Full time hours on a temporary basis

• To provide a purchasing function within the Purchasing Team in respect of externally sourced adult social care and health funded services such as residential and nursing home, domiciliary care, supported living and support services.
• Source and negotiate prices for services within agreed budget parameters
• Administer and keep up to date electronic records of all contacts made with individuals, providers and social care and healthcare staff.
• To record purchasing activity. Records to include maintaining electronic log of purchasing activity, negotiations, correspondence, prepare and send out purchase orders, service user placement agreements and prepare reports as and when required

Your new role

A new and exciting opportunity as a Procurement Manager for a recognised Public Sector entity within the Sheffield area. As Procurement Manager, you will provide a centre of procurement expertise, advice and guidance to the wider business on the correct processes, procedures and regulations to follow.

The role will act as part of the Finance Management team to ensure that key requirements are met in supporting the Head of Finance.

Key Duties include;

• To obtain maximum value from frameworks and from the relationship with external organisations.
• Lead process improvements in the purchase to pay process, including arranging cross-functional meetings as required.
• Facilitate the tendering of contracts to ensure compliance with legislation as well as financial regulations. Ensure that the required number of quotes are obtained / attached to the requisition, in order to comply with financial regulations.
• Manage a small procurement team, giving support and direction to the team, setting and monitoring objectives and personal development plans.
• Oversee the maintenance of the procurement system, including accurate supplier Masterfile data
• Supplier base management, including compliance with Modern Slavery Act
• Providing reporting & Business Partnering to the wider business, including issuing supplier spend reports and identifying / following up on opportunities for cost savings
• To develop the Service Level Agreement for the Procurement function and monitor the performance against this.
• Develop and implement the Procurement Strategy in line with the business strategy and monitor progress in delivering this.

What you'll need to succeed

• Experience in a similar role within the public sector is essential.
• Role holders will have a high level of professional competence and knowledge and are likely to have a degree or equivalent qualification (CIPS/MCIPS) and senior professional experience gained through progressively more demanding and influential work areas, as well as demonstrating success in an important specialist area.
• People management skills are desirable, but not essential.
• Sufficient knowledge and aptitude to create new procedures and working practices and develop future strategies is required.
• Knowledge of project management techniques would be advantageous.
