• Managing and executing recovery efforts for federally declared disasters, particularly under the Public Assistance program. A deep understanding of FEMA's regulations, policies, and the Stafford Act is essential.
• Ability to provide technical and administrative supervision to teams, with experience in coordinating recovery operations and overseeing staff responsible for executing disaster response, recovery, and closeout tasks. The candidate should be skilled at managing complex, multi-stakeholder projects with both regional and national impact.
• Interpreting and applying programmatic laws, policies, and regulations to disaster operations. The ability to provide technical guidance to leadership and external stakeholders on emergency management policies, as well as developing and reviewing regulations, is key.
• Coordinating with diverse stakeholders, including state, local, tribal, and territorial governments, as well as non-governmental organizations and the private sector. The candidate must be adept at resolving issues and providing assistance to health system applicants, such as hospitals, while managing complex grants and ensuring program compliance.
• Reviewing and evaluating grant documentation, including complex medical billing, for duplication of benefits and program eligibility, particularly with medical-related grants like those from the COVID response. The ability to manage public assistance operations, from disaster declaration to closeout, is critical.
• Leading teams to address challenges in disaster recovery operations, offering solutions and making decisions that ensure the effective delivery of services and resources to disaster survivors and communities.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 2 years, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

Major Duties include, but are not limited to:

• Primary responsibilities include case management (advocacy, cultural competence, social determinant awareness, assessment, triage, Veteran education, resource coordination, medication and treatment coordination, care planning, communication, and documentation).
• Independently plans and delivers technically competent care in the home of Veterans with complex needs, including health promotion, health prevention, geriatric care, primary care, and palliative care.
• Utilizes interventions, which maximize health capabilities (i.e., safely administers medications, teaches patients and caregivers to safely administer/take medications, utilizes techniques for management of patient behavior, provides appropriate activities to enhance psycho-social and physical functioning of patient) and reduces unnecessary urgent care and emergency room visits, per veterans' goals of care.
• Works collaboratively with the interdisciplinary team and other VA and community healthcare entities when planning and providing care to Veterans at home.
• Demonstrates knowledge and skill in performing nursing procedures applicable to practice area to include but are not limited to: vital signs, pain assessment, venipunctures, appropriate delivery of specimens to lab, accurate filling an/or monitoring of medication dispensers in the home, telephone triage, medication reconciliation, oxygen safety assessment, fall assessment and prevention.
• Evaluates and documents patient response/progress towards attainment of goals/expected outcomes with minimal guidance. Revises plan of care according to evaluation.

• Participates in quality improvement activities in HBPC program and across the facility with the objective of improving Veteran care outcomes.
• Demonstrates role modeling, leadership and advanced clinical expertise to improve the delivery of patient -centered care through the use of the nursing process for patients requiring specialized/complex care.

Serves as a Quality Improvement and Infection Control Nurse in the Health Services Department of a Bureau of Prisons (BOP) federal correctional facility.

Manage the local infection prevention and control program under the guidance of the national Infection Prevention and Control Officer, Office of Quality Management, Central Office, Washington, D.C., and performs quality improvement activities to improve health care outcomes.

Performs surveillance of infections and diseases, management of the tuberculosis prevention and control program, contact investigations and containment of infectious disease outbreaks, infection prevention activities including immunization administration and tracking for inmates and staff, education related to infection control practices, collection and analysis of data to reduce risk and improve health outcomes.

Notifies the national Infection Prevention and Control Officer and public health authorities at all levels of government about reportable infectious conditions.

Under the supervision of a Psychologist, is responsible for the administration, mechanical or computerized scoring and distribution (or storage) of a variety of psychological tests, including Minnesota Multiphasic Personality Inventory (MMPI), and the Millon Clinical Multiaxial Inventory.

Responsible for the implementation of the Bureau of Prison’s (BOP) automated/computerized psychology data entry system including initial implementation of Psychology Data System (PDS), training of all psychology staff, routine data entry and retrieval, automated test scoring and reconciling discrepancies in the files.

Types, duplicates and distributes letters, memos, agendas, forms, certificates, meeting minutes, and reports for the Chief Psychologist.

Maintains tracking logs for Special Housing Unit monthly monitoring, clinical contacts as determined by Mental Health Care Level assignments and treatment plan requirements, monthly psychotropic compliance, suicide watch monitoring and follow-up, request for services, and incoming inmates (for Admissions and Orientation (A&O) purposes).

Purchase card holder for the department; verifies obligated expenditures do not exceed yearly budget allotments; prepares purchase orders, requisitions, and maintains accounting of department expenditures and adjustments.
