- Provides technical advice to all USCYBERCOM components/elements on the development, implementation, and administration of CHR programs; the interpretation and clarification of CHR policies, regulatory guides, and laws.
- Provide technical advice on the planning and reshaping of a workforce that is responsive to changes in mission; and works to develop solutions to complex problems of CHR program improvement.
- Provides guidance and/or administrative support specifically regarding civilian awards, decorations, performance evaluation, employment, restudies, realignments, retirement, pay systems, training, foreign travel, leave and overtime.
- Performs liaison functions with the Cyber Civilian Human Resource Service Center (CHRSC).
- Resolves complicated, substantive issues affecting major administrative programs and unique Joint requirements, identifies personnel needs and problems, and proposes new organizational structures, realignment of functions, and/or staffing levels.
- The decisions/ recommendations impact current and future USCYBERCOM personnel, so the employee works independently or with others, receiving input or support from other analysts and subject-matter specialists, as needed.
- Disseminates Command information to the civilian workforce via an electronic bulletin board, local area network, and other means.
- Plans, conducts, and implements/participates in complicated and comprehensive analytical studies of structures, proposed reorganizations and/or realignment of USCYBERCOM functions, and staffing level changes, and determines span of control.
- Tracks authorized and assigned workforce while keeping management informed of workforce authorization versus on-board issues.
- Provides substantive management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning, and development of annual work-plan(s) for organizations whose operations are interrelated and unpredictable.
- Reviews human resource management directives, policies, procedures, requirement, etc.; briefs the Commander and affected supervisors on significant changes; and, when necessary, drafts supplemental internal implementation instructions.
- Identifies administrative and supervisory performance problems, and keeps the Commander apprised on the general state of workforce management and official structure administration activities within the USCYBERCOM.
