The incumbent serves as the Deputy Chief Banking Officer (DCBO) in the Office of the Chief Banking Officer (OCBO) and reports to the Senior Vice President and Chief Banking Officer.

The incumbent is responsible for supporting the Board of Directors, the management of EXIM's external client relationships and transactions, and product structure, design, and delivery. The Deputy is responsible for providing financial assistance in response to requests from U.S. exporters, foreign buyers, foreign governments, foreign and domestic commercial banks, insurance brokers and other eligible applicants. The incumbent of this position pursues OCBO-wide program and policy initiatives and coordinates the implementation; develops recommendations for the OCBO regarding policy, processes, and issues; assists in managing the loan applications, administration, and processes; manages special assignments as designated by the CBO and serves as an expert resource consultant for the staff of the OCBO. The OCBO is responsible for the loan, guarantee and insurance products, and the overall relationship management of EXIMs external clients.

Duties include, but are not limited to:

• Serves as a key member of the senior staff of the Office of Chief Banking Officer which includes Office heads in the OCBO. Provides guidance and counsel to OCBO and Office heads as necessary, assists in the establishment of OCBO objectives and program goals, and alerts CBO and OCBO office heads regarding guidelines and needed results. The incumbent plays an important role in the development, implementation and improvement of processes and programs within the OCBO. Also, the incumbent provides advice and counsel to the Chief Banking Officer on operations and management issues related to the OCBO.
• In collaboration with the CBO and EXIM's President and Chair, the DCBO designs and leads the Bank's business development strategies for the China and Transformational Exports Program (CTEP) and Office of Global Business Development (GBD) to ensure better alignment with these functions and programs with other banking operations. The DCBO leads and manages the OCBO programs for EXIM's offices. The DCBO provides leadership, direct supervision, and management support to a team of professional and administrative staff; develops and/or implements major planning, evaluation, or monitoring of long/short range operational plans, resource requirements, and/or budgets for the OCBO; and continually monitors and evaluates budget, fiscal, and administrative controls to manage the OCBO's programs and services.
• Identifies and prioritizes issues requiring the attention of the CBO concerning all within OCBO. The incumbent develops recommendations for the CBO and implements decisions with respect to staff allocations, personnel requirements and selection, operating program and administrative budgets, training requirements and programs and logistics support to staff for productivity and performance. Researches and evaluates views on processes, management, and programs for the OCBO and makes appropriate recommendations to the CBO. Oversees coordination of decisions made by CBO with other groups within the EXIM.
• Executes responsibilities of a senior manager by directing the appropriate individuals from OCBO and throughout EXIM to address any relevant items for the CBO and/or the OCBO.
• The incumbent is responsible for all post-authorization asset management functions for all EXIM programs, including credit amendments, credit monitoring, pre-claim restructuring, claim payments, post-claim restructuring and recoveries, and portfolio monitoring, subject to Individual Delegated Authority (IDA), which is conferred by the Bank's Board of Directors.
• Responsible for the Bank's impaired credits, including consensual restructurings and partial value settlements, non-consensual recoveries, sales of assets, credit monitoring and valuation, clam processing and Bank liability determinations, and write-offs, subject to IDA.

Exercises oversight of the management of civil aviation radio frequency assignments; resolution of radio frequency interference issues; and development of the overall electromagnetic spectrum management
policies, standards, and guidelines for the agency and its diverse aviation community of NAS users.

Directs spectrum management policy, planning, and efficiency efforts to meet future Federal Aviation Administration (FAA) requirements and to support initiatives in federal frequency management. As a principal specialist, the ISS uses experience leading/conducting technical training courses for a highly complex technical workforce to define and direct challenging projects, programs and activities. Applies instructional design principles, practices, techniques and tools to consult on technical training programs at Air Traffic Control facilities. Analyzes technical occupations or performs job task analysis to develop instructional methods, techniques and competencies for the ATC and ATSS workforce. Applies project management principles to monitor and oversee the work of contract instructional designers tasked with developing ATC/ATSS training materials. Manages the overall training project list for training being developed by both contract and internal resources. Contacts are internal and external and include representatives from all ATO service units, labor organizations, the military and aviation industry. The ISS often represents the Service Unit as a principal point of contact to provide advice and guidance on instructional design standard development. Consults with subject matter experts to design and develop training materials. Often represents AJI on training committees and in meetings to discuss and implement technical training for the operational workforce. Develops briefings that convey strategic vision and/or organizational policies and new initiatives to internal and external audiences.

Although broad policies and objectives provide general guidance for addressing issues, the ISS is often required to develop new approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. The ISS may create new solutions and policy interpretations as situations require. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the project or other work activities. The Team Manager reviews work only at completion for success in achieving planned results. Duties include, but are not limited to:

• Broad view of USG economic policy and is able to lead intra- and inter-agency discussions to ensure EXIM's goals and objectives align with the Administration's policies and its statutory mandates.
• Oversees the administrative budget (e.g. travel and training) for the Banking and Financial Products Division, advising the Senior Vice President and Deputy Senior Vice President on how to handle political level issues arising within the Division, providing guidance to Division staff on priorities and objectives, and assigns projects and assignments to Division staff.
• Serves as a key member of the senior staff within OPAIR. Represents the Banking and Financial Products Division and advises the OPAIR Senior Vice President and Deputy Senior Vice President in developing strategies, planning tactics and implementing policy and program actions related to implementing Charter mandates, Administration goals and accomplishing the Bank's objectives.
• Develops and manages directives from the OPAIR SVP and Deputy SVP concerning the analysis of EXIM guarantee and insurance programs. Develops proposals, programs and policy options to maximize the role of commercial banks and other funding sources including the Private Export Funding Corporation (PEFCO).

As a Supply Chain Management Officer, you will:

• Serve as an expert in supply chain management and consult with office chiefs, executives, suppliers, and customers who are involved with and affected by long-range objectives in the production of U.S. Currency.
• Develop and lead the start-up and institutionalization of an organization-wide integrated order management system including demand management, materials management, production scheduling, and inventory management.
• Integrate and coordinate all advanced supply chain planning and execution, ensuring the organization efficiently and effectively uses designated Bureau IT systems (e.g. Oracle's Advanced Supply Chain Planning) and other additional applications for scheduling and production in accordance with industry best practices for manufacturing, engineering, and supply chain management.
• Monitor progress toward meeting the supply and logistics plan and identify the cause and impact of delays or other problems.
• Conduct complex studies of existing facilities, equipment, and inventory requirements to determine the effectiveness of the supply chain and provide Bureau-wide recommendations to lead change in support of operational efficiencies, improve supply and inventory management functions, reduce costs, and streamline processes to support lean manufacturing and other major initiatives.

As a Supervisory Export Enforcement Specialist/ Assistant Director, you will perform the following duties:

• Assists the Deputy Director and Director in developing guidelines, procedures, and formulating plans and policies for use by personnel
• Establishes and maintains liaison contacts in all areas of the law enforcement community
• Recommends and initiates improvements to enhance the efficiency and productivity of investigative staff
• Directs and manages all administrative enforcement activities.
• Supervise Export Enforcement Analysts and other staff, who perform VSD related functions.

As a Supervisory Export Enforcement Specialist/Assistant Director, you will perform the following duties:

• Assists the Deputy Director and Director in developing guidelines, procedures, and formulating plans and policies for use by personnel.
• Establishes and maintains liaison contacts in all areas of the law enforcement community.
• Recommends and initiates improvements to enhance the efficiency and productivity of investigative staff.
• Directs and manages all administrative enforcement activities
• Supervises criminal investigators and other staff who perform Investigative Programs related functions.

The position is responsible for providing executive-level management and oversight of the Office of Marine Safety (OMS), which investigates, analyzes, develops, and prepares detailed reports and proposed probable cause determinations of all major marine casualties that occur in the US or that involve US flagged vessels anywhere in the world.

Major duties include, but are not limited to:

• Plans, manages, directs, and evaluates the work of the OMS. Provides direction to professional engineers, marine accident investigators, and other technical and support staff to assure high quality marine accident investigations. Implements and exercises NTSB policies and guidelines.
• Manages the accident investigation process and oversees accident report preparation to ensure timely and appropriate response to the Board. Under delegated authority, initiates accident investigations to implement the NTSB Congressional mandate and NTSB priorities. Ensures all factors of accidents/incidents have been identified, objectively examined, and documented. Determines probable cause(s) of each accident.
• Develops a strategic and annual operating plan for the implementation of short-term and long-term objectives for the OMS.
• Coordinates OMS programs with other Federal, state, and local government agencies, industry groups, and foreign governments, as appropriate. Initiates activities aimed at promoting the public image of the work of the NTSB. Meets with high-ranking officials to develop and negotiate the implementation of national and international goals and objectives, as appropriate.
• Establishes and maintains liaison with international and domestic industry, safety groups, labor organizations, associations, Congress, Federal regulators, etc. Provides authoritative advice and expertise in the development of industry standards and regulations, technology, and new applications of existing technology. Provides Congressional testimony, as needed. Represents the NTSB and serves as a member of the U.S. delegation at international meetings on accident investigation issues.
