This position involves a multi-grade career ladder. The major duties listed below represent the performance level of GS-6. At the GS-5 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties to include, but not limited to:
Performs direct medical supply Purchasing to the administrative and clinical services of the VA to initiate the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans. This is a direct patient care position and the incumbent must work directly with the Veteran, his/her family, surgeon or clinical provider. Initiates procurement of all outpatient medical requirements to include; direct individual purchases to the Veteran, stock purchases for immediate availability, all medical surgical implants used during surgery, and/or rental requirements associated with continual outpatient medical equipment and supplies. Read, understand, and adhere to VA Provider Prescriptions/Consult to determine eligibility and entitlement of a Veteran's status for prescribed equipment and understand and follow acquisition regulations per VHA Directives and Handbooks, VISN policies and station memorandums, the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations (VAAR). Account for all expenditures and inventory working between two separate programs, the purchase card and the prosthetics program; which require the use and knowledge of unique 2237 or 1358 obligation methods. Balance expenditures against obligations between the programs and document all inventory and purchasing actions in the Veteran's medical record and make medical notes to update the clinical provider, PSAS staff, Veteran and his/her family.
Procurement and Purchasing Support
- Performs procurements within the simplified acquisition threshold through competitive open-market procedures or by placement of an order or blanket purchase agreement under a GSA Federal Supply Schedule (PSS) contract.
- Makes purchases of equipment, commodities and services using standard methods. Determines any additional information needed to support or complete purchase requests. Coordinates with requesting offices to obtain additional information determined necessary to support or complete purchase requests.
- Performs technical level purchasing support adhering to the FAR, VAAR, VHA, and Prosthetics Directives and Handbooks, VISN policy and station memorandums to acquire patient specific medical equipment, supplies and services. To include; rentals to meet the outpatient medical needs of the services, which include all outpatient durable medical equipment and supplies, rehabilitation equipment, mobility and daily living aids, neuro-sensory, home oxygen, inpatient surgical implants and supplies.
- Determines if requests or portions thereof can be met from Government sources. Determines appropriate commercial sources. Determines extent of competition required. Determines methods of solicitation. Prepares synopses for Commerce Business Daily.
- Develops Requests for Quotation. Identifies situations warranting vendor on-site orientations or conferences for prospective vendors prior to submissions of quotations.
- Solicits competitive offers. Actively seeks new sources and potential vendors. Evaluates responses to bids and requests for proposal.
- Documents all recommendations and actions. Compiles statistics and prepares reports on purchasing
activities. Prepares purchase award documentation. - Performs other similar duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 7:45am- 4:30pm
