This role will be part of one of the largest single contracts within Serco which is central to the Group’s financial performance. The contract is unique in Serco as it contains both a KPI-controlled performance regime for asylum seeker Service User welfare and property facilities maintenance, and a significant financial risk profile from the acquisition of a large property portfolio. Both aspects of the operational business must work seamlessly together for the contract to be successful.
The Property Director will be accountable for the property procurement and management which is critical to the success of the business and contract. Some 7,500 properties are already within the portfolio across the Northwest and Midlands/East of England regions, and more are required on an ongoing procurement schedule and to meet contractual requirements. New properties need to be sourced at speed, and to the high standards required by the contract, whilst also meeting the agreed target levels for the number of asylum seekers housed in local authority areas.
The Property Director is additionally for developing, managing, reviewing, and assessing the Contract Property Strategy. This strategy includes all aspects of the Contracts property management approach. You will be responsible for ensuring the property portfolio is managed in line with Serco financial targets and that continuous reviews of procurement activity are done to ensure compliance with the property financial targets. This is a multi-faceted leadership role where you will be involved in all aspects of property management within the contract and ultimately ensure the portfolio continues to be managed in the most cost-efficient manner to ensure that Serco’s financial targets are met.
The successful candidate will also:
- Be accountable for all aspects of the performance of the property function in AASC
- Hold responsibility for ensuring that an appropriate range of property partners provide properties to the contract to assist Serco to meet its property procurement targets
- Ensure that the property portfolio meets the contract standards at procurement, and that continuous review is undertaken of the portfolio to ensure that it continues to meet the required standard and sustainability
- Oversee the property portfolio to ensure it is managed in line with Serco financial targets and Serco’s procurement ethics policies
- Hold responsibility for ensuring that all required management information and reporting tasks are undertaken in their area of responsibility
- Ensure that the Property Team performs in line with Contract targets, professional standards and is contributing fully to the success of the Contract and the wider Serco business
- Develop, manage, review and assess the Contract Property Strategy
What you'll need to do the role:
- You will have deep experience of property management in the social, rental, or private rental space (management of circa 1000 properties)
- Deep property sector knowledge and understanding of the licensing requirements of property provision in the residential and social rental sectors including HMO licensing and selective licensing
- We anticipate that the successful candidate will have senior management experience in a large organisation and have deep experience of managing a team
- An ability to manage complex and high-pressured situations and environments which are target driven
- Exceptional stakeholder management skills and an ability to manage complex relationships both internally and externally
- Security clearance at counter terrorism check level and CRM checks are required
