MAJOR DUTIES

Public Contact Work 25%
Receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public. Regularly involved in high-level contacts with visitors and callers for other organizations and activities. Receives telephone calls and greets visitors to the office. Uses judgement and initiative to screen or refer as appropriate. Screens callers/visitors by ascertaining name, affiliation, and purpose of call/visit, and based upon subject matter, determines whether information can be supplied personally. Obtains needed background information before referring calls to supervisor, and uses independent judgement in referring, initiating, or disposing of inquiries and requests. Arranges for personal interviews and receives applicants reporting for interviews.

Acts as liaison to other managers and staff within and outside the organization and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement the supervisor's policies, directives, and instructions. Outside organizations include but are not limited to nursing organizations, vendors, veteran service organizations, community leaders, non-federal healthcare organizations, and other non-profit organizations. Clerical Duties 30%
Processes incoming and outgoing materials such as correspondence, reports, memoranda, letters and other forms of written communication. Performs the following types of duties: editing and composition of letters and reports, reviews correspondence for accuracy and completeness, prepares public presentations, and develops standard or form letters and replies to inquiries. Provides general clerical mail and correspondence services such as preparing a variety of recurring reports, reviewing outgoing correspondence for proper attachments, or consolidating/coordinating submittals of information. Initiates follow-up or takes subsequent action as indicated by the correspondence.

Processes all clerical action documents such as recruitment, appointments, promotions, special advancements, transfers and separations for those under Executive Leadership chain of command as assigned. Maintains Competency folders and training files. Submits IFCAP requests and work orders using the automated computerized system (DHCP). Assumes full responsibility along with other Executive Leadership Secretaries for clerical functioning of all committees/boards of which the Executive Leadership is the chair. The incumbent exercises control over supervisor's appointments with complete authority for commitments of time; establishing priorities at own discretion; setting up, rearranging, and when necessary, coordinating meetings with staff offices. Arranges for meeting space, speaker, and support arrangements for large conferences. Makes appointments for the supervisor; cancels and accepts invitations; checks requirements for engagements, i.e., necessity for speech, etc. Maintains a calendar of future events for up to the next 12 months, on monthly, bimonthly, and weekly basis; scheduling briefings and updating the calendar for a two-month period.

The primary purpose of the position is to provide leadership, strategic direction, and oversight of the compliance activities for the healthcare system and to ensure a standardized and effective approach to compliance using the compliance framework, Compliance and Integrity standards, processes, and resources set forth under the Compliance Program national guidelines and associated documents within the VHA health care system and any functions aligned under the VHA health care system.

Major Duties:
Physical Security Support: Performs alarm and access monitoring, tracing access patterns, programming, assigning or removing user permissions, updating databases, remotely opening and securing doors during routine and emergency operations and generating a variety of reports as needed. Assesses on-scene behavior and determines when it is appropriate to dispatch law enforcement or other personnel to investigate. Responsible for responding to alarm systems monitoring fire, access, intrusion, duress/panic, medical emergencies, psychiatric emergencies, medical assist teams, etc.; and emergency digital paging system. Monitors emergency weather alerts and transmits warnings system wide when appropriate. Maintains radio/alarm activity records/logs to include dates, times, and results of communications and activities and prepares completed reports. Performs and documents emergency callbacks when necessary. Tracks critical information and reports findings to the supervisor. Implements policies, procedures, and methods for identifying and protecting information, personnel, property, facilities, operations, or material. Operates an established vehicle registration and visitor management program and parking registration and/or photo identification equipment. Issues and retrieves government issued keys and/or identification cards. Reviews requests for and issues passes and identification documents.

Communications (Dispatcher): The position monitors and receives routine and emergency calls from a variety of sources that need police, fire, medical or other emergency services. Determines the nature and location of the emergency; prioritizes events and commits police resources appropriately; determines what notifications are necessary based upon event type, makes such notifications and coordinates follow-up communications. Receives and process emergency calls, maintains contact with law enforcement units on assignment, maintains status and location of Police Officers and coordinates communication between agencies as needed. Answers non emergency calls for assistance. Monitors and directs responses to security and life safety communications, radio dispatches, telephone calls, and other emergency communication circuits. Receives and compiles information from various sources related to police and emergency incidents, taking appropriate actions regarding intrusion, duress, and hold-up alarms. Directs response and/or modifies responsible personnel depending on the type of incident or request. Coordinates with various federal, state and local law enforcement officials for coordination of emergency situations. Responsible for the orderly flow of communications between the police dispatch center, agency leadership and the work force. Operations Support: Performs system checks on a variety of equipment used in the dispatch center. Troubleshoots systems when problems arise and resolves issues whenever possible. Conducts equipment inventories and completes records and other logs. Performs monthly alarm checks, submits reports documenting the operational status of each circuit tested. Initiates work orders for malfunctioning circuits and equipment. Enters, updates and retrieves information from a variety of computer systems and sensitive databases. Uses state and the National Crime Information Computer (NCIC) to access sensitive law enforcement information to support field operations and investigations. Queries for items such as criminal histories, arrest warrants, drivers record, vehicle registration, stolen property, firearms, etc. Enters or updates regional and national records and/or messages to support recovery of stolen property or missing/endangered persons. Gathers and relays applicable information to law enforcement personnel in the field. Uses the VA Police Software to research information, complete reports and logs, vehicle registrations, etc. Compiles and prepares reports related to events occurring in the operation of the police control center for dissemination of the completed products to various management officials. Generates police reports for routine, non-criminal cases such as: lost property, missing patients, etc. Processes Courtesy Violations Notices (CVN) and US District Court Violation Notices (USDCVN) in accordance with established policies. Accomplishes special projects and other duties as assigned.

The Deputy Chief of Staff provides administrative, clinical, and programmatic leadership for the Fayetteville NC VA Coastal Health Care System to ensure achievement of the clinical, research, and education goals of the organization. The incumbent reports to the Chief of Staff and serves as a key clinical resource for the Medical Center Director and the Chief of Staff. The Deputy Chief of Staff has all authorities as does the Chief of Staff and can act in the absence of the Chief of staff. The responsibilities include hands on clinical work, oversight, and administration of all aspects of the service, including an extensive research program and guidance and training for residents and other trainees.

Administrative Duties:
