Duties:

This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities. Major duties and responsibilities include:

· Purchasing Support - Conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases; tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends; and,

The primary duties and responsibilities of the Industrial Hygienist includes but is not limited to the following:

• Develops industrial hygiene policies, performing environmental monitoring, recommending methods to abate occupational exposures, initiating medical surveillance procedures, maintaining proper records, and conducting employee training.
• Has the ability to anticipate, recognize, evaluate and formulate corrective action and/or control occupational hazards or stress (e.g., physical, chemical, biological and ergonomically) arising from the workplace which may cause inefficiency or significant health effects among employees.
• Conducts industrial hygiene inspections on a routine basis to determine compliance with occupational health regulations, recognized standards, and VA governing references through the use of techniques and practices commonly utilized in the profession.
• Investigates exposures which may include those involving fatalities, serious injuries, and complaints by employees concerning work conditions.
• Calibrates and uses various types of analytical equipment used in the field of industrial hygiene to include, but not limited to, air sampling pumps, sound level meters, noise dosimeters, light meters, velometers, portable infrared spectrophotometers, and mercury vapor analyzers.
• Has the responsibility as the designated official to implement and monitor all aspects of the hazard communication program as defined in 29 CPR 1910.1200.Serves as Administrator of the Respiratory Protection Program.
• Is designated as the designated hazardous materials coordinator for the hazardous material inventory.
• Maintains a reference library of technical references, guidance documents, and pertinent regulations of the Occupational Safety and Health Administration (OSHA) of the U.S. Department of Labor and the Environmental Protection Agency (EPA).

The major duties of the Administrative Office in Facilities Management includes but is not limited to the following:

Budget Guidance and Administration
The incumbent develops the need for and maintains an awareness of available resources, and makes recommendations to FMS management regarding needs, distribution or redistribution of these resources. The incumbent is responsible for a large number of fund control points. Gathers and analyzes budget needs of FMS and initiates all phases of budgeting within administrative requirements. Plans a system of internal control that assures the fiscal management of FMS will be maintained on a sound basis. Incumbent is responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses.

Direction/Long-Range Planning
Develops both long and short-range policies and plans for FMS by coordinating with the medical administration needs of the Medical Center. Provides formularized planning direction for FMS and is responsible for development and implementation of policies and procedures. On major issues, the incumbent defines the goal to be met, envisions alternative policies, recommends a course of action, and implements the alternative chosen. The incumbent recognizes the need for new policies and brings such policies to the attention of FMS management. The policies and procedures dealt with are for all of the various aspects of FMS, including budget and fiscal management, supply, service and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, and space utilization.

Program Administration
Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Administers space and equipment programs. Establishes Human Resources, equipment, and space policies for FMS. Incumbent serves as a key figure in staff utilization assuring recruitment and retention within approved ceilings are maintained. Responsible for personnel administration including knowledge of personnel operations. Responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands. Quality/Productivity Goals

• Supervises, plans, organizes, directs manages and evaluates a Comprehensive Public Health Nursing Program. Participates in Performance Improvement activities, facilitates and promotes Government Performance Results Act activities, and is involved in facility accreditation activities.
