What you will be doing:

• Prepare a clear development brief in respect of the Project’s quality, cost and time requirements and limitations
• Advise on the procurement strategy and prepare project budget and tender documents (pre-contract & post contract administration and procedures)

The BMS Engineer deployed on site is required to perform planned and ad-hoc maintenance works including supervise the Technicians and Contractors in carrying out the works in specific projects. The BMS Engineer should also possess good communication skills and be able to relate to different levels of people. The BMS Engineer should also be proactive in learning and implementing of new technologies on site. The BMS Engineer will also be holding a concurrent role of TE and will discharge his/her duty accordingly to the requirement of the BMS Engineer.

• The responsibilities of the BMS Engineer shall include but not limited to the following:

1. On daily basis, follow up on anomalies or faults detected from the use of the BMS to optimize the building equipment;
2. Deep dive into building function and equipment to improve energy efficiencies and eliminate intermittent faults, derive new fault rules specific and relevant to the Sites; and
3. Manage, operate, configure, modify and perform troubleshooting on the BMS system.

You are:

What you will be doing:

• Manage and oversee the preventive and corrective maintenance works related to hard FM (e.g. Building, M&E services, Plumbing & Sanitary)/ soft FM (e.g. Cleaning, Waste, Pest Control, Landscape, etc)

This role will be responsible to develop and execute sourcing and procurement strategies, cost optimization, and strategic supplier relationships management. Collaborate with internal and external partners to build and execute procurement strategies aligned to corporate objectives. You will establish, monitor and oversee performance metrics to identify and implement continual improvement opportunities. You will collaborate with partners to deliver strategic solutions and coordinate approach to cross-category vendors and key strategic suppliers. You will maintain close interaction with suppliers and internal business partners to ensure procurement needs are addressed while fostering a customer-centric approach to solving issues.Other responsibilities include ensuring department compliance to company policies, procedures and regulations. You will provide leadership for building and implementing procurement strategies, processes, and policy through active oversight of functional teams and projects, and mentor functional leaders through collaboration and the development of sustainable sourcing and procurement solutions. You will also be responsible for conveying corporate business initiatives, providing direction thereof, and drive a clear understanding of line of sight within your team.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

• To manage end-to-end supply chain operations including vendor management, strategic sourcing and category management. Drive, design and implementation of supply chain operational excellence and business process management
• Act as lead for SCM by working within team and cross functional teams in projects for new tender bids, process improvement with focus on but not limited to, efficiency, costs and maintaining a long-term commitment by evaluating probable financial (e.g. contribute to gross margin growth, etc.) and operational impact.
• Analyze current approaches to identify opportunities to improve speed and effectiveness of project. execution, materials, sourcing, workflows, and costs.
• Deliver presentations and effectively articulate pros and cons, facts and figures, and broad business topics to various stakeholders including senior management team.
• Assist with development of the plan, budget and trends of the supply chain in line with the strategy and controlling of budget on costs as a strategic partner
• Monitoring of other SCM KPIs, generate monthly reports of activity in a timely manner, respecting the deadlines, ensure data quality, and communicate effectively.
• Develop effective relationships with Executive management, Functional and Country Leadership, Site Management and report regularly to these key stakeholders on progress.

Strategic Impact

• To drive a holistic, and continuous evaluation and re-evaluation of the sourcing activities in the organization to achieve lowest Total Cost of Ownership (TCO) along with minimal supply chain risk
• Analyze spend category, conduct market research and benchmark category trends, create and manage multi-year strategic sourcing strategies, and implement programs that provide a competitive advantage; identify synergies and develop strategies to capture cross-project opportunities
• Manage complex request for proposals (RFPs), Request for Quotation (RFQs), Request for Information
• (RFIs) and review tender / bids using lowest bid, lowest cost per quality point or best value analyses.
• Creates contract, negotiates terms, and implements services.
• Responsible for developing sourcing strategies for commercial procurement categories. Develop deep category, product and supplier knowledge to drive continuous improvement.

Create a Valuable Business Partnership

• Provide regular high-quality category communications to relevant stakeholders to ensure the businesses have a thorough understanding of the value of procurement initiatives, industry best practices, trends and category knowledge, etc.
• Responsible for establishing and managing service level agreements and performance metrics to ensure acceptable service levels are delivered across the BUs.

Operational Excellence (Team, Tools, Process etc)

• Assist in leading the Strategic procurement team to actively and continuously foster a culture that places top priority on product / service quality, product / service safety, and supplier performance.
• Challenge existing processes and constantly drive an innovative culture of continuous improvement within the supply chain management team
• Undertake adequate analysis enable effective supplier negotiations which deliver a sound cost base
• Support the development of AOP and forecasts with the business; proactively develop strategies to achieve Plan and forecasts

Supplier Strategy and Performance Management

• To develop, maintain, and execute overall supplier and category strategies to continuously improve our capacity and capability to ensure achievements of overall business objectives
• Maintain relationships with strategic suppliers to identify areas of improvement and to drive innovative solutions. Resolves vendor disputes. Manage supplier relationships and performance to ensure timely supply of high-quality products and services while maintaining focus on superior customer service
• Lead all quality aspects of Supplier Performance Management and improvement activities including deployment of KPIs, identifying improvement opportunities and regular review of performance with suppliers
• Cascade performance metrics, policies, and procedures across our supply base
• Establishes and maintains relationships with vendors. Develops and implements strategies to optimize contract negotiations, contract renewals, invoicing and conducts visits to evaluate vendor performance.
• Monitor supplier performance to program deliverables and quality. Conduct root-cause analysis and develop and implement countermeasures as needed, including ownership of our supplier Corrective Action & Preventive Action (CAPA) process.

REQUIREMENTS:

• Bachelor’s degree in Procurement, Engineering, or other related business domains, or certified professional in Supply Chain Management
• Minimum 5-10 years of Procurement and Supply Chain Leadership experience in similar capacity
• Ideally with industry exposure to Real Estate, FM, Engineering, Design or Construction
• Strong communication skills with ability to comprehend, analyse, interpret complex business documents
• Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.

Key Responsibilities:

• Manage the financial closing process for Singapore operations, ensuring accuracy, timeliness, and compliance with accounting standards and regulations.
• Oversee the preparation and analysis of financial statements, including Balance Sheet and Profit & Loss,
• Controllership Responsibilities:
• Assume ownership of controllership functions, maintain a robust internal control environment, and ensure compliance with local and global policies.
• Handle fixed assets accounting, including tracking, depreciation, and impairment assessments.
• Oversee intercompany transactions for C&W Singapore entities, ensuring proper documentation and reconciliations.
• P&L Flux Analysis: Conduct a thorough analysis of Profit & Loss statements for various service lines, investigating variances and providing insights to support management decisions.
• Collaborate with relevant departments to understand and explain fluctuations in financial performance.
• Provide guidance and oversight to the finance executive in Malaysia, ensuring alignment with Singapore's financial processes and compliance requirements.
• Coordinate intercompany activities and transactions between Singapore and Malaysia.
• Financial Reporting and Compliance:
• Prepare and submit timely and accurate financial reports, including statutory reports and regulatory filings
• Coordinate and liaise with external parties - auditors, tax agents, corporate secretarial agency, local tax, and government authorities where required
• Stay updated with evolving accounting standards and regulatory changes, adapting practices as needed.
• Collaborate with the Tax & Treasury Manager to support the bank accounts management which includes processing trade requests and internet banking transactions.
• Responsibilities also include other bank account activities to ensure compliance with banking regulations, review FSC bank reconciliations and ad-hoc bank entries in Workday
• Work closely with Global Treasury & TDS to support the bank automation project to enhance overall cash management efficiency.
• Collaborate closely with cross-functional teams, including FP&A, business operations, Tax, treasury, and Legal, to ensure accurate financial reporting and adherence to business objectives.
• Undertake other projects/assignments and ad-hoc tasks/duties as assigned
