Your new role

A new and exciting opportunity as a Procurement Manager for a recognised Public Sector entity within the Sheffield area. As Procurement Manager, you will provide a centre of procurement expertise, advice and guidance to the wider business on the correct processes, procedures and regulations to follow.

The role will act as part of the Finance Management team to ensure that key requirements are met in supporting the Head of Finance.

Key Duties include;

• To obtain maximum value from frameworks and from the relationship with external organisations.
• Lead process improvements in the purchase to pay process, including arranging cross-functional meetings as required.
• Facilitate the tendering of contracts to ensure compliance with legislation as well as financial regulations. Ensure that the required number of quotes are obtained / attached to the requisition, in order to comply with financial regulations.
• Manage a small procurement team, giving support and direction to the team, setting and monitoring objectives and personal development plans.
• Oversee the maintenance of the procurement system, including accurate supplier Masterfile data
• Supplier base management, including compliance with Modern Slavery Act
• Providing reporting & Business Partnering to the wider business, including issuing supplier spend reports and identifying / following up on opportunities for cost savings
• To develop the Service Level Agreement for the Procurement function and monitor the performance against this.
• Develop and implement the Procurement Strategy in line with the business strategy and monitor progress in delivering this.

What you'll need to succeed

• Experience in a similar role within the public sector is essential.
• Role holders will have a high level of professional competence and knowledge and are likely to have a degree or equivalent qualification (CIPS/MCIPS) and senior professional experience gained through progressively more demanding and influential work areas, as well as demonstrating success in an important specialist area.
• People management skills are desirable, but not essential.
• Sufficient knowledge and aptitude to create new procedures and working practices and develop future strategies is required.
• Knowledge of project management techniques would be advantageous.

JOB PURPOSE : 

• Responsible for managing end-to-end procurement, sourcing and expediting activities to support business operation’s needs and ensure availability of reliable pool of suppliers in providing best value products and/or services.

DIMENSIONS (Financial and Organization Perspective) Financial Perspective: 

PRINCIPAL ACCOUNTABILITIES: 

• Plan, execute and monitor the procurement of material and services to support smooth, efficient and cost-effective procurement in meeting MOSPL operational needs in line with the MISC procurement policies and guidelines. 
• Prepare and execute issuance of market survey questionnaires to potential bidders. 
• Plan and execute pre-tendering activities, prepare RFQ documents, coordinate and manage the Technical & Commercial Bid Evaluation Exercise ensuring compliance with procurement policies and guidelines. 
• Review and ensure that the preparation of RFQ documents is correct, complete and comply with MOSPL Purchasing procedure / guidelines prior RFQ issuance. 
• Manage the CNDA (Confidentiality & Non-Disclosure Agreement) and/or Compliance Due Diligence exercise i.e., KYC Questionnaires and DDRA for potential bidders. 
• Issue Purchase Order (PO) to vendor, track the delivery and manage any change order or variation order. Process invoices in timely manner and seek the necessary approval according to the Limit of Authority (LOA). 
• Organize and ensure that the quotation exercises are approved within schedule by the Approving Authority in accordance to Limit of Authority to meet project deliverables. 
• Manage the procurement related documents in share point ensuring all documents (including RFQ, CDD, CNDA, etc.) are uploaded timely for easy access and audit purpose.

Procurement Team Leader needed in Isle of Wight

The rate is £339.78 per day PAYE

This is a temporary role

The successful candidate will be responsible for managing a small team of procurement officers that provide procurement support to a wide range of client departments. With the exception of attending audit committee when required. This role can be entirely remote, with no need to attend the Island but the person will be required to ensure that the team are supported.

They will be a key point of contact for the team when the team needs advice and guidance regarding procurement related queries for ongoing work. With over 100 projects currently underway there will be a need for a broad knowledge of Local Government procurement categories.

The successful candidate will be the most senior point of contact for procurement related queries, therefore, applicants will need to have sound working knowledge of Public Contracts Regulations 2015. The successful candidate will also have a small portfolio of their own projects to manage and complete as well as being the procurement representative on a number of project boards.

Ideally MCIPS Registered is desirable along with relevant qualifications.
