Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

• Processes FAA issued airman certificates such as ground instructor, flight instructor, mechanic, repairman, and flight engineer.
• Interviews applicants to determine qualifications for non-complex certificates.

• Processes FAA issued operator and air agency certificates such as air carrier, repair stations, and approved schools.

General Office Support

Administrative Program Support

- Responsible for the utilization and maintenance of all automobiles, trucks, buses and special purpose vehicles and equipment owned by or leased to VAWNYHS (Batavia).

- Responsible for compiling all scheduled vehicles inspection providing upkeep and maintenance services and submitting monthly cost figures to invoice GSA lnteragency Motor Pool, Buffalo, N.Y. for all services and materials provided by VAWNYHS (Batavia).
- Be familiar with spraying and application techniques as well as pesticide use and other controls used in a ground maintenance management.
- Oversee contractors ensuring the safe usage of any materials being used.
- Responsible for the safe and efficient operation of all grounds and snow removal equipment, such as road sweeper, lawn sweeper, salt spreader, flail mower, Bobcats 553, 5528, and 873, power washer, and portable generators.
- Responsible for administering road tests, grading applicants, maintaining records of authorized drivers and conducting a search of the driver's background through the National Driver Request Program.
- Instructs subordinates in the safe and efficient operation of such complex equipment as pay loaders, snowplows, tractors with backhoe, front-end loader and gang-mowers.
- Responsible for all work and documentation to insure the section under his/her direction is in compliance with all regulatory agencies, including but not limited to Joint Commission, GSA, OSHA and all life safety standards.
- Creates and presents reports as required by the department and various regulatory agencies.
- Provides technical expertise and consultative advice to the Assistant Director (Batavia site manager) and the Chief of EMS.
- Comments and makes recommendations as needed to address issues with existing conditions, work assignments, costs, energy savings, and maintenance of items.

- Required to act in the capacity of a Service Manager in assessing mechanical failure on vehicles and equipment.
- Maintains documentation and can account for all services and materials provided by VAWNYHS/Batavia which will be billed to GSA Motor Pool, Buffalo NY.
- Assures that all vehicles and equipment are performing efficiently and that safety items such as tires, brakes, light, etc. are in proper working order.
- Responsible for the upkeep of 48.8 acres of land which consists of 36 acres of lawns to be cut and trimmed, also includes the New York State Nursing
Home.
- Responsible for the removal of debris from all walks, stairs and stairwells, the removal of all trash and debris from VAWNYHS (Batavia) grounds. The removal of ice and snow in all parking lots, walks, and stairs during the winter months is managed by the incumbent.
- Responsible for supervisory oversight which includes environmental sanitation, waste management, and basic pest functions.
- Coordinates logistical support for interior design activities, and for setups and movement for furniture/furnishings.
-Makes daily inspections of areas serviced by Aids to insure adequate coverage and proper work performance, observes quantity and quality of work performed by housekeeping staff and work leaders advising them of conditions that do not meet prescribed standards and regulatory requirements.
-Responsible for the control, use and maintenance of numerous pieces of environmental sanitation equipment such as automatic floor scrubbers, vacuums, buffers, burnishers, and carpet extractors.

Uses computer software concepts (such as, data representation, data structures, file systems, computer languages, software methodologies, network protocol, mathematical analysis, statistics and probability) to develop software source code for NAS systems.

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Experience includes detailed technical knowledge of software languages including but not limited to C/C++, Python, and Java while following established NASE processes and supervisory instructions for maintaining systems hardware, firmware, and software. Follows establish NASE processes and instructions in support of facilities throughout the NAS. Tests and assists in the implementation of changes to the national systems baseline configurations. Provides maintenance support of National Airspace System (NAS) systems. Monitors performance and reliability of systems. Analyzes performance results and acts as an individual contributor and/or team member in recommending system adjustments or enhancements. Will diagnose and correct system problems and/or failures.

Assists manager or more experienced staff in identifying resource requirements, defining milestones and deliverables, monitoring activities, and providing progress report. Work involves analyzing user requirements, monitoring systems to correct and prevent problems for optimal performance, and providing customer support for critical operational NAS systems. Results of the work enable user organizations to accomplish mission requirements in the most efficient manner possible through optimal application of computer science. Demonstrates some independence in planning time and using assigned resources to perform tasks, complete small projects, and integrate and coordinate work with users and related functions, resolving most routine systems issues that arise.

Contacts are primarily internal to the organizational unit, major subdivision, and LOB/SO, with some contact with customers and external organizations. Contacts are typically intended to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some technical areas, may have regular contact with customers and/or external organizations.
