Duties

The Office of the Law Revision Counsel has two main functions: (1) to maintain the United States Code and (2) to draft legislation to enact individual titles of the Code as positive law. This position is geared toward the second function.

The codification work of the Office involves a number of tasks, including:

• Drafting codification bills to restate existing law as positive law titles of the United States Code.
• Drafting conforming amendments and technical amendments to existing law to update the United States Code.
• Drafting an explanation document that accompanies a codification bill, which includes creating table entries explaining disposition of provisions affected by the codification bill, drafting detailed revision notes to explain word changes, etc.
• Reviewing draft codification and follow-up bills and explanation documents, including proofreading and substantive review, to ensure that no change in meaning or effect of the law is made by any such bill.
• Researching legal sources such as legislative histories, court cases, regulations, etc., to ensure proposed restatement conforms to the understood policy and intent of Congress.
• Adhering to codification style in drafting bills and consulting other style manuals.
• Requesting comments from congressional committees, government agencies, and interested private parties and considering those comments in drafting codification bills.
• Consulting with attorney editors on matters relating to non-positive law titles of the U.S. Code.
• Assisting other codification attorneys in updating style manual and developing codification guidelines.

Independently represent the agency in administrative litigation before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Office of Special Counsel (OSC), the General Accountability Office (GAO), the DOL-Board of Contract Appeals (BCA), and other forums as required. Develops and presents agency's litigation position from initial complaint or charge until conclusion of the administrative and appellate processes.

Develops litigation strategy based in administrative or judicial litigation involving complex and difficult legal issues requiring interpretation of statutes and regulations often with little to no precedents. Responsible for independently preparing the Government's case from pre-trial practice, including expert and general witness depositions, and gathers full information pertaining to the case.

Provides expert advice related to civilian personnel law, including EEOC, MSPB, and OSC matters. Provides expert legal advice and assistance to OIG leadership, senior management officials, supervisors, and the servicing personnel office regarding the interpretation and application of civil service personnel laws, rules and regulations as they pertain to OIG personnel and management.

Independently performs-and also instructs and advises colleagues and junior attorneys on appropriate methods and sources of-legal research in connection with OIG-related portfolio involving the agency's most complex or novel issues. Conducts extensive analysis of federal and state law, court decisions, legislative hearings and committee reports; and analyzes factual and legal issues while managing multiple projects and under tight deadlines. Written and oral communication must be appropriate to the audience.

Examines and evaluates proposed legislation for the OIG. Prepares or reviews proposed regulations and regulatory guidance and amendments to existing regulations and regulatory guidance. Housing training and some C&S training are accomplished through distance learning. Notice will be given of planned training events that require travel.

Economic Assistants collect prices and related statistical data on a wide variety of commodities, services, and housing for the BLS Consumer Price Index. Data for commodities and services are collected by conducting personal and telephone interviews with store managers and buyers, managers in auto dealerships, doctors, pharmacists, and other professionals. Data for the housing survey are obtained by personal visit or telephone interview with either property managers, tenants, or homeowners. Duties include, but are not limited to:
