GS-11 DUTIES:

1. Serves as the Computer Security (COMPUSEC) Manager. Protects and maintains the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system's life cycle. Establishes and publishes squadron policy to manage the COMPUSEC program. Disseminates information and ensures computer security practices are adhered to by all functional areas in-garrison and in support of deployed war-fighting personnel. Reviews, analyzes, and validates certification and accreditation packages. Continuously identifies and analyzes threats and vulnerabilities to the information systems to maintain an appropriate level of protection. Ensures computer software designs address information system security requirements. Accomplishes risk analysis, security testing, and certification due to modifications or changes to computer systems. Evaluates, assesses, or locally tests and approves all hardware, software, and firmware products that provide security features prior to use on any accredited information system or network. Certifies all software prior to installation and use on communications and computer systems. Executes computer security plans and enforces mandatory access control techniques such as trusted routers, bastion hosts, gateways, firewalls, or other methods of information systems protection.

2. Manages the Information Assurance Program. Implements procedures to ensure protection of information transmitted to the squadron, among units in the squadron, and from the squadron units using local or wide area networks, the worldwide web or other communications modes. Utilizes current and future multi-level security products collectively to provide data integrity, confidentiality, authentication, non-repudiation, and access control of the Local Area Network (LAN). Reports to Major Command (MAJCOM), Air Force Communications Agency (AFCA), National Security Agency (NSA), and Air Force Computer Emergency Response Team (AFCERT) all incidents involving viruses, tampering, or unauthorized system entry. Controls access to prevent unauthorized persons from using network facilities. Limits access to privileged programs (i.e., operating system, system parameter and configuration files, and databases), utilities, and security-relevant programs/data files to authorized personnel. Implements methods to prevent or minimize direct access, electronic or other forms of eavesdropping, interpreting electro-mechanical emanations, electronic intercept, telemetry interpretation, and other techniques designed to gain unauthorized access to Automated Data Processing (ADP) information, equipment, or processes. Recognizes such potential and defines vulnerabilities and oversees the installation of physical and technical security barriers to prevent others from improperly obtaining such information.

3. Serves as the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP). Formulates and develops communications security criteria and requirements for inclusion in mobility, contingency, and exercise plans. Maintains accountability for sensitive cryptographic materials and related COMSEC information. Oversees issuance of COMSEC materials. Maintains COMSEC inventory on the Computerized Management of COMSEC Material (CM2) database. Prepares and evaluates written plans for emergency actions and ensures personnel are fully qualified in the execution of plans. Investigates security incidents to determine the possibility of compromise to COMSEC materials and ensures documentation and reporting to appropriate channels. Performs destruction, receiving, issuing, and inspecting COMSEC material within the most stringent timelines. Furnishes written guidance to user accounts concurring effective dates, accounting procedures, destruction requirements, and physical security of COMSEC keying materials. Performs semi-annual functional reviews of all COMSEC user accounts, physically inspecting the user's COMSEC facilities, reviewing procedures, and audit of all cryptographic holdings. As required, manages the Certification Authority Workstation. Administers the CAP by conducting briefings prior to granting access to cryptographic information. Documents cryptographic access certificates and acts as liaison for scheduling polygraph examinations of personnel enrolled in the program.

--Serves as advisor to commanders on assigned unit human resources (HR) programs. Interprets policy and provides procedural guidance to commanders, supervisors, and staff members. Provides guidance and assistance on unit program(s) for which responsible. Provides training to supervisors on all military human resources issues. Analyzes data and subsequent determinations regarding any number of human resources matters that may involve or affect AGRs, drill status guardsmen, and/or family members. Advises supervisors or managers within unit when actions may affect productivity or mission. Conducts staff visits and trains personnel (AGRs), traditional drill status guardsmen, supervisors, managers, etc.) within the unit in all programs for which responsible. Conducts periodic briefings for staff, commanders, and administrative personnel to promote a full understanding of all aspects of the assigned program(s). Provides commanders, supervisors, and the MPF staff with a variety statistical data reports pertaining to military HR issues to assist in HR management decisions. Accomplishes/oversees the accomplishment of technical support work in each of the functional areas within this program area. Career Enhancements:

--Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Develops internal policies and procedures governing administration of the following programs: Officer Performance Report/Enlisted Performance Report (OPR/EPR), and officer, enlisted promotions and enlisted demotions. Monitors monthly reports on performance raters and changes of raters to maintain an accurate record. Provides administrative control, management, development and advisory service for military awards and decorations. Reviews Line of Duty (LOD) determinations for administrative accuracy, tracks progress and initiates incapacitation pay requests (if applicable). Manages and provides guidance and technical expertise of various special programs to include Deserving Airman Promotion Program, Reserve Officers Personnel Management Program, Exceptional Promotion Program, and Extensions/Reenlistment Program. Administers the test program, which includes the Air Force Officer Qualifying Test (AFOQT), Defense Language Aptitude Battery Test (DLAB), Defense Language Proficiency Test (DLPT), and Air Force Classification Test (AFCT). Monitors the Weight and Body Fat Management Program to ensure compliance with regulatory and legal requirements and conducts staff assistant visits.

Customer Service:

--Plans, directs, and controls all aspects of the Customer Service Program. Manages the Air Force Personnel Records System. Develops procedures and establishes policy for building, updating, auditing, and accountability of and disposition of automated and manual records. Monitors the maintenance and security of the Unit Personnel Record Group (UPRG) ensuring content meets regulatory requirements and are safeguarded. Manages the Point Credit Accounting and Reporting System (PCARS) program. Is the focal point within the MPF for various entitlement programs (i.e., TRICARE medical/dental, Survivors Benefit Plan, Thrift Savings Plan (TSP), Family Care Program, etc). Provides assistance and information on active duty benefits for AGR members. Monitors and provides technical guidance to workers performing counseling regarding the Servicemen Group Life Insurance (SGLI) benefits. Responsible for oversight, verification, authorization of identification (ID) cards for all branch service members, retired members, and enrollment of eligible family members in Defense Enrollment Eligibility Reporting System (DEERS). Administers the Casualty Service Program and serves as technical advisor, and as the Casualty Assistance Representative (CAR). Provides casualty assistance (at locations without established Casualty Service work centers) according to governing directives. Serves as focal point for entire organization concerning Privacy Act matters, military dress and appearance policy and procedures. Maintains and ensures Records of Emergency Data forms are accomplished.

DUTIES CONTINUED UNDER EDUCATION

1. Assists technical transportation advisor and higher graded staff on all statewide operating matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Assists in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Assists in input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). Assists in Obligation and execution of funding for the commercial transportation mission.

2. Assists in the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Reconciles Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Makes recommendations to higher graded employees for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors. Interprets and enforces Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage. Assists in monitoring and ensures proper handling, packaging, and shipping of arms, ammunition and explosives (AA&E), Controlled Cryptographic Items (CCI), and classified/sensitive items. Safeguards accountable transportation documents, which may include: Government Bills of Lading, Government Transportation Requests, and Uniform Service Meal Tickets.

3. Assists in inspections, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specifications. Assists in the management of the Carrier Performance Program for the state and provides input to the Traffic Manager for the overall program.

4. Procures domestic and international travel for both military and civilian passengers. Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible. Ensures advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel. Monitors the approved Travel Agent for official travel for quality assurance as an Assistant Contract Officer Representative (ACOR). Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Ensures all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. Reconciles and validates the monthly billing for commercial air travel Centrally Billed Account (CBA) and submits it for payment.

5. Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State.

6. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).

1. Plans, organizes, and oversees the activities of the Fire Protection Flight. Develops goals and objectives that integrate organization and Civil Engineering objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the flight, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of fire protection, prevention, crash rescue, and administrative issues. Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organizational needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organizational resources to achieve organization goals and objectives as well as installation customer needs. Establishes review systems for the organization that ensure government needs are met and validated, and that economy and quality of operations are maintained or improved. Accepts, amends, or rejects work of subordinate supervisors. Reviews work and management technique of subordinate supervisors and is held accountable for actions taken and advice provided by staff of subordinate units. Makes decisions on work problems presented by subordinate supervisors. Directs self-assessment activities of subordinate supervisors. Reviews training recommended by subordinate supervisors to assure it is proper and promotes effective operation of the organization as a whole.
