Purpose:
This is a key HR operational management role reporting into the Head of People and Culture. The HR Operations Manager is responsible for delivering on the HR agenda with other DBS HR team members. The role supports the delivery of a full range of HR services, with a focus on driving a positive inclusive work culture.
Its primary focus is to manage all facets of operational matters as it pertains to HR support, business partnering, ER/IR matters, payroll reporting and coordination, policy development, and when required, recruitment, in order to provide an effective and efficient HR service to the College.
Key Responsibilities:
Build strong relationships with internal and external stakeholders helping to enhance the people agenda;
Provide ongoing advice on all people issues including performance management, absenteeism, grievances, disciplinary processes and any other employee relations issue that may arise, ensuring that best practice is adhered to at all times.
Continually evaluate and improve upon the HR services offering and support the delivery of key HR and business initiatives in line with the HR strategy and the broader College Strategy.

Drive efficient HR operations/administration activities;
Manage HR risks in line with regulatory, audit and compliance criteria;
Support the Head of People and Culture in the roll out and engagement of new HR initiatives as and when is required;

Act as a support, coach and mentor to other colleagues in the HR team.
More specifically:
HR Operations and Administration
Recruitment - Assist and support the HR executive on all aspects of recruitment when necessary through Workday;
Support managers to ensure the setting of effective SMART objectives and the timely completion of annual appraisal processes, implementing guidelines and training utilising the Workday system;
Manage the operations and administration of all employee lifecycle milestones e.g. on boarding, performance appraisals, training, exit interviews;
Ad hoc projects - work on various ad - hoc projects as and when required;
Provide advice and support to the all key stakeholders within DBS;
Contribute to the improvement of the HR function;
Support and mentor HR colleagues in the day-to-day operations of the function.
Information, Data Management and Reporting
Ensure all workday files and the HR shared file have all up to date information on employees in relation to contracts, personal details, qualifications, Passports, visas (if required);
Monitor and manage contracts in accordance with the academic working group guidelines and be a member of the ADWG working Group;
Ensure Workday is working to capacity by cleansing data on a timely basis so as to generate accurate reports;
Work closely with the HR Team to ensure the accurate and timely delivery of data requests and various ad-hoc reports as and when required;
Administer the monthly payroll and ensure all compensation and benefits activities are carried out efficiently and accurately (e.g. DBS Death in Service, Pension, Health Insurance, PRSA schemes etc.);
Adopt a continuous improvement approach to reviewing, standardising and simplifying payroll processes and procedures;
Assist with the benchmarking of salary data and job levelling for the salary review process;
Ensure we are compliant with the minimum wage and living wage directives;
Work closely with the HR Team to ensure the accurate and timely delivery of various ad-hoc reports to fulfil the needs of the HR team as well as business and external stakeholders;
Work on various requests as directed by Kaplan Group e.g. Provision of CSO and management statistics;
Manage and monitor the HR Budget;
Deliver exceptional HR advice and service to the Head of People and Culture and all College stakeholders.
Compliance
Employee Relations
Provide advice and support to DBS Managers in relation to absence management, probation, performance, conduct, capability, redundancy, grievance, equality/diversity/inclusion, recruitment and selection, and all other HR and ER issues;
Ensure all advice is provided and is in line with employment law legislation in relation to contracts, policies and procedures;
Assist the Head of People and Culture with preparation of any potential employment tribunal claims;
Person Specification and Competencies Essential Experience
Minimum of 6/7 years’ experience working in a HR environment as a senior HRBP of HR Manager;
A significant track record of success in providing comprehensive HR support to relevant business units and key stakeholders within an organisation;
Sound understanding of current employment legislation and its practical implications
Experience in delivering projects in a commercial environment;
IT literate with an excellent knowledge of Word, Excel and Powerpoint and Google equivalents;
Workday is desirable;
Excellent verbal and written communication skills;
Creative problem solving with a focus on continuous improvement and compliance management;
Positive ‘can do’ attitude;
Good time management, attention to detail and well-structured output
Comfortable with interrogating data;
Results driven;
Resilient, able to manage and deal with highly confidential matters using sound judgement;
Good team player.
