The primary purpose of the HUMAN RESOURCES ASSISTANT (MILITARY), GS-0203-7, is to is to assist a higher graded specialist in researching/studying/analyzing and administering all aspects of the assigned function(s). Performs duties in one or more program areas as described below. Incumbent identifies the scope or nature of a situation and determines the need for and obtains additional information through research of pertinent records, identifying trends and patterns, and/or review of technical reference material in order to resolve problems or controversies pertaining to human resources matters.

• Provides assistance in administering and managing the enlisted retention program. Provides procedural guidance to commanders, supervisors, and staff members on the Weight Management Program (WMP). Provides advice and assistance to commander and staff on various Career Enhancement programs.
• Participates in development of procedures and establishment of policy for building, updating, auditing, and for accountability and disposition of automated and manual records. Ensures records are accurately maintained and updated. Compiles reports and statistical information regarding various programs.
• Prepares reports on strength accountability and provides statistics to senior staff on projected and actual losses. Provides manpower data to commanders and assists them with problem areas. Maintains suspense and updates duty status and deployment availability codes.
• Participates in analysis and subsequent determinations regarding personnel matters that may affect Active Guard Reserve (AGRs), traditional reservists, and/or family members. Participates in staff visits and trains personnel within the unit on Personnel Readiness programs for which they are responsible. Participates in preparation of and presents periodic briefings/orientations on mobilization procedures to commanders required to support deployments.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. • Performs scheduled and unscheduled maintenance on one or more multi-complex electronic integrated systems. Completes operational checks, inspections, tests, trouble shooting, removal and replacement of Line Replaceable Units (LRUs) which are linked with integrated systems and LRUs which are independent or associated with nonintegrated systems. Isolates unusual malfunctions using technical orders, schematics, wiring diagrams, tools, and test equipment including automatic test equipment and Flight Line Test Systems (FLTS). Solves complex problems by analyzing installation, circuitry, and operating characteristics of the systems. (30%)

• Reviews and analyzes maintenance data; determines if criteria are sufficient to provide adequate test, troubleshooting and repair procedures; devises and recommends tests, procedural changes, or data corrections. Aligns, adjusts, and performs final calibrations on integrated systems to determine successful repairs. Analyzes equipment failure and malfunctions and suggests changes to improve operation. Monitors the operation of complex, interrelated systems, analyzes operating trends, proposes preventative maintenance down time to assure continued operating capability, and recommends components for overhaul or engineering evaluation for disposal. (20%)

• Troubleshoots operational malfunctions and analyzes system performance utilizing aircrew debrief data, Technical Orders, schematic and wiring diagrams, engineering drawings, data analysis, common and system-specific test equipment and built in system tests. Performs on and off-equipment maintenance on systems such as automatic flight control, instruments, communication, navigation, and inertial navigation. Coordinates back shop bench check (if applicable, completes testing, repair, inspection, modification, programming, reprogramming, mating, adjusting, alignment, and analyzing of LRUs and shop replaceable units (SRUs). Uses a variety of test equipment such as automatic test equipment (ATE), oscilloscopes, frequency counters, phase-angle voltmeters, optical alignment equipment, digital pitot-static testers, programming units and special purpose test analyzers. Tests and troubleshoots solid state electronic assemblies and subassemblies such as circuit cards, modules, rate generators, electronic control amplifiers, electro-mechanical assemblies, random access memories, programmable read only memories, and various integrated circuits. Identifies faulty parts and repairs to level authorized. Reassembles unit after repair, performs alignment and makes shop checks. (20%)

• Recommends methods to improve equipment performance, technical data, and maintenance procedures by reporting hardware and software malfunctions, initiates material deficiency reports both on equipment and in technical data, and assists in design changes as necessary. Conducts aircrew debriefing to determine the nature of system malfunctions. Documents all discrepancies and maintenance actions performed by inputting information into the electronic records information systems (i.e.: CAMS, IMDS, GO-81, REMIS). Recommends hardware and software changes. Submits change recommendations to Technical Orders. Requisitions supply assets and processes repairable assets in accordance with Standard Base Supply System requirements. Documents maintenance actions in aircraft forms and documents man-hour expenditures and maintenance actions in the maintenance computer system. (15%)

• May upload and download chaff/flare dispensers. This hazardous task may involve the inspection, storage and handling of explosive devices; to include flares, chaff, impulse cartridges and similar items. Conducts on-the-job training on assigned systems and related support equipment and tasks to include classroom instruction as necessary. Provides training to lower graded personnel concerned with the repair of integrated avionics systems. Provides training to newly assigned personnel regardless of grade level. Prepares for and participates in Aerospace Expeditionary Force (AEF) tasking, deployments and various inspections and exercises. Processes and accounts for due-in from maintenance (DIFM) supply assets. Ensures that material and equipment are properly stored, protected and maintained and that funds are not obligated for material or parts without proper justification. (10%)

As a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, you will perform the following duties:

1. Independently performs and examines financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Reviews accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews. (25%)

As a Logistics Management Specialist (Title 32) (Indefinite), GS-0346-11, you will perform the below duties:

1. Serves as the program manager for the Integrated Deployment System (IDS); Deliberate and Crisis Action Planning and Execution Segments (DCAPES), Contingency Operations/Mobility Planning and Executive System (COMPES), Logistics Module-Base Level (LOGMOD-B), Automated Air Load Planning System (AALPS), and Cargo Movement Operations System (CMOS). Ensures that all systems interface within IDS. Serves as the subject matter expert for COMPES to assist the Wing Commander and Logistics Officer in selecting, deploying and monitoring contingency forces. Maintains LOGMOD-B and the Logistics Detail (LOGDET) data, assists in designing logistics packages to meet Operation Plans (OPLAN) tasking, and coordinates with tasked units to ensure compliance and accuracy of systems. Oversees the management and production of AALPS products. Provides continuous guidance and instruction to units on COMPES, Logistic Detail-Base Level (LOGDET-B) data and Manpower/ Personnel Module-Base Level (MANPER-B) matters. Coordinates both LOGMOD-B and MANPER-B portions of COMPES for input and processing. Produces COMPES data to support wartime activities and Operations Other Than War (OOTW) required by units to mobilize and deploy equipment and personnel.
2. Formulates and consolidates logistical annexes for IDS guidance based on regulations, manuals, instructions, and directives issued by higher headquarters. During peacetime and at actual and training deployments, provides staff input and participation in the Deployment Control Center (DCC) and may serve as an alternate IDO for deployments. Plans and develops deployment training for the wing and units in addition to conducting training. Ensures the unit meets all pre-execution and command and control requirements for deployments. Analyzes time phased force deployment requirements to develop plan annexes and schedules for inclusion in execution phase of the wing deployment guidance. As directed by, and in conjunction with the Logistics Officer, assists units by providing guidance and performing staff assistance visits to identify, correct, and assist with deployment oriented problems. Reviews deployment assessment capabilities with unit commanders to ensure that required deployment training is being conducted. Plans and briefs the Logistics Officer regarding the movement of personnel and equipment during simulated and actual deployments and exercises.
3. At the direction of and in conjunction with, the Logistics Officer, identifies required deployment/redeployment support with the wing staff, serving as the NCOIC of the Redeployment Assistance Team (RAT), Air Mobility Command (AMC), and Air Combat Command (ACC) for the transportation of equipment and personnel. Determines the type and number of aircraft required for mission deployment/ redeployment. Validates load plans, priority shipments, and customs clearance requirements. Ensures all unit personnel and equipment are properly identified and prepared for deployment/ redeployment. Assists the Logistics Officer with determining the type and number or quantity of troops and equipment available for tasking and schedules via correspondence with headquarters (i.e., ACC, AMC, NGB, ANGRC, and Numbered Air Forces), as applicable to accomplish specific mission requirements.
4. Reviews resource/logistics plans, programs, and deployment activities with the senior officer to insure authorized mobility equipment is available or on order, and assures that the equipment is properly budgeted. In conjunction with the senior officer, develops program priorities and determines dollar requirements. As directed, develops loadplans and analyzes transportation requirements for the wing and units. Schedules all requirements through AMC and MTMC to ensure personnel and equipment arrive according to planned tasking.
5. Reviews OPLANS, Concept Plans (CONPLANS), Concept of Operations (CONOP), USAF Special Operation Plans, Exercise Plans, and Execution Orders for tasking from higher headquarters. Determines availability of personnel and equipment for tasking and manages the War Reserve Material (WRM) assets at home station and deployed locations for units. Analyzes and identifies tasking for logistical shortfalls, limiting factors (LIMFACs) and problems; and compiles and submits to the senior officer for inclusion in the formal supportability/feasibility studies that allows commanders to make vital decisions that affect mission accomplishment. Formulates and prepares logistics annexes and consolidates inputs from all attached units in accordance with all-applicable regulations and directives.
6. Analyzes In-Garrison Expeditionary Site Plans (IGESP) and participates in site surveys to ascertain, identify, and plan airlift and logistical support requirement needs to support and sustain the wing and units.

1. Serves as advisor to commanders on assigned unit human resources (HR) programs. Interprets policy and provides procedural guidance to commanders, supervisors, and staff members. As a ORDNANCE EQUIPMENT MECHANIC (TITLE 32), WG-6641-10, this position is located in an Air National Guard, Combat Air Force (CAF) Wing, Maintenance Group, Maintenance Squadron, Munitions Flight. The purpose of this position is to provide munitions support to the state and designated agencies in support of their taskings. This dual status technician position requires military membership.

1. Production Section is comprised of Precision Guided Munitions (PGM), Conventional Maintenance, Line-Delivery and Munitions Support Equipment Elements. Assembles/Disassembles, adjust configuration, performs maintenance/test & repair, handles and transports ammunition, rockets, unguided and guided weapons and countermeasures, demolition material, and other types of conventional ordnance such as 40MM, Cluster Bomb Units (CBU), Guided Bomb Units (GBU), general purpose bombs, aircraft canon ammunition, missile systems, decoys, countermeasures to include LUU series flares and dispensers for loading on aircraft based on Unit Committed Munitions List (UCML) and Wings training requirements. Independently troubleshoots electrical/mechanical faults of integrated systems by thoroughly analyzing operating trends. Perform Pre/Post Flight inspection and flight line return inspections. Assigns Weapon Stock Number (WSN) and records builds and teardowns of complete rounds in the accountable property system of record (APSR). Applies determined criteria utilizing fusing and arming systems; technical drawings; precision measuring tools and equipment; wiring diagrams; rigid specifications and close tolerances to examine ordnance systems using a variety of standard precision instruments, gauges and methods. Performs maintenance on electrical, pneumatic, and high pressure air tanks subsystems and assemblies. Configures Munitions Material Handling Equipment (MMHE) for mission support. Delivers in a safe configuration, MMHE/munitions between assembly/staging areas and aircraft parking ramps. Validates expenditure and movement documentation for munitions reconciliation and expenditure reporting. Performs and certifies, armament and support equipment serviceability inspections. Maintains and repairs MMHE for all work orders assigned to maintenance actions. Performs inspections on armament, support, and associated test equipment using a wide variety of processes and techniques. Troubleshoots electrical systems on support equipment for fault isolation IAW electrical wiring schematics, repairs/replaces as required. Repairs/rebuilds hydraulic braking systems and surge brake components on MMHE to include fabrication/bending/routing of brake lines. Prepares, maintains, and updates historical serviceability and maintenance records. Establishes and maintains bench stock and operational stock program. Interprets pilot deficiency reports for missile systems to independently establish repair procedures. Repairs, maintains, and tests functionality and interconnections of electromechanical servo systems, pneumatic, hydraulic, mechanical, and electric motor systems in missile and decoy platforms. Documents PGM serviceability in enterprise wide database Tactical Munitions Reporting System (TMRS) for equipment specialist review and trend data analysis. Coordinates with Air Logistics Complex (ALC) Special Program Offices (SPO) with Time Compliance Technical Order (TCTO) reporting, software/mapping updates and deficiency reporting. (35%)

2. Materiel Section is comprised of Operations, Inspections and Stockpile Management Elements. Manages allocations, stock levels, inventories, requisitions, and disposition of munitions. Validates, maintains, and provides security of accountable/auditable records. Ensures segregation of duties is maintained both physically and within the accountable property system of record (APSR). Manages excess munitions program. Coordinates scheduling of complete, custody, special munitions inventories and compiles inventory adjustment packages as required. The purpose of this position is to provide a professional Industrial Hygienist to plan, schedule, execute, manage, and administer the installation-wide Industrial Hygiene/Bioenvironmental Engineering Program (IH/BEE), which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and well-being of military and technician personnel.

(1) Ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and health (AFOSH) directives and regulations. Acts as the technical expert and advisor to Wing leadership on all issues pertaining to the above directives. Serves as an expert advisor concerning OSHA, the Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), and US Air Force on installation health matters such as, (a) health hazard identification, evaluation and abatement; (b) workplace surveillance, (c) medical-legal documentation, (d) asbestos abatement, (e) lead based paint, (f) ionizing and non-ionizing radiation, (g) Thermo Luminescent Dosimetry (TLD), (h) air emissions, (i) drinking water, (j) wastewater discharges, (k) hazardous wastes, (l) Agency for Toxic Substances and Disease Registry (ATSDR) activities, (m) pesticide use, (n) environmental noise, (o) environmental assessment, (p) environmental sampling, and (q) other environmental monitoring. Serves as an installation expert regarding Nuclear Biological and Chemical readiness issues.

(2) Researches industrial operations and develops, implements, and executes surveillance strategies, inspections and evaluations of operational facilities and various activities to detect and eliminate health hazards. Writes industrial facility case files on installation industrial shops in accordance with Air Force Instruction (AFI) 48-145, Occupational Health Program. Executes appropriate methods and techniques of surveys. Performs base wide no-notice, spot, and special inspections of operational facilities and worksites when statistical analyses and conditions dictate need, when new equipment is to be installed, and/or when hazardous conditions exist. Follows up to ensure compliance of findings. Identifies potential physical, biological, and chemical health hazards in the workplace; evaluates exposure to workers, and prescribes corrective measures which may include changing work processes/procedures, adding/modifying engineering systems, making chemical substitutions, or using personal protective equipment. As necessary, invokes authority to cease any operation due to potentially life threatening conditions. In the case of serious or acute conditions, chronic illnesses, etc., performs follow-up interviews and provides professional guidance to the affected or involved employee(s), physician(s), hospital/clinic, and supervisor(s) to prevent future similar situations. Documents findings using complex inter-relational data basing systems.

(3) Determines and assigns Risk Assessment Code (RAC) to health hazards. Establishes RAC based on potential of significant health risks in relation to occupational health related exposure. Maintains a deficiency log. Prepares, reviews for comments/clarification, and submits AF Form 457, USAF Hazard Report, to the safety office. Reviews AF Form 457 from unit for comment and clarification and forwards to safety office. Prepares and issues AF Form 1118, Notice of Hazard, to shop supervisor and ensures its posting. Assists shop supervisor in completing AF Form 3, AF Hazard Abatement Plan, for hazards identified by RAC 1, 2, or 3. Monitors the abatement of occupational health hazards to ensure corrective action has been initiated. Maintains record of occupational health-related RAC 4 and 5 hazards until appropriate corrective action is completed.

(4) Reviews plans for new and existing facility construction projects. Ensures applicable OSHA, AFOSH, and EPA criteria are incorporated and notes where deficiencies are, recommending appropriate changes to facilities environments that would assure integration of occupational/environmental health and industrial hygiene controls to prevent adverse health and environmental impact.

(5) Manages and assesses installation environmental sampling, analysis and monitoring requirements, and performs ambient, source and substance tests and monitoring. Compiles and evaluates pollution emission inventories to include air, waste water and hazardous materials/wastes.

As a SUPERVISORY POLICE OFFICER (TITLE 32), GS-0083-8, this position is located at an ANG Security Forces Flight. This is an Air National Guard (ANG) Dual Status (DS) Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to serve as a first level supervisor and/or flight chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Security Forces Flight.

1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization.

3. Performs and enforces the full range of police officer duties within the military facility. Incumbent has full powers of apprehension and detention which entails carrying a firearm, operating Security Forces vehicles and equipment, mirandizing suspects, preserving evidence and testifying in court as it pertains to enforcing regulations on a military installation. The incumbent is required to meet all requirements of Federal, Department of Defense (DoD), Air Force (AF), NGB, State, and local level rules and regulations to maintain qualification as a police officer whose jurisdiction is only within the confines of the military facility. Directs and ensures thorough investigations of accidents, suspicious activities, and arrests, and promotes community relations. Directs and supervises the dispatch operation activities involving security force patrols to scenes of crimes, accidents, natural disasters, and apprehensions. Directs or personally performs preliminary and final short-term investigations of a broad range of alleged and actual crimes occurring solely within the local facility jurisdiction.
