What the role is

The Waste Infrastructure and Engineering Division (WIED) oversees the planning, engineering design and development of all NEA waste management infrastructure. ​ ​ ​ ​

What you will be working on

The officer will play an active role in the planning, development and management of future solid waste management facilities such as Waste-to-Energy plant and food waste treatment plant that will contribute towards the targets set forth under the SG Greenplan 2030. The work scope and responsibilities include the following:

What the role is

We are looking for a dynamic and creative individual to join our HR Business Partner team. As a HR Business Partner, you will work closely with the line departments in their transformation journey to achieve their objectives. You will also be part of the team to strategise and execute the tactical plans of NEA’s Strategic Workforce Plan to build a competent and resilient workforce that is aligned to the organisational directions and the external reality. You will be responsible for the following:

• Plan, manage and co-ordinate all the HR functions so as to ensure that they are carried out effectively and efficiently

• Deliver HR solutions and strategies, such as organisation design, that are aligned to achieve the strategic objectives of the line departments

• Partner the HR policy teams to develop, implement and evaluate HR policies

• Recruit talents via engagement, attraction and outreach, including the coordination/support of interviews and postings

• Compile and analyse manpower statistics for surveys

• Handle procurement paperwork for HR services and projects

• Organise outreach activities such as career fairs/talks/learning journey

• Attend to HR related requests or queries from external and internal stakeholders

Job Requirements:

• Proficient in Microsoft office applications

NEA is the lead agency for planning for after-death facilities and services in Singapore. The Senior Assistant Director will play a crucial role in shaping and implementing strategic initiatives related to planning, development, and policy formulation related to the after-death facilities and services in the management of bodies. This role requires a deep understanding of urban planning, economic development, and policy analysis to influence decision-making processes effectively. You will collaborate with various stakeholders, including government agencies, religion groups, relevant associations, communities, and internal divisions, to develop comprehensive plans and policies that align with organizational goals and regulatory requirements.

You will be responsible for the following:

1. Policy Formulation and Analysis

• Analyse and recommend policy frameworks and strategies to support divisional objectives.
• Evaluate existing policies and propose revisions or new policies as needed.
• Stay updated on legislative changes and industry trends to ensure policies remain current and compliant.

2. Strategic Planning

• Develop long-term and short-term strategic plans to guide organisational growth and development.
• Coordinate with cross-functional teams to integrate strategic initiatives into operational plans.
• Monitor and evaluate the implementation of strategic plans, adjusting as necessary to achieve goals.

3. Project Management

• Oversee planning and development projects from inception to completion, ensuring timelines and budgets are adhered to.
• Oversee architects, engineers, contractors, and other professionals to achieve project objectives.

4. Data Analysis and Reporting

• Analyse data related to demographics, land use, economic trends, and environmental factors to inform planning decisions.
• Sense-making of reports and clear presentations for senior management, board members, and external stakeholders.

Requirements:

• Proven experience in policy analysis, strategic planning, and project management within a governmental agency, non-profit organization, or private sector with at least 8 years’ experience.
• Strong analytical skills with the ability to interpret complex data and make informed recommendations.
• Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
• Strategic thinker with a passion for urban development and public policy
• Detail-oriented and organized, with the ability to manage multiple projects simultaneously.
• Ability to thrive in a fast-paced environment and adapt to changing priorities.
