance training programs for the Squadron.
Instructs or examines pilots in flying proficiency, plans flights and training missions, evaluates pilots, plans course outlines. Analyzes directives from higher headquarters and information available in form of accident reports and mission readiness reports in order to develop operational plans, standard operating procedures, and implementing instructions pertaining to General Military Training of Squadron personnel, electronic warfare, tactics training, flight operations, intelligence, and command center communications training.
2. Ensures the operational readiness and effectiveness of the unit. Ensures effective unit manning, retention, and recruitment of personnel.
Manages the Squadron's flying hour program to ensure equitable distribution among the assigned aircrews.
3. Coordinates plans and programs with appropriate staff activities such as personnel, communications, maintenance, intelligence, medical, and armament to insure adequate facilities for aircraft crews.
4. Observes and evaluates effectiveness of training programs and operation of other activities

This is a Maintenance Workforce Development Program (MWDP) Position. This position is a developmental (GS-09 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. • Serves as protocol advisor to 49th Wing Commander, staff, and functional base level points of contact. Plans, designs, and arranges or provides protocol advice to the Commander on a wide variety of formal and informal ceremonies, meetings, receptions, and other functions in support of ACC, AETC, and AFMC's diverse local missions. Prepares a recommended guest list for review and approval. Prepares and sends invitations and tracks responses. Meets with club staff and determines appropriate menu, refreshments, escorts, and seating arrangements for the functions.
• Manages the Wing Commander's Contingency Fund and use of Non-appropriated Funds. Authorizes and commits government funds within the area of responsibility and makes authorized payments. Assists in the justification, preparation and submission of protocol budget according to guidance provided by the budget office. Prepares funding requests to support official visits. Submits detailed vouchers following each visit that is paid in full or part from the contingency fund. Tracks all gifts and recipients and provides input to status of report of funds activities. Accomplishes research and advises as to the propriety of expenditures to ensure compliance with Air Force and DOD directives.
• Directs the submission and maintenance of protocol rosters, reports and correspondence. Directs the data collection and preparation of reports for distribution to 49th Wing senior staff and tenant unit organizations upon request. Oversees the development and updating of informal visitor brochures. Oversees the development and maintenance of visitor and other protocol information files.
