1.Manage the day to day functioning of the Pharmacy Procurement service, ensuring that processes and working practices relating to the efficient ordering and invoicing of medicines are adhered to. Oversee the ordering and invoice processing for all medicines purchases within HCS and liaise with suppliers and finance officers to resolve any queries - ensuring patients have timely access to high quality medicines, whilst providing an economical stock holding. 2. Lead, develop and maintain a working environment which encourages teamwork, mutual support and excellence in service delivery and reduces risks to a minimum. 3. Plan and organise the management and implementation of pharmaceutical contracts for HCS, ensuring that medicines are procured from approved suppliers in accordance with national and regional procurement contracts, as well as the local Public Finances Manual. Monitor compliance to provide assurance that the best prices and service are consistently achieved. Ensure that the purchase and contract information files on the Pharmacy Computer system are accurate and that any amendments to such files are implemented as quickly as possible. Ensure all orders adhere to existing contracts despite their complexity. 4. Manage medicine supply chain problems, including medicines shortages and inform and advise medical, nursing and pharmacy staff on the appropriate action plan(s). Develop, maintain, and monitor systems to ensure disruptions to the medicines supply chain are identified and handled timely and appropriately, thereby minimising any effect to service users and patients. 5. Oversee the management of medicines stock held, ensuring that stock takes are carried out in accordance with the Public Finance Manual and that discrepancies are investigated and accounted for accordingly. Ensure that stocks held are maintained at adequate levels to meet demand but with optimal purchasing efficiency. 6. Make a major contribution to the delivery of procurement savings delivered by pharmacy and identify areas for generation of savings from changes in medicines usage and agree appropriate actions with the Pharmacy Services Manager. Minimise pharmaceutical product wastage by monitoring drug usage trends including changes to hospital medicines use made at care group or ward level and changes to hospital policies and protocol. 7. Manage the pharmacy Distribution service to ensure the daily routine replenishment of wards and departments, ensuring that rotas for service provision are drawn up and the top-up teams are trained, supervised, and supported. Oversee the review of medicines stock lists and ensure ward and pharmacy requirements are kept up to date. 8. Performance manage direct reports and supervise and train staff working in the Pharmacy Procurement Service, ensuring they achieve the required level of competency to support the delivery of a high-quality service to patients. Mentor, coach and develop team members to ensure that they can deliver their responsibilities. 9. Identify and obtain data required to monitor and evaluate the impact and performance of Pharmacy Procurement and Distribution services and contribute to national benchmarking of procurement services, in order to inform practice and service improvement. 10. Manage Electronic Data Interchange systems effective for pharmaceutical purchasing. Liaise with service providers to drive the adoption and implementation of appropriate electronic procurement systems. Maximise the role of the pharmacy computer system in the Electronic Data interchange for ordering and invoicing and extend the use with suppliers. 11. Undertake the role of Responsible Person for the procurement elements of stores function required for pharmaceutical wholesale dealing. Manage the wholesale distribution activities to external organisations, ensuring compliance with the principles and guidelines of pharmaceutical good distribution practice (GDP). 12. Respond to Medicines Recalls and Medicines notifications, from the Medicines and Healthcare Regulatory Agency (MHRA), assess urgency level and initiate response, ensuring all affected medicines in the organisation are identified and withdrawn in accordance with MHRA directions and cascade information to relevant parties 13. Develop, implement, and maintain pharmacy procurement and distribution policies, procedures and systems to enhance efficiency and make the best use of e-commerce functionality. Contribute to the development of departmental procedures to support a high quality, safe and patient-focussed service. 14. Continuously monitor advances in practice and identify areas for future development to ensure that the service is responsive to changing needs, particularly with regard to the development of Pharmacy Procurement and Distribution services. Network with pharmacy procurement specialists to ensure leading edge practice. Establish and develop effective liaison with regional procurement leads to support the development of the service. 15. Implement the strategic direction of Pharmacy Procurement and Distribution services and support the delivery of the strategic objectives of the overall Pharmacy Service, to ensure that services meet legislative requirements and best practice standards

Place of Work The CAMHS clinics are based at Liberte House, St Helier which is in the main town. It is co-located with Childrens Social Care and the Children and Families Hub. The post-holder may also be required to see Children and Young People who have been admitted to Jersey General Hospital or Orchard House {adult mental health in-patient facility}. In-Patient Provision There is no designated inpatient provision but the team provide flexible intensive packages of care for children and young people with severe or complex mental health difficulties. The packages of care can be provided both for assessment and treatment. The programmes are set up jointly with other services including Paediatrics, Adult Mental Health and Childrens Services {Social Care}. The Paediatric and Adult Mental Health teams are supportive in providing in-patient facilities and both the paediatric ward {Robin Ward} and acute adult mental health ward {Orchard House} are used for young people who require admission. Robin Ward will admit young people up to their 17th birthday. The postholder will be clinically responsible for young people admitted to Robin Ward and Orchard House under their care and will be expected to undertake reviews of these patients. All those under 16, and most under 18 admitted to Orchard House are cared for separately to the other in-patients if possible or are under continuous observation for safeguarding reasons. There is a new provision currently being built which will provide facilities for young people to be admitted to an area separate from the main ward. It is anticipated that this may become available from December 2023. When necessary young people can be transferred to the UK for inpatient treatment. However the postholder will be required to attend training to become an Approved Practitioner under the Mental Health (Jersey) Law 2016. Population and CAMHS Caseload The population of Jersey at the end of 2019 was estimated to be 107,800 with approximately 22,910 under the age of 19. The current number of cases open to CAMHS is 1867 The total number of new referrals received in 2023 was 1351 {6030 new referrals in by June 2023} The current postholders {locum} caseload is approximately 90. Most of the cases on the caseload will have an allocated care co-ordinator but there may be some exceptions to this. Most new assessments are undertaken by other members of the MDT, but some will require initial medical assessment. There are no fixed requirements for new assessments and follow up appointments. On average there maybe 1-2 new assessments per week and 15-20 follow up appointments, depending on the complexity of the cases and other commitments. The postholder will be required to participate in the daytime {9am 5pm} medical on call rota for 1-2 days per week. The initial duty response, including hospital liaison assessments, is made by the duty worker who will contact the doctor on call if required. With an expansion of our duty service to 8am 8pm there may be a requirement to provide medical cover for this in the future. Annual Leave & Study Leave Consultants are entitled to 30 days of annual leave increasing to 32 days after 7 years service at Consultant level, plus bank holidays. Study leave for the purpose of professional development should be applied for through the Clinical Lead and is approved by the Director of Medical Education. There is a generous study leave budget and there is an entitlement of 30 days every 3 years.

The post holder will need to work as part of a multi-disciplinary community CAMH service which provides clinic-based outpatient services, outreach and liaison to support integrated practice and seamless service delivery for young people and their families. The Post holder will be professionally accountable and responsible for the direct care of children and young people, including assessment and provision of time-limited therapeutic interventions in a variety of community or home settings. To carry own caseload and act as lead professional or care co-ordinator where appropriate. The post holder will take steps to obtain patient consent to care and treatment or consent from the person with parental responsibility in accordance with emerging Jersey legislation for Mental Capacity and Fraser Guidelines, ensuring that children and young people who lack mental capacity remain at the centre of decision-making and are fully safeguarded. The post holder is responsible for identifying and reporting concerns regarding the safeguarding of children who may be at risk and will participate in Safeguarding Children strategy meetings and case conferences. The post holder is responsible for ensuring the highest professional standards and attitudes towards the care of children and young people are maintained and that care is delivered in accordance with evidence-based practice at all times. Children and Young People accessing CAMHS have a range of mental health or emotional needs of mild to moderate severity (including issues relating to child abuse, domestic violence etc.), may have difficult family or social situations of relevance and may demonstrate behaviours that challenge at initial assessment or as a result of unexpected changes during a programme of therapy. The post holder will work with partners and stakeholders to identify and implement evidence-based universal approaches resources, information and curriculum that promote positive mental health/ emotional health and well-being. The post holder will provide face to face and telephone consultation support for children / young people and families. The post holder will undertake liaison with and onward referral to specialist services where appropriate.

Provide highly specialised psychological assessments for adults, based on the use, interpretation and integration of complex data in order to formulate complex plans for psychological intervention and make highly skilled evaluations about treatment options. Implement, monitor and evaluate a range of highly specialised psychological interventions for individuals and groups across a variety of settings and in partnership with other therapists, when necessary, to provide high-quality, timely and tailored support to all clients. Develop and co-ordinate intensive multi-agency care packages and therapeutic interventions for adults with complex and acute presentations, necessitating intensive outreach, intensive client support and high-level risk management to ensure that each individual client receives the support they need when they need it. Deliver high-level risk assessments regarding risk of suicidality, harm to self and others for adults across a range of community locations, in order to make complex clinical decisions regarding level of risk and appropriate management of this, taking into account the adult's presentation and wider systemic factors. Provide advice and support to other professionals working with adults with mental health issues e.g. Listening Lounge, Sexual Assault Referral Unit in order to facilitate a comprehensive multi-disciplinary approach to case management, formulation, and intensive care package Provide clinical Supervision to assistant/ trainee Psychologists and high intensity workers. Lead the systematic governance of psychological practice within the service through the active demonstration of good management and maintenance of a caseload, undertaking appropriate risk assessment and management and providing consultation and support to other professionals and policy/business planning processes, in order to ensure the service meets agreed protocols, legislative requirements and best practice standards. Maintain high standards of clinical record keeping, including electronic data entry and recording and report writing, and preparation of materials to meet legislative requirements and to support the dissemination and understanding of psychological concepts and ideas. Carry out small scale research projects applicable to service development and carry out audits of service provision, to support the implementation of evidence-based good practice in the clinical work of the service. Be involved and support Line managers in service development and delivery of KPl's.

Main Responsibilities

The National Performance Improvement Manager will work to Drive Operational Excellence and efficiency within the Aggregate and Asphalt businesses, identifying, analysing and implementing process improvement and performance; thus, contributing to the overall business strategy.

As the National Performance Improvement Manager you must be well-versed in all construction methodologies and procedures and be able to coordinate a team of professionals of different disciplines to achieve the best results. The ideal candidate will have an analytical mind and great business performance skills.

Your responsibilities will include (not exhaustive):

• Driving operational and engineering performance continuous improvement, with focus on plant utilisation; labour utilisation; waste costs and increased use of Value Added Products
• Support the delivery of the performance management framework for all Business Units, whilst reviewing performance data to identify trends, patterns and areas for improvement
• Facilitate root cause analysis to understand problems and develop and promote sustainable solutions
• Promote continuous improvement by working within regional businesses to evaluate and improve operational processes
• Carry out regular site reviews, including Value Stream Mapping of business processes, provide a pipeline of improvement opportunities
• Provide Governance and support for improvement projects across the businesses
• Share best practice examples from other business units and product lines, benchmarking across the business to share knowledge and lesson learnt
• Manage and direct the measuring and reporting improvements – Financial and non-financial, these arise from performance and Continuous Improvement initiatives
• Generate overall improvements in operational efficiency KPI’s and improving trends against quality, cost, volume, efficiency, productivity, quality and capex
• Identify and develop capital plans to support business sustainability or business improvement, recommending capital improvements and support / advise on development of requests and implementation of approved projects
• Challenge cost and KPI targets and ensuring the optimisation of plant and equipment, along with reviewing KPI’s monthly with regional teams, creating objectives and action plans based on these
• Promote customer orientation, providing technical ‘know how’ for operational issues linked to customer needs
• Drive and be proactive in the use of a range of digital tools and dashboards to support operational excellence initiatives and capability building in the business units
• Determine optimisation projects to continually drive business improvements and cost savings across the business
• Champion a culture of continuous improvement and innovation throughout the business
• Engage with stakeholders at all levels to drive change initiatives, address resistance and ensure strategic alignment
• Working with the National Operations Director to develop joined up national strategies which maximise value chain potential through up-stream contribution

The successful applicant in the role will be instrumental in the future development and support of our culture. Qualifications/Requirements/Capabilities:

• Engineering or other industry relevant higher-level qualification, a role related degree would prove highly beneficial
• Proven experience in performance and project management, or operations leadership roles within a Quarrying / Manufacturing / Engineering environment
• Excellent communication and interpersonal skills with the ability to influence at all levels and collaborate across cross-functional teams
• Demonstrated leadership capabilities, including coaching, mentoring and development
• In-depth knowledge of lean principles, Six Sigma methodologies and other process improvement frameworks
• Experience in change management whilst being an advocate for innovation – change agent
