QUALIFICATIONS

• An advanced degree at the master’s level or above in social science, public health, or other appropriate area is required.

About this role:

The Strategic Information (SI) Unit at Management Sciences for Health (MSH) is launching a new Research and Data Use team that is tasked with building organizational capacity to ensure robust research methods are prioritized, that research and studies outcomes are used to improve project performance and building our presence in the peer-reviewed literature. This will include ensuring that research activities are supported to:

Support projects to develop research protocols that include the research questions, hypotheses, study design, sample size, data collection, management, and analysis plans, data collection tools, research ethics considerations, consent forms, dissemination plan, and work plan/timeline. Data use is prioritized at multiple levels, including but not limited to: with the MOH and partners, and at regional and district levels. Research partners are thoroughly vetted and managed by individuals with research expertise. Develop abstracts and publications that tracked in an organizational research compendium.

The RDU Lead will work under the direction and supervision of a Strategic Information Technical Director and in partnership with the Leads for Monitoring, Evaluation, and Learning (MEL), and Data and Digital Health (DDH). The RDU Lead will develop and implement the RDU strategy as part of the SI one, being coherent with MSH 7-year Strategic Plan. Additionally, the RDU Lead will support projects in their research activities using a client-centered approach, serving MSH projects so they design and implement state-of-the-art research methods and activities. Findings from research activities will be shared within and across projects to further data use.
 

What are the main responsibilities?

RDU Team Leadership – 35%

• Develop and implement RDU strategy
• Collaborate and participate SI thought partnership with MEL and DDH leads
• Hire and manage staff
• Contribute to organizational initiatives involving research and data use

RDU Project Support – 50%  

• Provide expertise in research and ensure quality assurance at all key stages of MSH research activities, especially supporting projects in the development and review of protocols
• Supervise local research agencies
• Contribute and mentor on the development of research reports, technical briefs, peer publications, and abstracts
• Lead capacity building sessions on selected research topics (e.g., protocol development, writing publications, writing abstracts
• Develop SOPs and tools to enhance data use for decision making at region and district levels           

Organizational Initiatives – 15%

• Oversee the development of an MSH research compendium
• Contribute to research ethics policies, reviews, and processes, closely collaborating with MSH Scientific Committee

About the Project:

Nigeria’s Global Fund Resilient and Sustainable System for Health (RSSH) Grant Cycle 7 (GC7) is supporting a health financing project which will provide health insurance for select vulnerable populations to assist them to attain quality health outcomes without financial hardship. Management Sciences for Health (MSH) will implement this project in 4+1 states for the period 2024-2026. The project implementation will be accompanied by evaluation and learning to support improvements in service delivery, health financing and sustainability. The Project Director will have overall responsibility for the successful implementation of the project, ensuring that targets are met, results achieved, and all donor requirements fulfilled.

About the Role:

The Project Director is the technical lead for the project and is responsible for coordinating and managing all activities for this project. S/he shall be accountable and responsible for the development, regular update and implementation of the work plan and budget to ensure attainment of the program goals and objectives. S/he will lead the project implementation and oversight in line with the project’s goal, objectives and approaches, to contribute to the strategic goals of health financing in Nigeria, working in close collaboration with the National and State Health Insurance Authorities, relevant disease programmes of the Federal and State Ministries of Health, Civil Society Networks, and development partners. S/he will serve as the primary liaison between the project, government counterparts, stakeholders, and partners involved in health financing and/or implementing related programs in the country, such as expanding financial risk protection and implementing integration of comprehensive HIV and TB services into State Health Insurance Schemes.

The Project Director is accountable for the management and supervision of the project team, provides strategic and technical guidance and works closely with the assigned Technical Service Lead, other home office technical and operational staff, and other MSH projects in the country to ensure that MSH GC7 Project plans and activities effectively address set goals and objectives. As the head of the country project team, he or she ensures the timely and quality delivery of project products and activities and supervises in-country project staff.

• Support Nigeria and the project states efforts to strengthen and expand coverage of the social health insurance programme.
• Lead the project team to develop and implement operational plans, including monitoring, evaluation and learning activities.
• Lead technical engagements with government ministries, departments and agencies, development partners, private sector, civil society organizations including patient networks, and other implementing partners working in the health financing sub-sector.
• Develop and implement project results framework, performance monitoring and management plans, technical strategy and annual work plans for the project, in collaboration with the project team.
• Ensure excellent delivery of project activities within approved budget and timelines.
• Provide technical leadership and oversight to the project implementation.
• Organize and participate in technical forums, technical working groups and other relevant meetings at national and state levels that will contribute to the excellent execution of the project and outcomes.
• Provide technical assistance to government ministries, departments, and agencies (MDAs) in health financing as may be required throughout the project implementation period.
• Provide technical and managerial leadership to the project team, ensuring all team members are performing at optimum level.
• Ensure effective coordination and collaboration with other relevant projects financed by the Global Fund and other donor partners in the country.

Specific Responsibilities Include:

Vision, Technical Strategy and Results (25%)

• Develop and manage the Results Framework, Performance Monitoring Plan, Technical Strategy, annual project work plans, technical assistance plan and budget for project technical assistance in the country, in collaboration with Portfolio Director, Performance and MERL team and Technical Advisors, according to GC7 requirements, obligations, results frameworks, approaches and standards, and Results Management Systems (RMS) guidelines. Manage the implementation of project technical activities at the national and state levels ensuring that all activities are adequately implemented in a timely fashion and that they adequately address the Health Financing focus in the Global Fund Strategy
• Management needs at the different levels of the system to meet the expectations of clients, partners, and other local stakeholders.
• Provide technical leadership and direction for the development and implementation of innovative strategies and approaches in supporting Health financing in Nigeria and system strengthening activities in country.
• Facilitate the identification and provision of required short-term technical assistance in support to program activities in collaboration with home office and state offices based technical teams.
• Monitor project training and on-site capacity building activities, ensuring the development of local institutional and personal capacities needed to State health insurance premiums for target populations while ensuring country ownership and sustainability of interventions.
• Maintain close interaction with the Portfolio Manager based in Abuja to ensure adequate support to the country program, completion of work and the achievement of targets in a timely fashion and within budget. Also, ensure that plan adjustments are made and documented as necessary.

Project Management (25%)

• Manage the day-to-day operations of the country/project office and serve as a liaison with the home office to ensure that logistics, contracts, letters of agreement, and any approvals are adequately in place in support of program activities. Also, ensure adherence to MSH office management and accounting procedures.
• Conduct budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures, and MSH and project requirements.
• Ensure implementation of activities in compliance with project contracts, MSH and Global Fund policies, regulations and Standard Operating Procedures (SOPs).
• Implement a Financial Pipeline Tracking system for effective budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures (SOPs), and MSH and project requirements.
• Ensure project staffing, structure and reporting relationships are aligned with country needs, local context and available resources.
• Promote and facilitate staff participation in MSH's Technical Exchange Networks (TEN), relevant social networks and south-to-south exchanges.
• Manage human resources as per MSH values, policies and guidelines, and implement an effective performance management program focusing on results and individual accountability, including regular check-ins, annual reviews, supportive supervision, a merit-based reward system, training, coaching and career development support.

Reporting (25%)

• Facilitate the review of technical reports developed by other team members and/or consultants ensuring the quality of delivered products and that reports/recommendations are appropriately disseminated among counterparts and partners.

Safeguarding MSH (25%)

• The PTA works closely with all CG7 and country projects, Technical Strategy Leads, and Portfolio Managers to identify opportunities to use new and existing global and GC7 developed tools, to coordinate technical work, and to ensure that the GC7/Nigeria strategies and technical approaches are based on and informed by country-level needs and priorities.

QUALIFICATIONS

REQUIRED QUALIFICATION

• A post-graduate degree in health financing, health economics, public policy, or public health.

REQUIRED MINIMUM EXPERIENCE

• At least 8-10 years of progressive experience in designing and leading financing for public health programmes, preferably for HIV and tuberculosis on a large scale. Experience in international public health highly preferred. 

KNOWLEDGE AND SKILLS

• In-depth knowledge and experience in health policy development, implementation, and evaluation.
• Demonstrated knowledge and experience in Nigeria’s health system, particularly health financing and management of large-scale public health projects.

Specific Responsibilities Include:

General Responsibilities (50%)

• Support the Government of Nigeria’s efforts for the long-term financial sustainability of its health sector and has accountability for developing and implementing programs to strengthen health financing mechanisms affecting both the public and private sectors.
• Lead, support or supervise analytical work and economic analysis in areas potentially including but are not limited to fiscal space analysis, service costing, cost-effectiveness analysis, HTAs, equity analyses, national health accounts, health insurance and strategic purchasing, and the development of health financing reforms, policies, and plans.
• Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, M&E plan and annual work plans related to health financing activities as per MSH technical frameworks and standards, and guidelines.
• Ensure technical excellence within budget and on-time delivery of activity results related to health financing. Periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets.

Management Responsibilities (25%)

• Collaborate with the Project Leadership and Monitoring, Evaluation, and Learning (MEL) teams to ensure health financing activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance (including re-orienting and adjusting strategies when needed).
• Participate in technical forums, working groups, and other meetings with host country government and other counterparts as needed.
• Manage and mentor the project health financing team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, coaching and career development support.
• Continually scan the project environment and ensure effective dialogue and relationships with project client(s), beneficiaries, and other local and international stakeholders.

Program Support (25%)

• Develop/adapt performance metrics and reporting tools for performance measurement and reporting at state and national levels.
• Establish and maintain up-to-date database for the project.

Specific Responsibilities Include:

General Responsibilities 

• Support the process of documenting and reporting RSSH GC7 achievements in Nigeria.
• Provide oversight and M&E support to RSSH GC7 Malaria Nigeria as needed.

Management Responsibilities 

• Spearhead the strategic design and implementation of the RSSH GC7 project PMP in line with GF and national reporting requirements.

• Establish systems for the flow of information from service-delivery points to the RSSH GC7 central data base and ensure timely M&E technical support to all implementing entities at the state level.  As well as conduct periodic data quality audits.
• Ensure RSSH GC7 PMP provides adequate data for the relevant ministry of health departments and agencies (at the national and state levels) reporting; and provides inputs into other national and international reporting systems.
• Build the capacity of M&E staff in the design and implementation of a coordinated and effective monitoring and evaluation system.
• Ensure state-of-the art database management practice for RSSH GC7 project.
• Analyze M&E data on a monthly, quarterly, and annual basis and flag action areas to the project management.
• Link and analyze resource inputs, outputs and outcomes and report on project effectiveness and efficiency.
• Work with GF RSSH GC7 management to document and publish best practices.
• Liaise and network with relevant RSSH GC7 partners and collaborators to harmonize our reporting systems.

REQUIRED MINIMUM EDUCATION

• A postgraduate education in health informatics, demography, statistics, public health, natural or social sciences.

REQUIRED MINIMUM EXPERIENCE

• A minimum of 7+ years of related experience is required.
• Experience in monitoring and evaluation of public health programme, especially a health financing project highly preferred.     

KNOWLEDGE AND SKILLS

• Proven ability to provided technical leadership and support, capacity building and technical assistance for the design and implementation of monitoring and evaluation plans, performance management plans, databases and analytics.
• Some knowledge and skills in economic evaluation, quality improvement programmes and health outcome measurement.

MAIN PURPOSE OF JOB

The Driver will provide transportation support to Rwanda HSS Next project staff and visitors for project-related activities. Deliver program materials and equipment to project implementation areas (provinces, and health facilities) as appropriate. 2. Vehicle Maintenance 

• Assist with proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely servicing of vehicle so that the vehicle is kept clean and in good running condition at all times (exterior car wash and interior cleaning/vacuuming; change oil, purchase of battery etc.). 

• Ensure cost-savings through proper use of the vehicle. 

  Inspect vehicle before and after every trip. 

3. Administration 

• Ensure all trips are supported by approved trip authorization forms. 
• Coordinate with admin unit on trip scheduling. 
• Promptly complete log book and other daily vehicle records. 
• Assist in ensuring vehicle registration; licenses, insurance, etc. are current and compliant with road regulations. 

4. Other Duties 

• Provide office support on maintaining a clean environment within office premises.

The Data Use and Informatics Advisor is a key member of the USAID Ireme team, responsible for designing, producing, and disseminating high-quality data in the form of reports and visualizations that communicate complex information about Rwanda’s health system to various audiences. The main duties and responsibilities of the Data Use and Informatics Advisor include:

• Develop and implement a project-level data use and Informatics strategy for the project, aligned with the project's objectives, indicators and learning agenda.
• Transform workplan in a digital tracking tool to help track of implementation progress, and work with the MSH HQ team to innovate action tracking tool.
• Work with the MSH HQ to ensure relevant data are reported in the organizational DHIS2 and Power BI instances .

MAIN DUTIES AND RESPONSIBILITIES

1.Technical Activity Management :

• In collaboration with the MOH, improve healthcare worker performance appraisal system and procedures, and work with the National Public Service Commission’s Disciplinary Committee to refine disciplinary policies, procedures, and documentation, increasing the efficiency of disciplinary procedures and outcomes.
• Work with the MOH Health Workforce Department, professional councils and associations, and institutes of higher education and universities to strengthen continuing professional development, including development of career development pathways and increasing learning opportunities, both clinical and non-clinical, for healthcare workers to grow in their careers as well as complete continuing education requirements for licensing.
• Collaborate with the Higher Education Council (HEC) to support implementation of Higher Learning Institutions audits recommendations.
• Participate in appropriate technical forums, working groups, and other meetings with host country government and other counterparts as needed.

• Working with all stakeholders in the field of Human Resources for Health to build a system of gathering data and information exchange to inform the policy and other implementation organs for efficiency use of HRH data, planning and forecasting.

2.Capacity Strengthening :

• Support and implement capacity strengthening for people management and gender-transformative supportive supervision within health facilities to improve work climate and increase professional development and growth opportunities.
• Work with key stakeholders and the Capacity Building Advisor to develop eLearning and face-to-face courses for healthcare workers related to healthcare ethics, people management, orientation to healthcare in facilities, etc., as relevant and needed.
• Collaborate with the MOH Health Workforce Department to incorporate content relevant to emergency response in relevant CPD and eLearning curricula and to develop virtual learning courses on surge coverage and continuity of care.

3.Project planning and reporting :

• Work with the HRH Team Lead to develop project HRH work plan, approaches, and activities to strengthen HR management and professional development among Rwanda’s health workforces.
• Collaborate with the Workforce Optimization Analyst to ensure information and data from strengthening activities above are captured appropriately in ongoing HRH optimization activities and databases.
• Contribute to routine reporting and project deliverables as required.

The Opportunity

Management Sciences for Health (MSH) is seeking a Chief of Party (COP) for the anticipated USAID Malaria Vector Control Activity designed to identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden, and moving Tanzania closer to malaria elimination.

This position is subject to project award and funding.

About your role

Our Chiefs of Party (COP) lead and manage our projects and are accountable for project deliverables and results. They do this by ensuring the values of MSH: Respect, Accountability, Equity, and Impact, are embedded in all project activities. In this regard, they have full accountability and authority for the development, execution, and monitoring of the projects, including vision and technical strategy; project management; documentation and communication; client(s) stakeholder(s) relationships; and coordination and synergy with other MSH projects.

How will YOU accomplish this?

As the COP you will be expected to provide technical leadership and managerial oversight for and ensure the efficient implementation of the USAID Malaria Vector Control Activity, all project strategies, and activities. You will serve as the central focal point for the United States Government, the Government of Tanzania, the National Malaria Control Program (NMCP), other government agencies completing malaria control activities, and various

other malaria stakeholders in-country fostering an environment of mutual respect and a “can do” attitude. Specific areas of accountability could include:

· Overseeing the implementation of program activities (which may include a combination of strategic plan development and execution, capacity building, management of information systems, entomological activities, and private sector engagement).

· Ensuring effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).

· Promoting the MSH values of creating an equitable and respectful work environment, that fosters a sense of belonging for all. You will ensure project staffing, structure and reporting relationships are aligned with project needs, local context, and available resources.

· Managing and mentoring the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, training, and coaching to encourage our staff in their career development initiatives.

· Developing and leading a capacity-strengthening plan for transferring vector control knowledge and skills to local institutions and develops important connections for assuring an increased role of local institutions in vector control planning, implementation, and monitoring.

You will be required to develop a measurable technical strategy and execute a project results framework, performance monitoring plan, and a result and learning dissemination plan. La Côte d’Ivoire, à l’instar des autres pays, a accueillie en décembre 2023 un atelier d’évaluation externe les 4 au 8 décembre 2023 à Abidjan. Le but était d’évaluer les capacités des 19 domaines pour une application correcte du RSI 2005. Dans le processus post-évaluation deux jalons importants sont attendus : Le plan stratégique une seule santé  2023-2027 et le Plan d’Action National de Sécurité Sanitaire (PANSS) 2023-2027. Il s’agit de renforcer la coordination  des activités multisectorielles et collaboratives.

La mise en commun de toutes les expertise nationales est nécessaire sous la coordination de la plateforme une seule santé et le secrétariat one Heath, les différents partenaires. Ces documents permettront d’adresser les défis dans chaque domaine dans le cadre de la sécurité sanitaire mondiale.

C’est dans ce cadre que la plateforme « Une Seule Santé » avec le support de MTaPS ( MSH), partenaire technique de mise en œuvre de USAID-GHSA recrute un ou une consultant(e) pour  apporter un appui technique à l’élaboration de ces documents techniques pour une meilleure gestion et assistance technique pour enforcer les capacités des différents domaines du RSI.

Objectif de la consultation

Il s’agit d’apporter en général un appui technique dans l’élaboration de documents et outils nécessaires.

• la mise à jour du plan stratégique une seule santé cote d’ivoire, au regard des défis identifiés lors du JEE.

• l’élaboration du plan action opérationnelle du secrétariat de la plateforme une seule santé, enfin

Organiser la réunion du comité de veille pour garantir l’ancrage institutionnel au plus haut niveau de la gouvernance pays.

Résultats attendus du consultant

• Le plan d’action opérationnel du secrétariat multisectoriel de la plateforme une seule santé est élaboré et disponible.

• Le plan stratégique national de la plateforme une seule santé de côte d’ivoire est actualisé

• La réunion du comité de veille est réalisée

QUALIFICATIONS

Le/la Consultant(e) devra être titulaire d'un diplôme universitaire (BAC +5) et :

• Avoir une expérience d'au-moins quinze (15) ans dans la gestion et la mise en œuvre de projets de santé ou de développement                    

• Avoir participé au moins à l’élaboration d’au moins plusieurs soumissions des pays (en côte d’Ivoire ou en Afrique subsaharienne) pour les financements banque mondiale, fonds mondial de lutte contre le sida, la tuberculose et du paludisme etc.

• Avoir une expérience dans l’élaboration des plan action opérationnel de programme de santé et développement .

• Avoir participé à l’élaboration d’au moins deux soumissions aux bailleurs sur le renforcement des capacités institutionnelles des systèmes de santé humaine ou de santé animale  en Côte d’Ivoire et/ou en Afrique subsaharienne  ;

• Expériences dans l’identification des récipiendaires et des sous récipiendaires des fonds dans au moins deux pays de l’Afrique subsaharien

• Avoir une connaissance du système de santé de la Côte d’Ivoire

Compétences - Excellentes capacités d'élaboration, de planification et de coordination de projets ; - Capacité d'animation et de mobilisation ; - Capacité d’initiative et de proposition ; - Capacités d'analyse, de synthèse et rédactionnelles ; - Sens de l'organisation et des priorités, autonomie, méthode, rigueur et minutie ; - Aisance relationnelle ; - Maîtrise du français à l’écrit et à l’oral ; - Savoir bien communiquer en anglais à l’écrit et à l’oral est un atout. La Connaissance des procédures de la banque mondiale est un atout.
