Working location: 164 Gul Circle {but will be relocating to 10 Tannery Lane in Q2 2025.
Working information: Mon to Fri (on-site) 9am to 6pm inclusive of 1 hour meal break & Sat 9am to 1pm (WFH)

Job Summary
We are seeking a proactive and dynamic Training and Development Executive/Senior Executive to manage our Career Conversion Programme. This role is pivotal in overseeing programme administration, stakeholder engagement, and outreachactivities. The successful candidate will play a key role in workforce development, impacting both individuals and companies within the construction industry.
Key Responsibilities
Programme Administration & Stakeholder Management
Programme Operations:
Oversee the end-to-end administration of the Career Conversion Programme, ensuring full compliance with Workforce Singapore (WSG) guidelines.
Manage the submission of claims and maintain meticulous records using SSG-WSG's online Financial Management Systems.
Monitor and report on programme performance, preparing regular updates for internal and external stakeholders.
Stakeholder Engagement:
Act as the primary liaison between Academy institute, participating companies, and programme candidates.
Provide comprehensive support to companies, addressing queries and facilitating smooth participation.
Assist individuals in understanding programme benefits and processes, ensuring a positive experience.
Financial Management:
Handle budgeting and financial tracking for the programme.
Ensure timely and accurate processing of wage support claims and reimbursements.
Administrative Support:
Coordinate with internal teams to streamline processes and improve efficiency.
Maintain up-to-date documentation and records for audit and compliance purposes.
Outreach and Engagement
Business Development:
Identify and engage potential companies to participate in the Career Conversion Programme.
Develop and implement strategies to promote the programme's benefits to industry stakeholders.
Event Management:
Plan, organise, and execute workshops, seminars, and conventions, both physically and through hybrid modes.
Deliver engaging presentations and host events to raise awareness and drive participation.
Participant Onboarding:
Conduct orientation sessions for new hires, clearly explaining programme details, expectations, and outcomes.
Additional Responsibilities
Organisation Academy Support:
Respond to general enquiries about SCAL Academy's courses and services.
Assist programme coordinators with class scheduling, coordination, and logistics when required.
Continuous Improvement:
Gather feedback from participants and stakeholders to identify areas for enhancement.
Collaborate with the team to implement improvements to programme delivery and effectiveness.
Qualifications
Education:
Minimum Diploma or Higher Nitec in Business Administration, Public Relations and Communication, Marketing, Human Resources, or a related field.
Experience:
At least 2 years of relevant experience in training and development, programme management, Human Resource Management or a similar role.
Experience with government-funded programmes or within the construction industry is an advantage.
Skills and Competencies
Technical Skills:
Proficient in using SSG-WSG's online Financial Management Systems.
Familiarity with general claims procedures, wage support schemes, and basic financial processes.
Advanced proficiency in Microsoft Excel and other MS Office applications.
Soft Skills:
Excellent communication and presentation skills, capable of engaging diverse audiences.
Strong organisational abilities with a keen eye for detail.
Meticulous in documentation, record-keeping, and process management.
Ability to build and maintain strong relationships with a variety of stakeholders.
Self-motivated, proactive, and able to work independently as well as part of a team.
Problem-solving skills with the ability to identify issues, analyse options, and implement effective solutions.
Language Proficiency:
Strong command of English, both written and spoken.
