Major Duties:

The primary purpose of the position is to provide administrative information and assistance to staff, supervisors and managers of the Outer Banks Group. The incumbent will provide customer service and support for the practical and technical aspects of office administration. This includes human resources, budget, acquisition, and property management, and other administrative support services. This position in large part supports work remaining in the Parks after the implementation of the Serving Human Resources Office (SHRO). This series includes performing clerical assistance or technical work that requires knowledge of the procedures and techniques involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines.

AREA INFORMATION:

The Outer Banks are comprised by several towns including Manteo, Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. The area is a beach destination. The beaches, as well as Albemarle and Pamlico sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other watersports. • Ensure proper employment documentation is filed and maintained in each personnel folder such as: Educator certifications/recertification, SF50s, and transcripts.
• Prepare a variety of documents and requests for supplies from oral instructions, hand-written rough drafts, or voice recordings.

• Uses word processing and other types of software to process and produce a wide range of documents, some of which require complex formats, in support of the office automation functions.
• Manages the Branch Chief's and subordinate Supervisors' calendars and coordinates the calendars with Executive Office requirements, senior leader calendars, and other mission events.

• Perform comprehensive and problem focused histories and physical examinations for assigned patients.

• Educate, interpret, and inform visitors about resources, conservation, laws, and regulations
• Coordinate, track, plan, and facilitate entire permitting process for park visitors and staff, including the billing and payment process, and field monitoring for special use permit activities.

The Program Assistant serves as the resource person for intermediate level data analysis and administrative leadership and coordination in the development, implementation, evaluation, interpretation, revision, and when necessary, corrective actions for many applicable administrative functions, activities, operations and services for the Office of Chief of Staff.

Major duties include but are not limited to:

• Interacts with clinical leadership and their administrative staff in support of clinical committees and programs and tracks follow up actions and reporting materials that are directly under the Deputy Chief of Staff.
• Collects clinical program and patient care data via VISTA, VSSC, and ProClarity Cubes to analyze Access, Physician Productivity, SAILS, VACC, etc.

• Responsible for systems maintenance of annual performance appraisals for all GS employees, Title 38 proficiency evaluation cycle, and Executive Career Field employees.
• Performs cost analysis of expenditures and advises the SNCOS and the COS for the special projects and programs for any additional funding requirement.
• Monitors consultant costs and utilization for all clinical services in coordination with Fiscal Service.
• Coordinates with clinical service administrative staff and HR to ensure annual consultant agreements are in place and the utilization of consultants meet within the salary agreement.

• Receives and screens incoming telephone calls and refers them to the appropriate staff when unable to resolve issue and/or concern demonstrating professional code of conduct and effective/polite communication to provide exceptional customer service.
• Maintains the Chief Nurse's schedule via outlook calendar and reschedules appointments needed/required by Chief Nurse.
• Schedules and plans meetings including space and auto-visual reservations, notifying attendees, preparing agendas, arranging meeting rooms, transcribing, and distributing minutes.
• Responsible for transcription, routing, distribution, maintaining files, and uploading to Share Drive any minutes and/or documents from designated Nursing Service and/or assigned meetings within the overall Nursing Service.

The duties of the Nursing Assistant in the Nursing Service include, but are not limited to:

• Assists patients/residents with activities of daily living, i.e., bathing, shaving, feeding, oral hygiene, ambulation, dressing, etc. Assists lower graded Nursing Assistants in the completion of these duties as well.
• Assists Registered Nurses, therapists and others in the rehabilitation and or providing care for patients/residents. Assures the residents are prepared to engage in therapy as much as possible.
• Ability to use clean and aseptic technique to perform various non-medicine treatments, i.e., wound cleansing, applying dressings, performing catheter care, applying external catheters, performing perianal care and monitoring for early signs of breakdown - notifies Registered Nurses, etc.
• Cares for patient/resident and prevents complications of limited mobility or immobilization by turning, maintaining proper body alignment, range of motion exercises, assists with deep breathing and cough.

• Monitors intravenous fluids by informing the nurse of the need to add fluids, any alarm and any patient/resident concerns. Monitors for pain, leakage, swelling or redness at site and notifies nurse immediately.
• Is a leader in activities that promote safety for the veteran and others in the work area, including, but not limited to, performing monitoring of the patient safety monitoring system after completion of orientation and completion of competency demonstration. Assists with safety monitors such as hand hygiene, safety support or others.
• Performs other duties as assigned for the position. Precepts and trains new and lower graded staff in functions of Nursing Assistants.
