The Aviation Safety Inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The ASI provides policy assistance to field level ASIs on difficult or complex policy interpretations. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

ASIs at the FG-13 level issue certificates to and monitor (1) a large and complex aviation organization or (2) a number of smaller organizations that, together, are comparable in complexity to one large one. They are the primary contact point with the aviation organization(s). They may decide on issuance of the original certificates. They evaluate and decide upon proposals to change the authorized programs of the organizations. They continuously monitor the activities of organizations to determine whether they are following their authorized program, Federal regulations, and good safety practices.

FG-13 assignments are characterized by one or more of the following:

1. Commercially operated aircraft or and the complex avionics equipment associated with such aircraft;
2. A variety of maintenance operations with diverse types of aircraft; or
3. Novel and complex aviation operations.

FG-13 employees plan and conduct their assignments with substantial technical independence. They receive administrative and policy guidance from their supervisors and policy makers. They also obtain technical advice from higher-level inspectors who are experts on a particular type of aircraft or who have overall program responsibility. They independently plan and carry out a work program to meet the needs and monitor the activities of the organizations for which they have certification responsibility. The scope and complexity of the work program may be such as to require the occasional assistance of other employees to conduct inspections and evaluate operations.

The ASI applies a mastery knowledge level of the appropriate specialization and a broad knowledge of the line of business mission and goals to assigned programs and areas of responsibility.

The ASI plans and directs the use of time and resources to accomplish organizational objectives. He or she defines, organizes, and uses resources to accomplish work activities within established schedules, analyzes program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs.

Guidelines and precedents are frequently inadequate for dealing with novel or complex operations. FG-13 employees understand and apply the basic principles of aviation safety and interpret the intent of the regulations.

ASIs at the FG-13 level participate extensively in the certification inspection and surveillance of highly complex air carrier operations where principal program responsibility is vested in an aviation safety inspector of higher grade. These FG-13 employees have broad authority to negotiate with carrier management and make technical determinations within the coverage of approved specifications and policy manuals.

The ASI provides guidance to field level staff to solve difficult technical issues. Resolves all but unique problems, with the intervention of management or a more experienced technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI keeps management informed of all programs and projects and is held accountable for the technical accuracy, proper coordination, and timeliness of completed staff work. Provides staff assistance and serves as advisor to the manager on all matters pertaining to assigned tasking. Assists Safety Assurance ASIs, aviation safety technicians, and others on queries that are technical or guidance related.

This position serves as a General Manager (GM) of one of 22 Districts in the Air Traffic Organization (ATO), Air Traffic Services (AJT), Eastern, Central or Western Service Areas. The GM oversees and directs a highly technical workforce in a complex, multi-disciplined organization responsible for the safe, efficient, and structured movement of aircraft within the National Airspace System (NAS). The GM applies extensive technical expertise in NAS systems, equipment and procedures to coordinate air traffic operations, technical workforce found in specific districts consisting of numerous air traffic facilities of varying size, type, and complexity.

The GM applies in-depth technical knowledge of NAS equipment, systems, processes and procedures to serve as the expert and focal point for all facility operations in the district. The GM serves as a single point of contact between district field facilities, senior ATO management and the customer community. Utilizes skill and expertise applying program/project management principles to achieve operational goals and lead strategic planning and integrated consensus building across ATO Service Units. The GM is also responsible for inter-agency coordination to ensure successful integration and modernization of the NAS.

The GM applies skill and experience integrating facility program operations to advocate the tactical and strategic use of concepts and technologies that advance the goals of the ATO and the Federal Aviation Administration (FAA). Develops standards, systems, procedures and techniques to improve air traffic services within the district. Continually reviews, refines and recommends major improvements to operational projects and programs to make sure that they are aligned with long term and short term ATO and FAA goals, objectives and plans.

Applies experience leading a large, complex mission-oriented safety organization and develops objectives for and aligns the work of subordinate technical organizations. The GM oversees a complex district operation that is critical to maintaining safety oversight and directly impacts the safe and efficient operation of the NAS. The GM also oversees a large, geographically dispersed matrix organization responsible for delivery of support and administrative services to all en route and terminal facilities within the district and integrates the budget planning processes for projects and programs in excel of $100M.

Maintains contacts both internal and external to the district, including senior management, union representatives, services center personnel, members of the state, local and federal government, foreign government aviation officials, general public, representatives of the aviation industry and military, to facilitate resolution of air traffic operational and technical program issues. Resolves high-level safety issues in operational and decision-making meetings involving safety, quality assurances and quality control issues within the ATO. Frequently represents the FAA on inter-agency/industry committees and national and international groups that develop, monitor and evaluate district programs and operations.

Defines, acquires and allocates budget, staff and other resources to accomplish objectives that impact multiple organizational units/projects/programs and across multiple functions and/or disciplines. Leads and integrates both short-term and long-term future needs through the budget planning process.

• Develop a government property plan which specifies specific methods of supply surveillance and inventories.
• Conduct inspection of records to ensure proper accountability is maintained for all government property.

As a Trial Attorney in the Office of the General Counsel (OGC), you will serve as the Litigation, Enforcement and Adjudication’s (Litigation) subject matter expert (SME) in labor and employment matters, including those that could pose a litigation risk to the agency. Responsibilities will include, but are not limited to:

• Representing the agency before the Merit Systems Protection Board (MSPB) and the Equal Employment Opportunity Commission (EEOC).
• Providing legal counsel to the agency on complex aspects of employment and labor law and represents the agency in employment and labor litigation matters.
• Conducting research into the law, analyzes and reviews or prepares briefs and pleadings for important cases in the United States District Courts, MSPB, EEOC, FLRA and its FSIP in which the Commission is a party.
• Representing the Commission as a trial attorney in complex and sensitive court proceedings, trials, hearings, arbitrations, and mediations concerning all facets of federal labor and employment laws before Administrative Judges of the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), and federal and district courts.
• Developing case strategy, tactics and presents arguments effectively from the initial complaint or charge through the conclusion of the administrative hearing, court and/or appeals processes.
• Analyzing litigation risk cases to determine the advisability of Commission participation as amicus curiae and, when appropriate, prepares necessary briefs and may argue cases.
• Consulting with management and the Division of Administration in matters arising under labor and employment law.

Duties include but are not limited to the following:

• Supportive individual counseling to Caregivers; Caregiver/Veteran couple's counseling when clinically indicated.
• Caregiver support groups; these may occur at the facility and/or in the community
• Coordination of Care and brief Case Management to assist Veterans in accessing services in a timely manner; this may include direct referrals to VA medical and mental health treatment services and to other VA and Community services (i.e., Home-Based Primary Care, Respite Program, etc.) including VA benefits, as well as to community-based services (i.e., Hospice) and other non-VA entitlement programs.
• Clinical triage and crisis intervention when clinically required; this includes completing all aspects of VA required risk assessments and safety planning
• Caregiver education workshops and training to Caregivers, VA staff and community partners regarding Caregiver issues
• Community Outreach at both community (Veteran Service Organizations) and VA-sponsored events (ie., Mental Health Summit) regarding VA caregiver benefits, programs and services.
• Quality-improvement activities and evaluation/consultation with Social Work Supervisor and Caregiver Support Team.
• Provide coverage for and assist, when needed, the Program of Comprehensive Assistance for Family Caregivers (PCAFC).
• Collaborate with the VA Patient Aligned Care Team (PACT), mental health and primary care clinicians to provide direct assistance to Caregivers and Veterans and related staff education on caregiver issues (ie., geriatric and Dementia care).
• Serves as a consultant for information on understanding various Caregiver/Veteran services and benefits and when negotiating the complex processes caregivers, Veterans and families encounter when interacting with government and community agencies.
• Active member of the Caregiver Advisory Board and serves as a liaison between the VA and community agencies; this includes participating in caregiver support activities in the local community and state to promote and recognize the role of the caregiver.
• Supports the planning and implementation of the events and programs associated with annual National Family Caregivers Month every November; that includes announcement and advertising of month-long activities, mobilization of participants, educational sessions, caregiver recognition events and caregiver support programs.
• Maintain a knowledge base of current theory and treatment modalities by reading professional journals, attending conferences, clinic seminars and teleconferences, and materials distributed through VA and private sector sources.

The incumbent serves as an RCS Vet Center Readjustment Counselor, providing counseling services, outreach, referral, and follow up care coordination to eligible individuals, couples, and family members. In this capacity, the incumbent functions as a member of a small multi-disciplinary team of 4 or more staff members. This entails the incumbent contributing proactively to internal coordination of care and collaborative planning and problem solving among all staff. Duties include, but are not limited to:

• Screening and Assessment: Will work directly with eligible individuals to establish a therapeutic relationship sufficient for completing all required readjustment counseling intake procedures to include an assessment of risk for self-harm and psychosocial functioning. This information will be used as the foundation for identifying the presenting clinical focus areas and for developing the readjustment counseling service plan.
• Counseling Planning/Goal Setting: Develop and periodically update an individualized readjustment counseling service plan that reflects a course of therapeutic and psychosocial interventions, including identification of achievable goals and measurable outcomes.
• Direct Counseling Service Provision: Will implement the individualized counseling plan through an appropriate course of individual, group, couple and/or family readjustment counseling. Will maintain an effective therapeutic relationship with eligible clients fully guided by professional ethics throughout the course of readjustment counseling.
• Risk Assessment and Crisis Intervention: Will apply risk assessment procedures during the initial assessment and periodically throughout the planned course of readjustment counseling as required and appropriate. For individuals identified from intermediate to high risk, the incumbent will work with the individual to develop a safety plan that identifies the precipitating life stressors and safety procedures identified by the client. Will provide crisis case management services inclusive of coordinating services with the individual's family members.
• Care Coordination: Will establish and maintain a network of community care relationships, internal and external to VA, to coordinate access to readjustment counseling through community referrals to the Vet Center, and to ensure that eligible individuals and/or family members receive the full spectrum of services to support the veteran's readjustment that are outside the scope of readjustment counseling. In support of client care coordination, the incumbent maintains a general knowledge and understanding of the military experience and available VA benefits and services such as VA health care and VBA service-connected benefits.
• Outreach: Will maintain active coordination with Vet Center outreach workers to ensure seamless referral to Vet Center services for those individuals and family members engaged in the community at outreach events that may require follow-up readjustment counseling.
• Team Cohesion and Coordination: Will actively participate in Vet Center staff meetings designed to promote team building and staff development through cojoint planning and problem solving, staff discussion of problematic cases, coaching and mentoring new hires.
• Documentation/Consultation: Will document all clinical interactions with eligible individuals and episodes of care coordination on their behalf as required by RCS policy. Will provide consultation services to other staff inclusive of other community partners.

• Serves as administrative law attorney advisor for the Joint Task Force – National Capital Region (JTF-NCR) and US Army Military District of Washington (MDW), Office of the Staff Judge Advocate.
• Prepares legal opinions on questions of law pertaining to the operation of the military installation.
• Issues regularly involve complex and difficult legal or factual questions because of the absence of clearly applicable precedents due to the newness of the program and require a high order of original and creative legal endeavor.

Behavioral health services are integrated with the facility and other programs so it is critical the incumbent be based in the medical center to provide administrative and clinical support for any walk-ins to Veterans; assistance and education to other staff and providers, to interface and collaborate with other programs and services; and to best support the agency's mission by supporting timely, in person response to needs of those at or presenting to the facility.

Duties:

• Responsible for one of the major programs in the Gulf Coast Behavioral Health Service Outpatient Clinics. The service delivers specialized, complex, highly professional care that are important program components of the organization and significantly impact the healthcare of Veterans.
• Direct reports including psychiatrists, nurse practitioners, nurses, psychologists, neuropsychologists, clinical social workers, marriage and family therapists, licensed professional mental health counselors, addiction therapists, vocational rehabilitation specialists, and peer support specialists.
• Monitors work performance to ensure that requirements are satisfied; and interpret and process a wide variety of data related to program planning in the specialized needs of the Veterans.
• Prepares of special reports and responses, Congressional responses, briefing papers, issue briefs, and decision papers for Medical Center leadership, which may be highly sensitive, confidential, and complex; is a requirement of the position.
• Oversees administrative and programmatic resources and deploys those resources in support of the program needs.
• Develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements. They monitor outcomes using data driven quality assurance processes and implement strategies for improvement based on data analysis.
• Maintains inter-departmental relations with other services to meet organization goals.
