This Master Transportation Security Officer- Security Training Instructor position is located at Dallas Love Field (DAL), Transportation Security Administration, Department of Homeland Security (DHS). As a Master Transportation Security Officer (MTSO), you will support the airport training program through performance of a variety of training-related functions. In addition to training program responsibilities, you will also perform pre-board security screening of persons, cargo, carry-on, and checked baggage as directed by the Federal Security Director (FSD), or his/her designee, a minimum of 20% of the time. Duties include but are not limited to:

• Performing training instruction within established guidelines and standards in support of nationally developed training programs (e.g., new hire training, On-Screen Alarm Resolution Protocol, Crossover); supporting recurrent training needs, and conducting return to duty and remediation training.
• Adapting/developing local training materials to meet requirements; conducting local training in accordance with training standards; assisting with the training department administrative support (e.g., Online Learning Center (OLC) entry, training resource room facilitation, roster management, conducting testing, and ensuring evaluations are done); assisting with training logistics support components (e.g., coordinating needed supplies and materials); managing classroom dynamics; resolving routine classroom problems; monitoring and evaluating training and providing feedback on needed adjustments; recommending enhancements; and maintaining communication with management and supervisors concerning issues with training that may reveal security-screening weaknesses or vulnerabilities.
• As directed, providing mentoring/coaching to address identified training needs.
• Administering and scoring training tests (e.g., job knowledge, image).

Major duties include:

The purpose of this position is to supervise workers on a day-to-day or project-by-project basis, either directly or through one or more subordinate leaders, in accomplishing the work operations of the organizational segment or work shift and to perform associated nonsupervisory work. The occupation and grade level which best reflects the nature of the overall work operations supervised is Aircraft Mechanic, WG-8852-10.

b. DUTIES:

(1) Planning: Plans and schedules specific work assignments on a daily or project-to-project basis within specified time requirements. Arranges for adequate personnel, materials and equipment to accomplish the work.

(2) Work Direction: Assigns tasks to be performed. Explains prescribed methods and procedures; instructs subordinates on new procedures and provides assistance on problems. Reviews work in progress and oncompletion. Obtains approval from supervisor for changes in standard or prescribed procedures and changes in work operations. Suggests ways or methods to improve operations or reduce costs.

(3) Administration: Recommends individuals to fill vacancies or for promotion or reassignment. Assists in the establishment of performance standards and makes recommendations for performance appraisals. Counsels with employees on disciplinary issues and recommends disciplinary action. Attempts to resolve informal complaints and grievances, referring unresolved or more serious issues to supervisor. Conducts on-the-job training and recommends employees for formal training programs. Schedules leave and approves leave for short periods of time. Encourages employees to participate in suggestion or cost reduction programs. Ensures that regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized. (5) Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions. This Supervisory Transportation Security Officer position is located at Elmira-Corning Regional Airport (ELM), Transportation Security Administration, Department of Homeland Security (DHS). As a Supervisory Transportation Security Officer (STSO), you will be responsible for mitigating actual and potential threats against civil aviation and other transportation modes. You will also perform and supervise in your area of specialty, which may include Transportation Security Officers (TSOs) and Lead Transportation Security Officers (LTSOs) in the performance of all security functions related to the screening of people, property, and cargo through the use and application of procedures, techniques, and technology. In addition, you will make independent, security-based decisions using intelligence, critical thinking, experience, observation, and passenger engagement. Typical duties include, but are not limited to:

• Conducting and supervising subordinate employees in conducting pre-board security screening of persons, their carry-on and checked baggage/cargo.
• Overseeing screening checkpoint(s) and/or baggage screening operations on a day-to-day basis to include equipment, personnel, and the scheduling and rotation of personnel.
• Participating in the development of new policies and procedures, and recommending changes in policy and procedures based on observation of work, as required.
• Participating in the development of strategic planning initiatives, workforce planning, succession planning initiatives, and other reports and documents for TSA and superiors.

The Transportation Assistant will serve as Agency Organization Program Coordinator A/OPCfor the government charge card program. Incumbent serves as approver and is responsible for monthly reconciliation of their Centrally Billed Account (CBA) in accordance with regulations. A/OPC will review all unmatched transactions to determine if they match the bank transactions to the TMC transactions, traveler's name, obligation numbers, organization codes and organization name. Approver must select the appropriate status code for each transaction and submit the statement for certification. Reconciliation is necessary to guard against fraud, waste and abuse.

Major duties include but are not limited to:

• Serve as the point of contact and Subject Matter Expert (SME) for a wide range of travel related matters and VA Financial Policies and Procedures.

Reconditions carburetors and generators and replaces mufflers, seals and shock absorbers. Tunes and adjusts engines and components. May be required to perform repairs on other tools and equipment used at the golf course.
• Performs maintenance on a variety of self-propelled, towed, or push-type equipment associate with turf management, such as Cushman trucksters, various specialized power mowers and aerators, or gang mowers, spreaders, slicers, sprigger, spikes, spray tanks, the course sprinkler system, and other allied machinery. Overhauls hydraulic lift mechanisms and gear boxes of tractor drawn gang mowers, removing and inspecting valves and gears, and adjust for correct operation. Overhauls two or four stroke engines, dissembles and replaces parts and rings, lubricates and replaces belts and chains. Sharpens and balances rotary blades. Indoctrinates all using personnel on the safety of equipment operation.
