As a Hydrologic Technician within the New England Water Science Center, some of your specific duties will include:

• Collecting and properly archiving streamflow, groundwater and precipitation data using established methods, sometimes in adverse conditions
• Using established methods to operate and maintain streamflow, groundwater, and precipitation monitoring stations, including electronic recorders and sensors, keeping detailed notes that will aid in the computation of records.

2. (1) Inspects a variety of armament materiel such as towed and self-propelled artillery, tank turrets and weapons, small arms, chemical weapons and similar materiel as well as optical and fire control equipment. Uses a wide variety of test and diagnostic equipment such as borescopes, pullover gauges, nitrogen pressure gauge, and other tools and tests used in inspection of armament to determine extent of repairs required and assure that repairs or modifications meet quality assurance standards.

(2) Inspects equipment received for maintenance to determine repairs needed and parts required or to determine if Modification Work Orders (MWO) have been applied. Inspects new and old equipment removed from storage or before issue to units to ensure equipment is operating properly. Inspects equipment to determine repairs needed.

(3) Inspects equipment to determine repairs needed. Utilizes established Maintenance Expenditure Limits (MEL) to evaluate economic feasibility of repair(s). Considers a variety of factors such as cost and availability of parts, man-hours, and impact of time constraints on the mission to assess whether repair is economical. Recommends to a higher echelon to condemn equipment when the repair cost exceeds the established MEL. Prepares lists of needed repairs, parts, and man-hours authorized. Performs in-process inspections to assure that equipment is being repaired in accordance with pertinent requirements. Performs final inspection, certifying that equipment is in satisfactory operating condition, or rejects the work and returns the equipment to the repair shop with specific reports prescribing additional repairs

(4) Inspects the full range of equipment as described above at remote worksites in support of field organizations, field units during field exercise training periods, or before major pieces of equipment are sent for repair to a supporting maintenance facility. Serves as inspector on Command Maintenance Evaluation Teams (COMET) and/or as a member of Maintenance Assistance and Instruction Teams (MAIT).

• Landscape Management/Snow Removal Duties: Responsible for the daily landscape management program on sites generally 80 acres or less including, but not limited to, grass cutting and edging, tree and shrub pruning/removal, pest and weed control, fertilization, mulching, erosion control, irrigation schedules, seasonal flowers, etc. Pro-actively researches appropriate plant material for geographic area and initiates replanting programs. Prepares and monitors budgets. Coordinates with State or local Departments of Agriculture on pest issues. Maintains required documentation on herbicide and pesticide applications. Independently coordinates removal of stray animals or pests with state or local wildlife management agencies/shelters/contractors. Pro-actively responds to emergency situations. Coordinates with Management Assurance (physical security) to coordinate perimeter landscaping with security requirements. Plans and implements the campus snow removal efforts. • Recycling/Shredding Duties: Responsible for the daily recycling program, which may include, but not be limited to, office paper, cardboard, aluminum cans, glass, pallets, computer tapes, printer cartridges, etc. Stays current on recycling procedures and rebate prices. Promotes the recycling program to building occupants. Tracks volumes of material by type recycled and any proceeds. May coordinate proceeds to reduce contract costs. Researches, recommends and initiates orders for program support equipment including shredding equipment, recycling bins, and trash collection and movement containers.
• Back-up Support for Energy Management and Utilities Duties: Utilities may include electricity, natural gas, fuel oil, steam and water from one or more providers or transporters. As assigned by the Building Delegation Consultant, receives and monitors the utility invoices; initiates receiving reports to pay utility invoices. Tracks demand, consumption and cost data to aid Building Delegation Consultant in preparing quarterly and Annual Report with Scorecard and narrative. • Contracting Officer's Technical Representative (COTR) Duties: Acts as COTR on one or more contracts. COTR duties will vary depending on the size, cost, and criticality of these contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification by completing courses timely. Maintains professional relationship with contractors. Initiates funding requests, writes the technical contract Statement of Work and Quality Assurance Surveillance Plan (QASP), prepares the Government Cost Estimate, works closely with the Contracting Officer throughout the solicitation process, develops and monitors timelines/milestones, participates on contract technical proposal evaluation panels and prepares supporting documentation for decisions reached, and coordinates the phase in and closeout of contracts.

Maintains and transfer funds between several unrelated appropriated fund accounts and several revolving fund accounts. The accounts are subject to different regulations and procedures.

(4) Serves as the Records Management Coordinator for the organization. Ensures subordinate activities maintain official files in accordance with regulatory and published guidance. Provides instructions to personnel to ensure that the records program is executed properly. Provides for control of classified documents for the organization. Insures that documents are properly logged and safeguarded. Tracks virtually all financial, personnel, supply, and other administrative transactions as the documentation flows through the office in both electronic form and on paper. Maintains and revises the office filing system.

(5) Collects maintenance and/or logistics program information from personnel, enters it into electronic or manual information systems, and searches for it as requested; schedules use and maintenance of computer equipment; enters and retrieves information from a variety of systems; and helps field office employees to use the various computer systems.

(6) Serves as the focal point for all personnel actions in the organization. Initiates personnel actions as needed to include performance evaluations, standards, job announcements, and SF-52 actions. Maintains a register of pending actions and suspense dates. Completes requests for personnel actions; distributes forms and instructions for annual performance ratings; and ensures timely, proper completion of all personnel documents. Reviews documents for accuracy, format, and compliance with applicable regulations.

(7) Accomplishes travel arrangements for the office to include travel and hotel reservations, travel orders, and coordinates visits. May serve as the travel account program manager. Reconciles un-liquidated obligations to maximize funds utilization and may serve on the Program Budget Advisory Committee (PBAC).

(8) Prepares and monitors appointment/delegation letters and other additional appointments for all subordinate activities. Maintains an official file of all appointments and makes recommendations for changes or deletions based on personnel or policy changes. Prepares and distributes appointments and other duty assignments.

(9) Coordinates joint directorate inspections such as NGB, Army IG, and Army Audit Agencies, and other external agencies. Assists in the development of inspection schedules, coordinates with managers, develops inspection areas through analysis of previous inspection results, and highlights known vulnerabilities and problem areas. Maintains historical records on all previous external inspections.

(10) Assists in the development of policy letters, which may require researching applicable directives from higher authority, to ensure that no conflict will result from issuance of new policy. Coordinates draft policy with other staff directorates prior to submission for final review and approval.
