Performance Management
- Leads, manages, and facilitates the strategic planning process at the start of each presidential administration, in alignment with OMB policy.
- Develops and manages the project plan, identifies 2 resource needs, develops schedules, coordinates the planning team and working group meetings, progress reviews, communications, and reporting requirements.
- Leads the strategic planning team in the agency analysis of the operating environment, Administration priorities or other emerging factors.
- Integrates strategic foresight (i.e., SWOT analysis, environmental scanning, trend analysis, and scenario planning, etc.) into the strategic planning and review process to guide the planning team in considering a longer time horizon and broader scope of issues.
- Identifies risk and develops mitigation plan to keep the project on track. Identifies and prioritizes strategic imperatives and develops long-range goals and, strategic objectives.
- Develops, tracks and reports key performance indicators and metrics to monitor AmeriCorps' strategic plan progress.
- Collaborates with enterprise risk management and other agency offices to develop and mature monitoring tools and mitigations to support achieving agency performance targets.
- Serves as the first point-of-contact for data requests. Reviews data request from internal and external entities including OMB and Congress. Consult, collaborate, and coordinate with offices across the agency to obtain, gather, analyze, and validate information, and ensure timely response.
- Produces a comprehensive Annual Report Addendum, or dashboard equivalent, to support the agency's Congressional Justification and required documents, with the intent to mature into Annual Performance Plans and Reports. Implement and adapt to new mandates and administration priorities, for example M-23-15 on Organizational Health and Performance.
- Identifies ways to implement what is being asked with support from the Director. Data and
Performance Integrity - Serves as a thought partner and subject-matter expert to agency staff on performance management best practices.
- Develops and maintains agency resources and tools, including SharePoint sites, guides, standard operating procedures, and policies.
- Coordinates with AmeriCorps' Budget Office to meet the reporting requirements outlined in OMB Circular A-11, Part 6.
- Consolidates, validates, and facilitates the interpretation the performance data for key reporting documents: The Congressional Budget Justification (CBJ), The Annual Performance Report (APR), The Annual Performance Plan (APP). Present to agency board and translates performance data for board-appropriate decision making.
Performance Capacity - Serves as a consultant to offices in designing performance strategies required to meet strategic objectives, helping agency staff identify their needs to advance the work, create systems and processes to ensure agency wide-alignment and support centralized reporting, and to build agency-wide performance capacity.
- Coordinates with the Budget Office and related parties to mature the processes and products defined in the Performance Budgeting model. Consults with offices across the agency to identify emerging performance management needs across the agency.
- Provides support to offices with time-limited performance improvement projects, as needed.
- Prepares various reports, presentations and or briefings to deliver results on key agency initiatives.
- Performs other duties as assigned
